This article explains how informal institutions have prevented the emergence of autonomous judges in Paraguay between 1954 and 2011. The central argument is that co‐optation, clientelism, and judicial corruption considered as informal institutions, rooted during the dictatorship, have impeded the appearance of an independent judicial branch in the democratic regime. To test this hypothesis, the article relies on historical narratives, surveys, and semistructured interviews. The conclusions suggest that in countries that have experienced the consolidation of informal institutions oriented toward maintaining the ties of subordination of judges to politicians, constitutional reforms and fragmentation of political power are necessary but not sufficient conditions for improving judicial independence.  相似文献

The aim of this article is to analyze comparatively how academics, physicians, and nurses positioned themselves in relation to the reconfiguration of power structures and decisional processes, under New Public Management influence, in the hospitals, and higher education institutions. The empirical data are gathered from a survey applied to the three professional groups. Quantitative results show that the three groups have similar positions concerning power concentration at institutions’ top governance. However, relevant differences emerge in their views concerning the organization and control of the social division of work and also of their professional practices.  相似文献

A ‘dual‐dual’ framework is proposed which captures the prevailing regional dualism (between rural and urban areas) and technological dualism (between traditional and modern techniques). Six interdependent sectors are specified: 1) urban formal, 2) urban informal, 3) rural non‐farm formal, 4) rural non‐farm informal, 5) rural farm formal, and 6) rural farm informal. The framework is applied to the case of Puerto Rico and its experience with an ‘industrialisation‐first’ development strategy between 1950 and 1970. It is shown that this framework lends itself well to the analysis of such issues as the pattern of employment, migration, and income distribution among regions and sectors.  相似文献

We conduct an impact analysis of the Denver, Colorado, Housing Authority’s Home Ownership Program (HOP) employing quasi experimental methodologies (i.e., nearest-neighbor matching, inverse probability weighting with regression adjustment) that permit causal inferences of program impacts with substantial confidence. HOP is an unusual, enhanced variant of the Family Self-Sufficiency program that incentivizes and assists participants’ purchase of a home. We analyze whether, compared with the control group, HOP participants exhibited significantly greater earnings growth during the program, enhanced economic security, and rates of home buying. We find that participants with a high intensity of treatment showed significant improvement in all outcomes. Results are robust to model specification and insensitive to omitted variable bias typically found in the social sciences. We conclude that a well-conceived and well-executed public housing authority program aimed at building the financial, human and social assets of low-income households receiving housing assistance can yield substantial benefits to participants.  相似文献

Legal limits on the psychoactive tetrahydrocannabinol (THC) content in Cannabis sativa plants have complicated genetic and forensic studies in this species. However, Cannabis seeds present very low THC levels. We developed a method for embryo extraction from seeds and an improved protocol for DNA extraction and tested this method in four hemp and six marijuana varieties. This embryo extraction method enabled the recovery of diploid embryos from individual seeds. An improved DNA extraction protocol (CTAB3) was used to obtain DNA from individual embryos at a concentration and quality similar to DNA extracted from leaves. DNA extracted from embryos was used for SSR molecular characterization in individuals from the 10 varieties. A unique molecular profile for each individual was obtained, and a clear differentiation between hemp and marijuana varieties was observed. The combined embryo extraction–DNA extraction methodology and the new highly polymorphic SSR markers facilitate genetic and forensic studies in Cannabis.  相似文献

In theory, flexible list systems are a compromise between closed-list and open-list proportional representation. A party's list of candidates can be reordered by voters if the number of votes cast for an individual candidate exceeds some quota. Because these barriers to reordering are rarely overcome, these systems are often characterized as basically closed-list systems. Paradoxically, in many cases, candidates are increasingly earning individual-level preference votes. Using data from Slovakia, we show that incumbents cultivate personal reputations because parties reward preference vote earning candidates with better pre-election list positions in the future. Ironically, the party's vote-earning strategy comes at a price, as incumbents use voting against the party on the chamber floor to generate the reputations that garner preference votes.  相似文献

This study compares the regulation of two emerging technologies, the CRISPR genome-editing system and Connected and Autonomous Vehicles (CAV) in the United States. The study draws on 33 in-depth interviews with innovation and governance experts to study the relationship between their regulatory environments and developing beliefs about these technologies. Using sociotechnical imaginaries as a framework, we explore how social actors envision technologically driven futures and the social order that enables them. These imaginaries are essential to emerging technologies, where experts build a framework of potentialities for innovation still underway. While scholarship has documented how sociotechnical imaginaries arise among policymakers, groups of scientists, state and local stakeholders, and public actors in different countries, less has been said about how regulatory organizations and their actors shape expectations around technologies that are in the early and middle stages of development. This article finds that regulatory institutions shape emerging imaginaries along three related axes: the distribution of authority, technological novelty, and risk. Interviewees negotiate these three contingencies differently based on relevant extant regulatory structures and ideologies, resulting in distinct imaginaries around each technology. CRISPR actors envision genome editing as largely diminishing biomedical harm and eventually suitable for health markets, while CAV actors diverge on whether self-driving cars alleviate or exacerbate risk and how they may enter roads. That organizational structures and practices of regulation inform broadly held sociotechnical imaginaries bears significance for studies of innovation trajectories, suggesting regulators can take an active role in shaping how risks and benefits of emerging technology are defined.  相似文献
