Evaluating Democratic Performance: Methodologies for Assessing the Relationship between Network Governance and Citizens

Network governance can enhance democratic practice by furnishing new routes for actors to deliberate, make, and execute public policy. But it is hindered by a lack of political oversight, limited democratic competence of new organizational forms, and informality of operation. Little research has been conducted on the democratic performance of governance networks, and the methodology is poorly developed. Quality-of-democracy studies of national governmental and political systems offer a starting point. Their criteria-based method is useful in accessing the democratic "hardware" of formal entities, such as partnerships and hybrids, but it does not enable data to be gathered on democratic "software"—the informal day-to-day practices of actors in networks. Interpretive approaches offer a way forward. Narrative analysis, qualitative interviews using a criteria-based instrument, and Q-methodology provide routes into democratic software. They enable the researcher to move beyond the analysis of institutional nodes and to understand the democratic performance of the wider governance network.     

Racial/Ethnic Socialization and Parental Involvement in Education as Predictors of Cognitive Ability and Achievement in African American Children

Racial/ethnic socialization has not been studied in the context of other parenting behaviors such as parental involvement in education and its relationship to children??s cognitive outcomes. The present study tested the impact of racial/ethnic socialization and parental involvement in education on cognitive ability and achievement in a sample of African American youth. Two dimensions of racial/ethnic socialization, cultural exposure (i.e., exposure to diverse cultures) and cultural socialization (i.e., in-group pride), were examined in a sample of 92 African American mother?Cchild dyads, of which 50% were female. Maternal reports of involvement during their child??s 5th grade year were examined as a moderator in the relationship between racial/ethnic socialization and cognitive ability and achievement. Hierarchical regression analyses revealed that mothers?? reports of cultural exposure messages measured in 4th grade predicted children??s scores on 5th grade assessments of passage comprehension. There was also a significant interaction indicating that greater cultural exposure and more parental involvement in education predicted better reading passage comprehension scores over time. The implications for assessing dimensions relevant to cognitive ability and achievement in African American children are discussed.     

The Public Governance of Collaborative Spaces: Discourse, Design and Democracy

This article investigates the relationship between democratic practices and the design of institutions operating in collaborative spaces, those policy and spatial domains where multiple public, private and non-profit actors join together to shape, make and implement public policy. Partnerships are organizational manifestations of institutional design for collaboration. They offer flexibility and stakeholder engagement, but are loosely coupled to representative democratic systems. A multi-method research strategy examines the impact of discourses of managerialism, consociationalism and participation on the design of partnerships in two UK localities. Analysing objective measures of democratic performance in partnerships and interpreting the discursive transition from earlier practices in representative democratic institutions we find that institutional designs for collaboration reflect different settlements between discourses, captured in the distinction between club, agency and polity-forming partnership types. The results show how the governance of collaborative spaces is mediated through a dominant set of discursively defined institutional practices.     

Emergency suicide care in France: the psychiatrist's liability as seen in case law

In France, in general emergency departments, psychiatric consultations are on the increase and suicidal behavior represents a frequent reason for consultation. Psychiatrists treat patients whose behavior may be impulsive and irrational, and whose critical judgment is impaired. In emergency units, the reception and initial assessment of the patient determines his or her future pathway through the healthcare system. By its very nature, emergency medicine deals with inherently unstable situations, which may lead to the risk of medical malpractice. The aim of this article is to provide a summary of the initial management of suicidal patients by general emergency units and to comment on the medical malpractice that may expose the practitioner to risk of liability. An analysis of case history has shown that in suicide cases, malpractice due to inadequate supervision is the most frequent ruling.     

Environmental Justice and Information Technologies: Overcoming the Information-Access Paradox in Urban Communities

Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. A framework is developed to guide a programmatic response to overcome these implications. The results from several community-based projects are described and analyzed for their capacity-building effectiveness. Analysis of the projects indicates improvement in community capacity for information access and use, which bolstered community participation in the environmental decision-making process.
