Revising Images of Public Punitiveness: Sentencing by Lay and Professional English Magistrates

England grants unusually broad responsibility for sentencing of criminal offenders to voluntary part-time lay magistrates who, like their legally trained professional colleagues, sentence a wide range of offenders. Using simulated cases, archival analyses, and observational techniques, this article compares the sentencing decisions of the lay and professional magistrates in London. The study reveals no evidence of the lay preference for more severe sentencing that is typically shown in public opinion polls. The extent to which legal training, court experience, panel decisionmaking and role within the court system can explain the relative leniency of the lay magistrates are considered Consistent with results from other studies, these findings suggests that when laypersons assign sentences to particular offenders rather than express generalized satisfaction or dissatisfaction with current sentencing practices, laypersons are no more punitive than professional judges.     

Global economic developments: A view from Switzerland

In a free market world economy now characterized by a strong trend towards integrated economic areas dominated by North America, Western Europe and the Pacific, effective cooperation is the key to sustained success. Mr. Lautenberg is a diplomat, whose career has been strongly oriented on bilateral and multilateral economic matters (Poland, FRG; GATT, EFTA, CSCE). Between 1970 and 1974, Mr. Lautenberg, who holds a degree in political sciences from the University of Lausanne, led various research programs at the General Staff of the Department of Defense.     

Data Analysis and Data Visualization as Active Learning in Political Science

While data analysis and the related skills of data management and data visualization are important skills for undergraduates in the field of political science, the process of learning these skills can also be used to develop critical thinking, encourage active and collaborative learning, and to apply knowledge gained in the classroom. Drawing on our experiences using data work in upper-level courses in International Relations and American Politics, we discuss how data work and quantitative analysis can be incorporated into subject-based (i.e., nonmethods specific) courses, and how it can also enhance critical reasoning skills. An evaluation of this approach using direct and indirect assessment is included.     

A new dawn? french women and the liberation

This article draws on extensive archival and oral sources from Britanny, Toulouse, and Paris. It will discuss a number of aspects of the Occupation and Liberation experience for French women. It will first explore the importance attributed to the fact that women eventually gained their political rights in 1944, a measure that also saw an end to the “first wave” feminist movement that had believed that suffrage would resolve the “women's condition” and herald the start of a new era for women. This article will then move into an analysis of women and Collaboration during the Occupation offering a new approach to women's political involvement during the war. It finishes by presenting an overview of women's relationship to paid employment, the area where there was perhaps the greatest unfulfilled potential for women to experience a new beginning in the post-war period.
