Collaboration between agencies, private groups, and citizens in the field of natural resource management is generally seen as a productive strategy in challenging management situations. Collaborative management is particularly appealing in efforts like farmland preservation, which depend for their success on local initiative and support. However, such partnerships may create new dilemmas about the appropriate use of information in management. Many tout the benefits of collaborative environmental management as an alternative to centralized planning and command and control regulation, but the excitement over collaborative processes has not been matched by evidence that these processes actually improve the environment. The most crucial question in collaborative environmental management remains unanswered and often unasked: To what extent does collaboration lead to improved environmental outcomes? We know much about why collaboration is occurring and how collaborative processes and outputs vary. The primary goal of future research on collaborative environmental management should be to demonstrate whether collaboration improves environmental conditions more than traditional processes and newer market-based processes. Collaboration is not a panacea; it is a choice that policy makers and public managers should make based on evidence about expected outcomes.  相似文献

In United States federalism, public policy responsibilitiesbelong to multiple jurisdictions. This article compares statewith federal public forest management. Data come from four cases,each comprising two forests sharing similar physical characteristicsbut under the authority of different governments. Systematiccomparisons suggest that officials in the national forest agencyface greater statutory, regulatory, and planning constraintsthan do state agency officials. These constraints require morepublic input and higher levels of environmental protection.Outcomes reflect these differences: federal officials provideless limber, at lower net profit, than do state officials, andthey transfer less revenue to local governments. The role of the public in US policy making has shifted substantially during the past several decades. This shift is particularly evident in environmental policy, where collaboration among multiple stakeholders is on the rise. Much of the literature on collaborative environmental management emphasizes the need for widespread community involvement, especially from private citizens. Many proponents of collaboration have argued that broad inclusion can lead to better environmental solutions while also establishing legitimacy, building social capital, and overcoming conflicts. Yet such broad inclusion may be costly in terms of time, energy, and resources, and it may not yield the desired results. Thus, a key question is how the breadth of public involvement is linked to collaborative group accomplishments. This study, using watershed groups in Ohio, demonstrates several links between group membership and results. Groups with a broader array of participants tend to excel in watershed plan creation, identifying/prioritizing issues, and group development and maintenance. In addition, groups comprised of a relatively balanced mix of governmental and non-governmental participants are more likely to list planning/research and group development and maintenance results than are groups comprised primarily of non-governmental participants. In contrast, groups with a narrower membership and groups that are composed primarily of non-governmental participants may focus more on pressuring government for policy change.  相似文献

Across many social–ecological systems, policy makers and scholars increasingly call for science to inform policy. The science–policy interface becomes especially complex as collaborative approaches include multiple stakeholders working together across jurisdictions. Unfortunately little is known about how much and how science is used in collaborative governance for social–ecological systems. This exploratory study examines instrumental, conceptual, and symbolic use of science in a science‐rich collaborative planning case in the Puget Sound, USA. It also examines the influence of science, relative to other factors, in collaborative planning, and what factors affect it. Results from a survey and document analysis indicate the prevalence of conceptual use of science, with relatively little symbolic use. Some factors promoting conceptual and instrumental use discourage symbolic use. Overall, while science is seen as influential in this science‐rich context, its influence is balanced by local stakeholder preferences and contextual information.  相似文献

Herbert Kaufman's 1960 investigation of federal forest rangers provided important insights into administrative discretion, agency culture, and natural resource policy making. Subsequent studies of Forest Service administration have documented that agency's change over time, mirroring broad changes in federal public administration. But little is known about state forest administration. This article describes results from a survey of line officers in 48 state forest agencies, as well as state forest statute analysis. Results indicate systematic state–federal differences in legal constraints, citizen interactions, and the forest administrators themselves. Though these differences foster state administrator decision making based on professional expertise, they do not encourage the incorporation of stakeholder views into agency policy making, nor do they yield a bureaucracy that represents a diverse constituency. State forest administrators perceive substantial external challenges to their professional discretion, but it remains to be seen whether state forest agencies will change to more closely resemble their federal counterpart.  相似文献
