If manufacturing a safer cigarette is technically possible--an open question--then mandating that tobacco manufacturers improve the safety of cigarettes would likely have both positive and negative implications for the nation's health. On the one hand, removing toxins may reduce the incidence of smoking-related diseases and premature mortality in smokers. On the other hand, smokers might be less inclined to quit, those who have quit might resume the habit, and youth who have never smoked will have one less reason to avoid tobacco use. To assess the expected population health impacts of a legislative or regulatory mandate, we created the Tobacco Policy Model, a system dynamics computer simulation model. The model relies on secondary data and simulates the U.S. population over time spans as long as 50 years. Our simulation results reveal that even if requiring cigarettes to be safer makes smoking more attractive and increases tobacco use, a net gain in population health is still possible.  相似文献

Councils of governments (COGS) have been subjected to powerful forces of change in the 1980s, due principally to drastic reductions in federal financial support. To survive, the councils have had to become more entrepreneural, to extend themselves in new directions They have scanned their local and regional task environments intensively for opportunities to form and/or join new networks and to provide more services in traditional and in new areas. The new style of council is described in this paper, using a market model. The model emphasizes opportunistic scanning of the regional task environment, and the assessment of issue networks as an iterative process in COG direction setting and implementation efforts.  相似文献

This article looks at the impact of the changes that occurred on new and existing networks when Hong Kong was returned to China. The article discusses the utility of the networking perspective for understanding the changes, particularly as they relate to regionalism and the dynamics of regional networks. Some changes created a foundation for new networks and signaled the presence of new network members. Other changes occurred in older relationships among network actors such as those in the Senior Civil Service. The central role of Beijing has become an effective means of assimilation and is also influential regarding the reassertion of Chinese values. It has had a major impact on the cohesiveness and alignments of networks. These changes have also begun to reduce the strong international regional position of Hong Kong.  相似文献

This research demonstrates that regional councils across the nation are developing a clearer program focus for the 1990s. Two clusters of program priorities are emerging for the future: (1) a transportation planning and environmental preservation cluster and (2) an economic and human resources development cluster. Regional growth is useful as a predictor of the future priorities council executive directors expect to place on these clusters. It is positively associated with future priorities for transportation planning and environmental preservation programs, and negatively associated with future priorities for economic and human resources development programs. However, human services programs do not fall in either program cluster. They receive the lowest future priorities of any major subgroup of programs, leading to a policy question about the role of regional councils in human services delivery in the 1990s and beyond.  相似文献

Funded by the National Science Foundation and the National Nanotechnology Infrastructure Network (NNIN), this study asks qualitatively analyzes interviews with 48 nanoscientist users at four NNIN facilities. The main research questions were: (1) Do nanotechnologies pose unique social and ethical concerns?; (2) how are the risks associated with nanotechnology distributed among different human populations?; (3) what are specific policy steps that can be used to manage such risks? This study purposefully oversampled female scientists to correct for the historical underrepresentation of women in the nanotechnology workforce. By amplifying the voice of this science, technology, engineering, and mathematics (STEM) workforce minority, the policy discussion contained herein better reflects the concerns of the general population. The results, analyzed with the aid of qualitative data analysis software, yield interesting differences in risk characterization among the scientists and innovative policy suggestions for the nanoscience community and regulators alike.  相似文献

Cases concerning polygamous households can present difficult challenges for family courts. Though a growing number of Americans practice polygamy, the lifestyle still remains shrouded in mystery. Many polygamists are religious (and sometimes racial) minorities that have suffered from discrimination. The most influential judicial precedents concerning polygamy come from the nineteenth century and are tinged with religious and racial stereotypes, which can make judges uncomfortable with citing those decisions. There is a need for reliable, unprejudiced, and up‐to‐date information about polygamy that judges can cite while maintaining an image of objectivity and impartiality. This Article seeks to provide that resource. It provides information about the evolutionary influences that shape polygamy, how polygamy is practiced in the modern world, and common problems affecting polygamous households that judges should be aware of.  相似文献

This article undertakes a modest midterm assessment of MetropolitanPlanning Organizations (MPOs) under the Intermodal Surface TransportationEfficiency Act of 1991 (ISTEA). The focus is on the role ofthe MPO, emphasizing its intergovernmental context. Two major sources of primary data are used: (])a national surveyof MPOs, completed in March 1994, and (2) an ACIR study of eighteenMPOs in twelve U.S. regions. The article addresses decentralization of transportation policyto regional MPOs, local policymaking and decision authority,intergovernmental issues under ISTEA, and what lies ahead forMPOs. The article concludes that ISTEA has brought a great dealof change to MPOs. The data suggest that ISTEA is having somesuccess: decentralization is taking place; more stakeholdersare getting involved; public involvement programs are becomingmore common; and greater attention is being given to air quality,intermodal issues, long-range planning, and intergovernmentalcoordination. However, most MPOs are encountering difficulties in implementingISTEA. They do not know how to do many of the new tasks assignedto them, and the intergovernmental links that ISTEA dependson are not yet forged solidly.  相似文献
