Paygo pension schemes are said to be difficult to transform. However, the study of the French pension system shows that progressively, funded schemes play a greater role in the transformation. This change has been possible, despite path‐dependent forces, through four sequences. First, the change is based on a diagnosis shared among most actors, which challenges the instruments chosen in the past. Second, the new instruments are chosen in opposition to the past. Third, the new measures are adopted on the basis of an ambiguous, even contradictory, agreement. Finally, the new instruments expand incrementally, but their development is leading to cumulative change and a profound transformation of both the logic and the structure of the pension system.  相似文献

Abstract.  Recent theoretical arguments hold that the institutional setting of a political system influences coalition formation. Empirical analyses that confront these hypotheses have, however, been slow to emerge. We provide a first test of the relation between coalition formation and one element within this institutional setting: the existence of commitments not to join forces with certain 'pariah' parties (i.e., anti-pact rules). Specifically, we study the effect of the 'cordon sanitaire' around the Flemish extreme right-wing party Vlaams Blok over the period from 1976 to 2000. The results show that the refusal to coalesce with Vlaams Blok significantly affects the probability that 'minimal winning', 'minimal number' and 'minimal size' coalitions are formed.  相似文献

How do economic grievances affect citizens’ inclination to protest? Given rising levels of inequality and widespread economic hardship in the aftermath of the Great Recession, this question is crucial for political science: if adverse economic conditions depress citizens’ engagement, as many contributions have argued, then the economic crisis may well feed into a crisis of democracy. However, the existing research on the link between economic grievances and political participation remains empirically inconclusive. It is argued in this article that this is due to two distinct shortcomings, which are effectively addressed by combining the strengths of political economy and social movement theories. Based on ESS and EU-SILC data from 2006–2012, as well as newly collected data on political protest in 28 European countries, a novel, more fine-grained conceptualisation of objective economic grievances considerably improves our understanding of the direct link between economic grievances and protest behaviour. While structural economic disadvantage (i.e., the level of grievances) unambiguously de-mobilises individuals, the deterioration of economic prospects (i.e., a change in grievances) instead increases political activity. Revealing these two countervailing effects provides an important clarification that helps reconcile many seemingly conflicting findings in the existing literature. Second, the article shows that the level of political mobilisation substantially moderates this direct link between individual hardship and political activity. In a strongly mobilised environment, even structural economic disadvantage is no longer an impediment to political participation. There is a strong political message in this interacting factor: if the presence of organised and visible political action is a decisive signal for citizens that conditions the micro-level link between economic grievances and protest, then democracy itself – that is, organised collective action – can help sustain political equality and prevent the vicious circle of democratic erosion.  相似文献

Abstract.  Democracy can be characterized by policy outcomes as well as governmental processes. In this article, it is argued that people have preferences about both aspects and that they derive utility from the processes involved in decision making over and above the utility gained from outcomes. The authors study political participation possibilities as an important source of procedural utility. To distinguish between outcome and process utility, they take advantage of the fact that nationals can participate in political decision making, while foreigners are excluded and thus cannot enjoy the respective procedural utility. Utility is assumed to be measurable by individually reported subjective well-being. As an additional indicator for procedural utility, reported belief in political influence is analyzed.  相似文献

A psychological tax contract goes beyond the traditional deterrence model and explains tax morale as a complicated interaction between taxpayers and the government. As a contractual relationship implies duties and rights for each contract party, tax compliance is increased by sticking to the fiscal exchange paradigm between citizens and the state. Citizens are willing to honestly declare income even if they do not receive a full public good equivalent to tax payments as long as the political process is perceived to be fair and legitimate. Moreover, friendly treatment of taxpayers by the tax office in auditing processes increases tax compliance.  相似文献

Abstract. French politicians sometimes change election rules for political advantage. In the Spring of 2001, the ruling Socialists pushed through the inversion of the 2002 election calendar despite stiff opposition. What were the consequences of scheduling the presidential election before the legislature elections? Employing new techniques for French election forecasting, we show that the inversion brought great vote gains to the Socialist-led coalition in both the legislative and presidential arenas. One advantage of this forecasting methodology is that it allows counterfactual comparisons in advance of the actual election contest. Comparing the scenarios 'inversion' versus 'no inversion', the Socialist leadership appeared highly strategic and successful.  相似文献
