A Positive,Communitarian Right to Security in the Age of Super-Terrorism

Post-9/11, and especially with the dramatic rise of Islamic State in Iraq and the Levant (ISIL), the author advocates a collective right to security. Plotting a course through state absolutism and liberalism, one finds communitarianism as a philosophy to support this right to security. The communitarian right to security is based on an interpretation of European human rights law, particularly positive duties of the state, to protect the rights to life of individuals from violations by non-state actors such as suspected terrorists. But for reasons of practical enforcement, limitations to the exercise of the right are also articulated.     

Cooperation,not cost savings: explaining duration of shared service agreements

Among local governments, inter-municipal cooperation is the growing reform; but the literature is silent regarding the determinants of longer-term shared service agreements. We conducted a survey of all local governments in New York State in 2013 to assess the level of sharing across 29 public services. The duration of shared service agreements varies from 1 to 80 years. What explains this difference? Our hierarchical linear model shows that service sharing agreements fall along a cooperation continuum, where cost savings are a determinant of shorter agreements, while the public values of service quality and cross-jurisdictional coordination explain longer-term agreements. We also find that positive past experience with sharing partners increases the duration of sharing agreements. Our analysis lays the foundation for new theories of shared services that build directly from the benefits of improved regional coordination, inter-municipal reciprocity and service quality, not from theories based solely on competition and costs.     

Unheard Voices: Why Former Child Welfare Workers Left Their Positions

This mixed methods study used a snowball sample (n = 54) to capture retrospective insight from former public child welfare workers about job satisfaction and reasons they left their positions. Responses to open-ended questions suggested a theme of lack of organizational support as the primary reason they left. Former workers also reported that they wanted a voice and someone to hear their concerns, greater recognition, and opportunity to practice self-care. Quantitatively, workers in their positions 8 years or longer were the most satisfied on a 19-item global scale examining job satisfaction. Respondents were unhappy with their workloads and emotional impact of their positions.     

Women in the Zambian civil service: A case of equal opportunities?

There is a paucity of empirical microlevel studies of women in the formal sector in developing countries. This article attempts to redress this deficit and focuses on the position of women in the Zambian civil service using information from a sample of personnel records. Although women are disproportionately represented in the civil service compared with other areas of the formal economy, the current positions of males and females are significantly different. However, the results of the survey are not easily encompassed in prevailing theoretical frameworks and, rather surprisingly, it appears that it is age rather than gender that is the crucial explanatory variable. Finally, a number of possible explanations are advanced to account for our findings.
