This article is an introduction to a new and promising alternative to dominant reductionistic, utilitarian and instrumental political theories. ‘Cultural Theory’, or ‘Grid-Group’ analysis has been developed by the British anthropologist Mary Douglas and transferred to political science by the American political scientist Aaron Wildavsky. Starting from two dimensions - ‘group’ (group strength) and ‘grid’ (the number of rules that influence the individual space of action), there exist four main forms of human interaction or ways of life - individualism (markets), sectarianism (egalitarism). collectivism (hierarchy) and fatalism (slavery) which can be applied to all kinds of societies, organizations and individuals. These cultures are then used to predict political action (politics), institutions (polity) and results (policies). The article shows how the theory is built up and where it comes from, and then concentrates on important logical and empirical problems that so far remain unsolved.  相似文献

Robert Putnam's Making Democracy Work implies a conception of civil society with claims to republican ancestry. However, in four ways, he misses the more 'political' understanding of this Enlightenment category in republican writers, including his hero, Tocqueville. Where Putnam's civic community is spontaneous and voluntaristic, republicans emphasise the creation of civil society from above by state-building and broader political associations. Where his civic spirit is local, republicans stress polity-centred citizenship identification. Where Putnam's 'social capital' is a generalised, all-purpose resource with positive effects, modern republicans such as Tocqueville stress normative ambiguities of civic space and see the associational cradles of modern trust and solidarity as more demanding. Finally, where his civil society is a harmonious, 'functioning' place, republicans often stress conflict between citizens and between citizens and the state. A reconsideration of empirical and theoretical problems in his analysis suggests that a more republican conceptualisation of civil society would have facilitated different questions and more interesting answers.  相似文献

Voluntary associations are often ascribed a fundamental role in the formation of social capital. However, scholars disagree on the extent to which face‐to‐face contact, i.e. active participation, is necessary to create this resource. The impact of participation in associations on social capital is examined using three dimensions: intensity (active vs. passive participation), scope (many vs. few affiliations) and type (non‐political vs. political purpose). While those affiliated display higher levels of social capital than outsiders, the difference between active and passive members is absent or negligible. The only cumulative effect of participation occurs when the member belongs to several associations simultaneously, preferably ones with different purposes.  相似文献

Does environmental lobbying affect the probability of environmental treaty ratification? Does the level of government corruption play a role for the success of such lobbying? In this paper, we propose that a more corruptible government may be more responsive to the demands of the environmental lobby. We use several stratified hazard models and panel data from 170 countries on the timing of Kyoto Protocol ratification to test this hypothesis. We find that increased environmental lobby group activity raises the probability of ratification, and the effect rises with the degree of corruption.  相似文献

In the 1994 EU referendum a majority of Norwegian voters rejected membership in the European Union. The outcome contrasts with victories for membership in the corresponding referendums in Austria, Finland and Sweden. The article reports a preliminary investigation of factors relating to the support for "no". Analysis of aggregate data (representing 435 municipalities) and survey data demonstrates the importance of traditional cleavages as well as new cleavages for the vote. The no-vote was strongest in northern Norway, among supporters of the traditional "counter-cultures" and among those employed in the primary sector. Women were more likely to vote no as were public sector employees. The major parties took relatively clear stands on the issue, and we find that party identification shows a strong correlation with the vote in the referendum. With a turnout of 89 percent, the 1994 referendum represents an all-time high for elections in Norway. Compared with the previous referendum on the EC in 1972, we find that the increase in mobilization was particularly strong in the no-dominated periphery, but the shift in mobilization patterns was not decisive for the outcome of the referendum.  相似文献

Inspired by New Public Management, many countries have changed their central public apparatus from an integrated to a more segregated structural model. A central element in this process is structural devolution and the establishment of new or reorganized state-owned companies with increased business autonomy and new formal control systems. This paper focuses on how this development, as exemplified by the case of Norway, is affecting the role of central executive political and administrative leaders. The study, based on elite interviews, shows that corporatization has made the role of central leaders more complex and ambiguous and undermined traditional political control. We interpret this development from a transformative perspective, underlining how structural devolution is filtered through the dynamic context of environmental pressure and internal structural and cultural factors; in addition, experiences from New Zealand are used to contrast the Norwegian case.  相似文献

Political participation is higher among men than women in most parts of the world. However, earlier research has shown that this does not hold true in Scandinavia, including Sweden, where gender differences are remarkably small. This article studies the causes of the Swedish situation. A conventional hypothesis is formulated based on research from other parts of the world. It assumes that gender-equal participation in Sweden can be explained by the lack of gender differences in certain political resource and motivational factors that are often analyzed. However, this hypothesis is not supported by the data, which instead indicates a female disadvantage with regard to both resources and motivation. Two alternative hypotheses are developed and shown as empirically viable. The first assumes that women more often adhere to norms that emphasize the importance of being politically active, which promotes their participation in politics. The second focuses on collective mobilization based on interests specific to women. In line with this hypothesis, only women are shown to be members of women's organizations and hold more radical opinions on issues related to gender equality and reproduction. These factors have a positive impact on women's participation, and together they explain a noticeable amount of the male advantage with regard to conventional explanatory factors. Therefore they are important contributory causes of gender-equal participation in Sweden, although other factors, not discussed here, also contribute. Quantitative methods are used in the analyses, and the study material is the 1997 Swedish Citizenship Survey.  相似文献

Several schools of thought claim that citizens can develop their democratic skills at the workplace. Here I focus on the hypothesis put forward by Carole Pateman and by Sidney Verba and colleagues that state that by practicing civic skills and democratic decision-making at the workplace, citizens become more active in politics. I test the hypothesis with a nationally representative panel survey of the Swedish population. My findings contradict previous empirical research as no impact on political participation was discovered. I argue that the effects may have been overestimated in prior studies because the tests were based on cross-sectional data: insufficient care was taken with a number of significant methodological problems. The study points to the importance of using panel models when investigating the causes of political participation.

Debating explanations of electoral behavior, American scholars have focused on three main theories: The identification model relying on underlying loyalty of voters towards specific parties; the political agreement or proximity model assuming a rational calculation of parties' ideological positions or stand on salient political issues as the yardstick for choice of party; and the investment model relying on voters' ability to calculate which government alternative will bring most utility for the individual voter. Examining these theories with the use of Norwegian data from the elections of 1965, 1969 and 1977, we find that the identification model is far the most powerful in predicting individual voting behavior. This model also has an edge in explaining support for the individual parties and the total distribution of voters. However, at the major postwar government election in 1965, the investment model certainly is of importance, and at the election in 1977 the significance of the proximity model has increased.  相似文献
