In the economic development of East Asain countries during the 1980s and 1990s, there has emerged a distinct form of capitalism characterized by active state intervetion in the economy and close state-business relations. This article attempts to identify the key ingredients of the relations between the state and market that has led to industrial development in East Asia. It also explores how these characteristics are reflected institution-building in the Asia-Pacific as, for example, in the case of APEC where conflicts have developed between the Asian and western members in their attempts to promote economic cooperation An earlier version of this paper was presented at the conference on “Global Visions Toward the Next Millennium: Modern Civilization and Beyond” in South Korea, September 24–26, 1998. Abstract

This article examines interactions among the United States, Japan and the European Union over steel trade disputes with particular interest in Japan's reactions to the disputes. For this objective, this paper establishes an analytical framework that takes into account bilateral, international, and domestic factors in formulating a state's external policy and relations. It was found that the special relationship with the United States still impinged on Japan's reactions to steel trade disputes, but its influence has gradually declined. Moreover, growing familiarity with World Trade Organization (WTO) rules and practices and collaboration with other countries enabled Tokyo to expand its policy options to handle steel trade conflicts with Washington. Significantly, Japan formally adopted seemingly bold measures to cope with the US steel safeguard action, but the measures’ substantial influence on the US government was limited compared with those adopted by the European Union. Weak policy coordination among ministries prevented Japan from formulating strategic and effective measures in managing steel trade disputes with the United States.  相似文献

After the early 1990s, the wave of regionalism covered broader areas in the world, and Northeast Asia, which had weak regional cohesion largely due to history-oriented animosity, gradually developed initiatives for regional cooperation since the late 1990s. This article seeks to address why and how China, Japan, and South Korea have pursued regional cooperation by relying on the concept of ‘regional governance’. It advances two arguments. First, the governments of China, Japan, and South Korea have identified the avoidance of risk from uncertainty as a major objective of promoting trilateral cooperation in specific functional areas. Second, they have gradually intensified the harmonisation of regulatory frameworks in the cooperative process in collaboration with non-state actors. The article examines the arguments by tracing the evolution of trilateral cooperation in environmental protection and information technology (IT) development.  相似文献

This article seeks to examine constraints and challenges that the Association of Southeast Asian Nations (ASEAN) states are confronted with in formulating and implementing their strategies in response to evolving regional environments represented by the rise of China. It argues that China's southern neighbours have adopted purposeful strategies in order to mitigate potentially negative effects from China's growing capabilities in East Asia. These strategies led to the expansion of membership in the East Asia Summit (EAS) and positive involvement in the Trans-Pacific Partnership (TPP) agreement, encouraging America's substantial commitments to the Asia-Pacific. However, ASEAN has failed to form the unified front on the EAS and TPP because its members have adopted diverse stances on and policies towards the two institutions. Moreover, an identity issue constitutes a crucial impediment to promoting cooperation between ASEAN members and the USA. While Washington has intensified diplomatic linkages with ASEAN, the US identity shown in its adherence to the results-oriented approach still provokes some concerns among the ASEAN members.  相似文献

This article focuses on the export of infrastructure systems as Japan's foreign economic policy that is unique in terms of diplomatic goals and means. It seeks to address how and why the Japanese government has strengthened commitments to expanding infrastructure exports to major Asian countries. This article argues that the Japanese government took advantage of developmental means of state-led initiative and institutionalised government-business collaboration in sustaining the export of infrastructure systems. It also contends that the Japanese government pursued, in the infrastructure export initiative, twin goals of creating a new growth engine to revitalise the Japanese economy and strengthening strategic links with Asian countries to balance China's regional influence.  相似文献

Australia and Japan have frequently had difficult relationshipswith their neighbours. This paper suggests that when seen intheir specific historical contexts, the fact that Australiaand Japan have become ‘Asia's odd men out’ is unsurprising.The central argument of this paper is that the consolidationand institutionalisation of regions is in large part a politicalexercise that reflects, and is informed by, discrete nationalconversations. Until and unless such national discourses alignwith wider transnational developments, regional processes areunlikely to prosper. For a long time, the Japanese government showed awkward and indecisive attitudes towards trade policy. There was strong opposition from the two political actors — bureaucrats at the Ministry of Agriculture, Forestry and Fisheries (MAFF) and politicians in the ruling Liberal Democratic Party (LDP) — to market opening in the agricultural sector. This article highlights private interests and the public interest of MAFF bureaucrats and LDP politicians and examines how the evolving perception of the interests has influenced debates and the progress of free trade agreement (FTA) policy over agriculture. The central argument is that economic linkages and institutional cooperation in East Asia have changed basic interests of MAFF bureaucrats and LDP politicians, and such changes, then, have induced new moves in Japan's FTA policy towards countries of the region.  相似文献

This article seeks to explore how stable regional order under the possible community formation can be created in East Asia in moves towards China's ascendancy. For this objective, it takes advantage of a framework assuming that the development of an East Asian community would be possible under conditions that the states in the region develop common identity and norms, as well as multilateral institutions that guarantee the long-term interest. Moreover, the society needs to be involved in identity formation and institution-building. This article argues that China has been gradually embedded into formal multilateral institutions and less formal policy networks formed by state and non-state actors, which have been conducive to the creation of a regional community. However, both collective norms at the governmental level and shared cultural consciousness at the public level have not developed enough to have significant influences on directing China firmly to the formation of a regional community.  相似文献
