In this paper we use data collected from nearly 4,000 single-family residences in Auburn, Alabama to investigate empirically whether specific political expressiveness (displaying a candidate’s election sign in one’s yard), general socio-political expressiveness (flying an American flag on either Memorial Day or Independence Day), or non-political expressiveness (displaying support for Auburn University’s football team outside one’s home) is related to the likelihood that at least one resident voted in the national/state/local elections held November 7, 2006. Controlling for the assessed value of the property and length of residential ownership, we find strong evidence that all three measures of expressive behavior are statistically significant predictors of a greater likelihood of voting than occurred at residences showing no evidence of these expressive behaviors. These findings suggest that voting may be more completely understood not as politically-expressive behavior but, rather, as a generally expressive tendency that happens on occasion to be manifested in a political context. That is, an understanding of why some people vote and others do not may require an understanding of why some individuals are more expressive (generally speaking) than others.  相似文献

ABSTRACT

A lot of ink has flown over the issue of political under-representation of Muslims in India and over affirmative action measures needed to redress this imbalance. However, a minimal amount of attention has been paid to how Muslims are finding new ways to counter this under-representation. The Ministry for Minority Welfare and subsequent creation of the Minority Welfare Department seem to have expanded the locus of representation for Muslims beyond elections, legislatures, and membership of political parties. Consequently, the number of “Muslim representatives” has increased, in addition to MPs and MLAs who strictly speaking are supposed to be “people’s representatives.” Focusing on two Muslim groups’ engagement with the minority welfare bodies, the article contends that the success or failure of Muslim appointments to state bodies is based not so much on religious differentiation as on the ruling party’s electoral strategies, and their inclusion in these bodies only reinforces their minority status without integrating them entirely in the political process.  相似文献

In a comparative study of seven pastoral systems across West Africa we found that pastoralists have generally successfully adapted to pressures on grazing resources. We describe three adaptive strategies: 1) integration and intensification in the Sudanian zone; 2) movement to the Sub-Humid zone; and 3) extensification in the Sahelian zone. We end by proposing four interrelated factors that account for the differences in pastoral systems between West Africa and the Greater Horn of Africa.  相似文献

In addition to difficulties gathering and evaluating complete information, cognitive limitations and biases preclude individuals from making fully value‐maximizing choices when making decisions. It has been suggested that, done properly, involving advisors can compensate for individual‐level limitations. However, the “groupthink” tradition has highlighted ways group‐aided decision making can fail to live up to its potential. Out of this literature has emerged a paradigm Janis calls “vigilant problem‐solving.” For this article, we interviewed 20 heads of subcabinet‐level organizations in the U.S. federal government, asking questions about how they made important decisions. Ten were nominated by “good‐government” experts, 10 chosen at random. We wanted to see whether there were differences in how members of those two groups made decisions, specifically, to what extent executives in the two categories used a “vigilant” process. We found, however, that similarities between the two groups overwhelmed differences: As best as we were able to measure, decision making by U.S. subcabinet executives tracks vigilant decision making recommendations fairly closely. The similarity reflects a common style of senior‐level decision making, which we theorize grows out of government bureaucracy's methodical culture. We did, however, develop evidence for a difference between outstanding executives and others on another dimension of decision making style. Outstanding executives valued decision making decisiveness—“bias for action”—more than the comparison group. Perhaps, then, what distinguishes outstanding executives from others is not vigilance but decisiveness. Contrary to the implications of the groupthink literature, the danger in government may be “paralysis by analysis” as much or more than groupthink.  相似文献

The mechanisms by which the poor benefit from economic growth remain a topic of debate in development literature. We address this issue in the context of rural Bangladesh, using a pooled dataset of three household panels between 1991–2001. Expansion of irrigation, paved roads, electricity, and access to formal and informal credit have (through different veins) led to higher rural farm and non-farm incomes, accounting for exogenous local agroclimatic endowments that explain a large part of the variation in the growth of infrastructure and credit programmes. However, this has not translated into substantial reductions in poverty for the poorest households.  相似文献

In 2006, United Nations Human Rights Council was tasked to establish a new human rights monitoring mechanism: Universal Periodic Review process. The objective of this process is to promote and protect the universality of all human rights issues and concerns via a dialogical peer review process. The primary aim of this investigation is to ask the following question: has this claim of promoting and protecting the universality of the human rights been met, or challenged, during state reviews in the UPR process? The issue of polygamy has been selected as the focus for this investigation to be used, primarily, as a tool to undertake an in-depth analysis of the discussions held during state reviews in the review process. In addition, this paper will employ scholarly debates between universalism and cultural relativism, as well as the sophisticated and nuanced approaches that fall in between the polarised opposites, to analyse the discussions held on human rights during state reviews. Ultimately, the findings and discussion of this investigation will provide a unique and valuable insight to the work and operation of the UPR process, so far.  相似文献
