Based on Kingdon’s model and the punctuated equilibrium theory, this article analyzes the process of four Chilean public policies from 1990 to 2013. Evidence was collected from 205 interviews, official documents, 3,905 press clippings, and academic literature. Grounded theory was employed to analyze interviews. The analysis shows a tacit alliance between power and expert knowledge, that presidential motivation seems to be a key factor for an idea to be included in government agenda, that Chile’s policy-making process is rather elitist, and that its characteristics coincide with the “inside access model of agenda building.”  相似文献

In 1925 a new electoral system was introduced in Chile. This reform changed the electoral formula from a cumulative voting system to a proportional one (d'Hondt) and established new rules about district magnitude and form of voting. It has been argued that this reform was motivated by the emergence of new parties or the expansion of the electorate. This article offers an alternative explanation: in the case of Chile, the main reason for the electoral reform was the parties' need to solve problems of strategic coordination stemming from the characteristics of the Chilean cumulative voting system. In this context, the Chilean case shows that there are many routes to proportionality.  相似文献

Public management is a domain of research that is now roughly three decades old. Researchers in this area have made important advances in understanding about the performance of public organizations. But questions have been raised about the scope and methods of public management research (PMR). Does it neglect important questions about the development of major institutions of the modern state? Has it focused unduly on problems of the advanced democracies? Has it made itself irrelevant to public debates about the role and design of government, and the capacity of public institutions to deal with emerging challenges? This set of eight short essays were prepared for a roundtable held at the research conference of the PMR Association at the University of Aarhus in June 2016. This paper provides novel evidence on how a sharp increase in labor force participation among older women affects the provision of informal care to their older parents. Based on data from Understanding Society – The UK Household Longitudinal Study, we use an instrumental variable approach that exploits a unique reform that increased the female State Pension age by up to six years. Our results provide evidence of a trade-off between the intensive margin of work and informal care provided outside the household: an increase of 10 hours of work per week reduces the provision of informal care by 2.1 hours a week, which amounts to roughly £2,100 of yearly care-hours lost. This reduction in caregiving is largest among women working in physically or psychosocially demanding jobs, and “sandwich generation” women who have both a living grandchild and a parent alive. Using data from the English Longitudinal Study of Ageing, we show that older parents whose daughters became ineligible to claim their pensions experienced a significant reduction in the amount of care they receive from their daughters, which was not compensated by an increase in formal care or other sources of support. Our results suggest that policies that increase older workers’ labor supply require changes in long-term care policy that compensate for the loss of informal care.  相似文献

The bruise dating can have important medicolegal implications in family violence and violence against women cases. However, studies show that the medical specialist has 50% accuracy in classifying a bruise by age, mainly due to the variability of the images and the color of the bruise. This research proposes a model, based on deep convolutional neural networks, for bruise dating using only images, by age ranges, ranging from 0–2 days to 17–30 days, and images of healthy skin. A 2140 experimental bruise photograph dataset was constructed, for which a data capture protocol and a preprocessing procedure are proposed. Similarly, 20 classification models were trained with the Inception V3, Resnet50, MobileNet, and MnasNet architectures, where combinations of learning transfer, cross‐validation, and data augmentation were used. Numerical experiments show that classification models based on MnasNet have better results, reaching 97.00% precision and sensitivity, and 99.50% specificity, exceeding 40% precision reported in the literature. Also, it was observed that the precision of the model decreases with the age of the bruise.  相似文献

The Concertación lost the recent presidential elections in Chile after 20 years in office. This article proposes three explanations for this result. First, the Concertación's candidate selection process through primaries was exclusionary, without opening up participation to all potential applicants. This combined with a deep erosion of the coalition, reflected in the resignation of deputies and senators from parties that compose it. The process was accelerated with the emergence of an independent candidate, formerly from the Concertación. Second, the candidate from the right increased his vote in the poorest sectors and expanded the right's constituency to middle‐class segments, traditional Concertación electoral strongholds. Third, the right achieved greater electoral consistency than the Concertación by reducing the number of voters who split their tickets. Its presidential candidate obtained almost the same percentage as its list of deputies.  相似文献
