Abstract

Which groups in Central and Eastern Europe are more likely to support neoliberal ideas? This article uses quantitative evidence from the European Bank for Reconstruction and Development’s Life in Transition surveys (2010 and 2016) in order to sketch the contours of public support for neoliberalism in the 11 new member states of the European Union. First, cross-country differences in economic attitudes are not very large. Second, consistent differences can be located within a single country. Neoliberal attitudes are more likely among business owners and people with a university education. The potential foundations for resistance to neoliberalism can also be located: churchgoers, for instance, are much more likely to be sceptical of neoliberalism.  相似文献

In the debate on minimal media effects and their causes, methodological concerns about measurement are rarely discussed. We argue that even in state-of-the-art media-effects studies that combine measures of media messages and media use (i.e., linkage analyses), measurement error in both the media content analysis and the media use self-reports will typically lead to severely downward-biased effect estimates. We demonstrate this phenomenon using a large Monte Carlo simulation with varying parameters of the content analysis and the survey study. Results show that measurement error in the content analysis and media use variables does indeed lead to smaller effect estimates, especially when the media messages of interest are relatively rare. We discuss these findings as well as possible remedies and implications for future research.  相似文献

This article contributes to debates about the break-up of Yugoslavia by focusing on Serbia’s ‘anti-bureaucratic revolution’, a large protest wave that occurred in 1988. Unlike most discussions which focus on elite involvement, this article emphasises the wider cultural resonance of anti-bureaucratic populism. More generally, this article shows that populism can be strengthened if it is coupled with producerism, that is, a discourse that divides society into productive and parasitic groups. Around 800 political cartoons from three Serbian newspapers are analysed. The common theme that emerges is the opposition of the blue-collar worker to the parasitic political functionary.  相似文献

This article describes assistance that is being provided as part of an institution building project with a view to making a lasting impact on the development of a democratic public service of Ukraine. It explains the nature of the project and the strategies adopted to overcome difficulties. It compares and contrasts approaches adopted by technical assistance projects in assisting administrative reform. It also examines the special nature of the Ukraine project that arises out of the distinctive context and needs of Ukraine. The article continues by examining the role of external assistance in validating the Ukrainian Institute of Public Administration and Local Government's Masters in Public Administration and the contribution made to the development and delivery of the Masters programme. A special feature of the project is the series of one-month internships when IPALG students visit London. The internship programme allows students to identify aspects of UK experience relevant to changes that Ukraine wishes to make in its administrative culture. As part of this programme, students are placed in government organizations and NGOs. The placements are complemented by a series of change management seminars that enable students to evaluate options for change, to assess their own role in the change process and recognize the key stages in the change process. The project team has undertaken a full evaluation of the first presentation of the programme and the article presents the findings.  相似文献

This article explores the historical development of youth work in Croatia. By drawing from available data and personal experience, we describe three key phases of youth work development in a post-conflict country: (a) the period of the early 1990s as a “direct peace building" youth work; (b) the rise of nonformal education during the mid and late 1990s; and (c) the growth of a networked youth sector and its focus on youth policy advocacy starting in 2000. In addition, we refer to today's context, particularly because of its project-management orientation. Such categorization highlights various practices that we consider to represent youth work in a specific and contested national framework. Work with young people with fewer opportunities is being presented as a case, building on our observation that contemporary youth work continues to be embedded in civil society development and nonformal education, facing challenges of funding-driven discourse and unsystematic support.  相似文献
