In principle, reporting by state and local governments to thefederal government is essential to the design and implementationof national policy. In practice, reporting often engenders resentmentof federal intrusion and is often dismissed as a waste of stateand local resources. Is reporting useless? Does it strengthenthe federal government at the expense of state and local governments?We asked federal, state, local, and site officials about thevalue and burden of five specific reporting systems in elementaryand secondary education. Common assumptions about reportingdid not correspond to respondent reactions. Both value and burdencascade through the intergovernmental system, reaching policymakersin all governments. Although critics seldom discriminate betweentypes of reporting, we found that reporting designed to improvecompliance with federal standards evoked different judgmentsof value and burden than reporting designed for assistance.These results suggest some new approaches to federal policygoverning the collection of information and to the design ofindividual reporting systems.  相似文献

Results obtained from the ABH grouping of bone tissues by the absorption-elution procedure and by a recently described two-dimensional absorption-inhibition procedure are reported. Neither the elution nor the inhibition procedure alone yielded uniformly correct results. A combination procedure consisting of the use of both absorption-elution and two-dimensional absorption-inhibition is proposed for bone ABH grouping. When elution and inhibition were used in combination, specimens yielding concordant results with both techniques were correctly grouped.  相似文献

Geographic location, time of reporting and need for rapid evaluation contributed to a lack of intelligence concerning a suspect burial site in scrub woodland (~15 km from the last known location of a missing person) in Northern Ireland. Police received reports of a subsiding ‘grave’, which was evaluated positively using GPR and victim recovery dogs (VRD). After 24 h work, archaeological excavation showed a vertical-sided, stepped excavation on undisturbed clay with no inhumation. Subsequent research showed the feature to be an engineering trial pit. The GPR response was a water table and rocks, VRD were possibly reacting to disturbed ground. The work serves as a demonstration of good archaeological practice in suspect burial excavation, following a lack of landscape evaluation and poor overall intelligence.  相似文献

In the post 9/11 world, expansion of extraordinary powers of control through criminal justice is an important area of study. However criminological study of how these powers expand into unintended areas of criminal justice is currently underdeveloped. A few notable authors have set out complimentary templates that can provide basic tools to understanding the processes by which extraordinary laws are normalised into not so extraordinary activity. By analysing, understanding and unifying the existing literature in this area, this article seeks to amalgamate the studies of control creep and normalisation of the extraordinary into one comprehensive school of thought capable of recognising, and analysing unjustified expansion of state power. Furthermore this article will analyse the G8/G20 Meetings in Ontario, Canada to demonstrate how the processes of creep and normalisation have intentionally been used to criminalise legitimate protest.  相似文献

Abstract

Since 1979, housing reforms in China have been seen as successive state efforts to improve urban governance. The idea is that the state has all along failed to deliver housing efficiently and equitably through the work units and that it is believed that only through the recommodification of housing could the housing problem be ultimately resolved. The housing monetarization policy (HMP) was thus launched in 1998 to replace the long-standing in-kind housing subsidy under the old welfare housing system. The policy aims at providing workers with cash subsidies as part of their wage package to enable them to buy or rent their homes from the market. The purpose of this paper is to explain the implications of the HMP through a neoliberal urbanization perspective. Through the case study of Guiyang, it is argued that while the HMP is successful in improving certain historical housing inequalities, it does not primarily aim at eradicating housing inequalities. HMP has in fact led to more rather than less horizontal inequities. In addition, it is argued here that a market housing system is leading towards increasing urban poverty, greater social polarization and spatial segregation. To improve governance, China needs to keep neoliberal urbanization in check and pay serious attention to its adverse consequences during economic transformation.  相似文献

Abstract. This article presents a definitional and historical summary of 'civil society' as a western concept, and then traces how it was used in Japanese political theory and practice. 'Civil society' discourse became a familiar term amongst post–war Japanese historians and social scientists in the period 1945–1970, and thus preceded the recent international proliferation of 'civil society' literature in the 'west' from the 1970s onwards. 'Civil society' discourse was politicised in practice in Japan in the 1950s and 1960s, principally in opposition movements wanting to encourage political participation by ordinary citizens. While some 'civil society' discourse in Japan was based on an idealisation of 'western' ideas and practice, it is also the case that the individualism and democratisation implied in 'civil society' discourse has been very differently understood in 'western' countries and very unevenly instituted in their political practice. A simple East–West frame makes significant similarities between Japanese ideas and practice and 'western' concepts and politics disappear, and additionally causes significant differences within the 'west' regarding individualism and democratisation to become invisible.  相似文献

NCP provides a framework for reform ranging from the introduction of competition in energy and water services to the dismantling of agricultural marketing boards. The effects on consumers will depend upon whether their interests are narrowly construed as preoccupations with price and choice of services or whether they extend to broad social justice and equity considerations. The 'marketisation' of government services is not concerned with distributional equity, and budget funding of CSOs is necessary to address distributional inequities. But domestic consumers will remain captive to monopoly franchises and competition objectives add pressure for the 'contracting out' of government services and the winding back of cross-subsidies which have traditionally operated in favour of household consumers.
NCP will transform the public from 'citizen' to 'consumer'. Consumer advocates have risen to these new challenges and grasped the opportunity presented by industry restructuring to propose a range of mechanisms for consumer empowerment. This article will briefly identify some of the key issues for consumers in the implementation of the NCP and demonstrate the complexity of any attempt to assess the threats and opportunities for consumers. Particular attention will be given to the reforms to the electricity industries in NSW and Victoria.  相似文献
