The past decade has witnessed an intensifying focus on the development of irrigation in sub-Saharan Africa. It follows a 20-year hiatus in the wake of disappointing irrigation performance during the 1970s and 1980s. Persistent low productivity in African agriculture and vulnerability of African food supplies to increasing instability in international commodity markets are driving pan-African agricultural investment initiatives, such as the Comprehensive Africa Agricultural Development Programme (CAADP), that identify as a priority the improvement in reliability of water control for agriculture. The paper argues that, for such initiatives to be effective, there needs to be a re-appraisal of current dynamics of irrigation development in sub-Saharan Africa, particularly with respect to the role of small-scale producers’ initiatives in expanding irrigation. The paper reviews the principal forms such initiatives take and argues that official narratives and statistics on African irrigation often underestimate the extent of such activities. The paper identifies five key characteristics which, it argues, contradict widely held assumptions that inform irrigation policy in Africa. The paper concludes by offering a definition of ‘farmer-led irrigation’ that embraces a range of interaction between producers and commercial, government and non-government agencies, and identifies priority areas for research on the growth potential and impact of such interactions and strategies for their future development.  相似文献

This article explores the forms of environmentalism flourishingin Tanzanian villages and district and central government. Itargues that their apparent unity should be explained by severalfactors. In central government, there is support for environmentalistpolicies because they generate revenue. In local government,environmentalism diverts attention away from bureaucratic failure,while simultaneously being the subject of intense politickingamong the legislature. In villages, environmentalism reflectsrealities of environmental change, different ecologies of agriculturalactivity, competition and jealousy and the manipulation of officialdiscourse. This article highlights the diversity of sourcesof environmentalist prominence in different sites of politicalactivity. 1. The word used for ‘waste’ is translated from theSwahili: ‘jangwa’. Democratic decentralisation of natural resource management requires careful attention to the distribution of power, devolved accountability and institutional design. However, even if all these elements are well crafted, failures in efficiency, equity and service delivery are possible because of the way institutions of government are lived out in the practice of day-to-day life. This paper presents a detailed account of the performance of local government in Tanzania. It demonstrates remarkable deficiencies in the workings of local government taxation and service delivery, despite the well structured, downwardly accountable nature of local government. It considers the implications of these failures for calls for community-based conservation, and the importance of good institutional design in effective decentralisation.  相似文献

Empirical findings based on aggregate data have found that proportional representation (PR) has a mixed relationship with electoral participation. Large party systems, thought to be one of the benefits of PR in increasing turnout, instead depress turnout. This article examines two theories that seek to account for this paradox – that coalition governments resulting from larger party systems serve to depress turnout, and that larger party systems increase the complexity of the decision environment for voters. By combining individual-level data from the Comparative Study of Electoral Systems with contextual measures of effective number of parties, coalition structure and disproportionality, this article tests for interactions between the characteristics and attitudes of individuals and the contextual influences on electoral participation. The frequency of coalitions that violate the minimal-winning rule depresses turnout, especially among supporters of major parties. By accounting for variations in coalition governments, larger party systems appear, on balance, to enhance, rather than depress, individuals' propensity to vote. Limited evidence is reported that indicates that this participation-enhancing role of larger party systems is not evenly distributed across the electorate, as those lacking a university degree may find the decision environment created by larger party systems more complex.  相似文献

This article suggests a theory of ballot position effect based on the amount of information present in the electorate while accounting for several alternative hypotheses. The more information that voters have, all other factors held constant, the less a role ballot position will play. Additionally, the role of electoral institutions in mitigating or magnifying the effect is considered. The theories are tested with precinct-level data from city council elections held in Peoria, Illinois, from 1983 through 1999. Position effect is found to account for a bonus of 0.7% to 5.2% of the precinct-level vote share per position on the ballot. The level of aggregate information and the institutional setting explain a significant share of ballot position effect, even while examined in the presence of alternative explanations such as incumbency, endorsement, campaign expenditure, gender, and race.  相似文献
