Whistleblowing by administrative employees in local governments can bring critical knowledge about misconduct and failed policy outcomes and priorities to the attention of politicians. This article examines whether (1) whistleblowing to politicians is considered acceptable among politicians and administrative employees, (2) politicians receive whistleblowing cases and how those who do so handle the case, and (3) contact patterns between politicians and administrative employees influence the whistleblowing activity and the action taken by the politicians to address wrongdoing. The article departs from the theory of pillars of institutions and the tensions between and within institutional pillars to analyse unique data from a survey based on the vignette method and actual whistleblowing among politicians (N = 400) and employees (N = 373) from 20 Norwegian municipalities. The analysis shows that the degree of contact between politicians and administrative employees is correlated with positive perceptions of whistleblowing and constructive handling of wrongdoing reports by the politicians.  相似文献

The paper contributes to understandings of contestation and resistance in urban politics, using a land use struggle against a “big-box” development in Vancouver, Canada as an example. It surveys Foucault's work on “governmentality,” highlighting the centrality of the notion of resistance in this work before focusing in particular on Foucault's yet underexplored conceptions of “conduct” and “counter-conduct”. These concepts offer an analysis of urban politics beyond the binary of successful implementation of city policies or their failure, and of cooption or revolt; therefore, proving especially useful in the analysis of urban governance which is increasingly characterised as “post-political”.  相似文献

In an ideal inclusive political system, all citizens are equally able to influence and challenge policies. We focus on how inclusiveness affects climate policies and outcomes. We argue that more inclusive systems should produce more policies in response to environmental threats and should have better outcomes. We test these hypotheses using panel and cross-sectional data relating to climate policy outputs and outcomes. The results suggest that inclusiveness is positively associated with policy outputs, but probably not with lower emissions of greenhouse gases. This pattern may relate to a lack of deliberation in systems, which are relatively inclusive in the narrower sense of pluralist democratic theory.  相似文献

This article examine the entire population of expert and lay decision-makers on the Norwegian County Social Welfare Board, with 57% responding (n = 1598), asked whether they experience being fully informed about the facts in the case; are equal partners in the decision-making team, and if their arguments are taken seriously. Findings show they were highly satisfied with the proceeding and their role in it, and they positively highlighted the judge's role in the decision-making process. However, expert and lay persons are not provided with documents in a timely manner, and some lay members felt subordinate to the other decision-makers.  相似文献
