A report on factual international programmes shown on UK TV in 2003 reveals that the total of hours broadcast is similar that of previous years. However, there has been a drop in the number of programmes on developing countries, and the definition of 'factual international' covers a misleadingly wide range - including game shows and travel programmes. The amount of developing country coverage on terrestrial TV is the lowest since the measurement began in 1989. Many serious programmes on developing countries are now shown exclusively on the new BBC digital channels. It appears that ITV is no longer fulfilling its public service remit to broadcast programmes covering 'matters of international significance and interest'. The proportion of foreign coverage in television news increased in 2003 across all bulletins, as a result of the Iraq war.  相似文献

Tony Blair's speech challenged the media over its standards in his valedictory lecture. Many of his charges about the absence of balance, attacks on motive and a pack mentality stand up, even if some are exaggerated and also applied well before his arrival in 10 Downing Street. Mr Blair's solutions did ot match his critique. What is required is a more self‐questioning media, being held to account on the internet and on specialist blogging sites. Vigorous criticism, requiring justification, is a more credible rout than tighter regulation. Tony Blair's speech on the changing pressures on the media is both interesting and convincing in its diagnosis (although generally reported in ways that did not reveal this). It is less convincing in suggestions for change: the fact that on‐line media will fall under Of‐com, and so under its minimal ‘content regulation’ will have little impact. Effective change could begin with other types of (self or other regulation). Some steps towards change might include minimal requirements for journalists and editors to accept elementary forms of accountability, such as disclosing conflicts of interest and payments made for ‘stories’. The scale of media coverage may be crucial in determining the allocation of aid, yet the attention the media pays to particular causes is arbitrary. Many serious disasters are not reported and as a consequence do not receive adequate aid, so that the victims of the crisis will lose out. Chronic long term problems, like famine, are ignored in favour of ‘sudden emergencies’. Reporting seeks sensation and simple stories which influences the way that aid agencies respond to the media. The complex background to a faraway disaster is often overlooked and not properly reported. Tony Blair's speech describing some of the news media as ‘feral beasts’ contained one paragraph which contained an insight into his views on new media. It was known that the outgoing Prime Minister was uncomfortable with some aspects of new technology but his remarks reveal a wider disappointment with how new media has failed to deliver changes which he had hoped for in political communications.This paper records Mr Blair's problems with new media and argues that by focusing on how the new technologies might provide a better way for politicians to by‐pass the traditional media he has missed the point of their wider benefits.  相似文献

An institution that has shown great promise in addressing the revitalization of declining central cities is Business Improvement Districts (BIDs). These private governments provide supplemental municipal services such as sanitation, security, and marketing to independent businesses in underserved commercial areas. By 1999, 44 U.S. states had legislation that enables and dictates the formation process and structure of BIDs. The surprising element of this legislation is the wide variation in approval needed to form a BID over a proposed geographical area. Some states require as little as 20 percent approval of proposed members and others as much as 75 percent approval to allow formation of a BID. This variation in state statutes likely influences the use of BIDs. Results highlight that relatively easier state enabled collective action positively impacts the creation of BIDs, the limited effects of tax expenditure limitations on the formation of BIDs and the positive impacts that new development has on the number of BIDs per state.  相似文献

The judgement of the seriousness of delinquent events was interpreted as a “measurement of consensus regarding social norms and cultural values. Therefore, it was hypothesized that the evaluative mode of orientation would be used in the judgement process and that personality variables (which use the cognitive mode of orientation) would not influence consensus obtained using the Sellin-Wolfgang psychophysical method. Sex and dogmatism were tested as independent variables.

The hypothesis was supported in cases where the element of damage in the delinquent event was clear. In cases where the amount of damage presented a problem, the independent variables explained significant amounts of variation in the dependent variable. It was concluded that in these latter cases, the cognitive mode of orientation is used, producing less consensus.

Methodological difficulties inherent in the use of psychophysical scaling are discussed. It is concluded that these difficulties should be overcome before using the Sellin-Wolfgang index to measure cultural norms and values.  相似文献

Mark Thompson deplores the decline in the public trust of government and of public service institutions such as the BBC. But there has also been a decline in another form of trust: government's trust in the ability of professionals such as doctors and teachers to deliver high quality public services. And, unlike Thompson's type of trust, this decline was inevitable, because it was based on untenable assumptions concerning professional motivation. The author discusses the importance of trust in an unwritten constitution, including trust in the use made of public resources, trust that appointments are being made on merit, trust that the civil service is ‘speaking truth unto power’ behind the scenes and ultimately trust that it retains the ability to serve future governments. In a world where trust in institutions is diminishing, there are still surprising levels of trust in the world of private philanthropy. The public are only too ready to give donations without seeking to question, especially in the wake of major disasters. Yet the nature of aid agencies has changed dramatically in the past thirty years into major global enterprises with sophisticated media and marketing operations. In this case a greater degree of scepticism from those who donate and paradoxically less trust might actually result in better outcomes from aid and better use of funding. Trust is critical to the mission of the FCO. The public needs to trust the competence and sound judgment of the professional diplomats. The diplomats themselves need to be able to rely on the commonsense of their fellow colleagues. Ministers and diplomats need to trust each other. And other governments need to have confidence in the discretion of their British counterparts. This is an increasing challenge in the world of instant news. Trust can be quickly lost by indiscreet or self‐serving revelations. But the key is to be as open and transparent as possible about the processes of diplomacy. A new survey commissioned by the British Journalism Review demonstrates that public confidence in journalism has collapsed over the last five years. This is particularly true for the commercial broadcasters ITV and Channel 4, whose journalism has traditionally commanded as much public esteem as the BBC. Trust in the BBC and print journalists has also declined, and journalism suffered more than any of the other 16 occupational groups being assessed. This is partly due to the cumulative effect of various “fakery” scandals that have afflicted broadcasters over the last 18 months and partly down to a more widespread cynicism directed at those in authority.  相似文献

Drawing on a large sample of genetically related pairs of adolescents from the Add Health, we examine the influence of sibling deviance on adolescents' participation in minor deviance compared to the influence received from mutual friends (i.e., friends shared between siblings) and influence from unique friends (i.e., friends unique to each sibling). Multivariate analyses that control for genetic relatedness using DeFries‐Fulker regression (1985) indicate that after aspects of the shared and non‐shared environment of siblings are accounted for, the heritability effect, capturing genetic relatedness in sibling deviance, is no longer significantly associated with deviance. The deviance of siblings' unique friends accounts for a large portion of the heritability effect of sibling deviance.  相似文献

This article employs self-report delinquency data from a national probability sample of adolescents to describe the epidemiology and dynamics of female delinquency from 1976 to 1980. Both age and cohort effects are examined, utilizing incidence and prevalence data categorized by race, social class, and place of residence. Within years there are few consistent, significant differences in the incidence of delinquency by any of the demographic variables analyzed. Significant race and social class differentials exist, however, in the prevalence of assaultive crimes among the panel, with substantially higher proportions of black and lower-class females reporting involvement in violent behavior for three of the five years. Strong cohort effects are observed for all delinquency measures. In general, the incidence and prevalence of serious female delinquency appear to decline with age, and the 15-17-year-old females in 1980 are significantly less involved in delinquency than their same-age peers were in 1976.  相似文献

The current trend towards the deinstitutionalization of mental patients has led some to predict a movement into the criminal justice system. This paper describes an attempt to examine this hypothesis by comparing commitment and arrest rates in Philadelphia before and after the enabling legislation.

The hypothesis of movement into the criminal justice system was not supported by the comparison of rates, nor by an examination of the careers of ninety-four selected ex-patients.

The implications of the findings are discussed, with reference to similar studies in different states; and the conclusion is reached that the results must be interpreted in the light of the changing role of the criminal justice system as well as that of the mental hospital.  相似文献
