A number of studies have shown that arts and cultural programs offer multifarious benefits to individuals and communities. However, there has been little discussion in the public management literature regarding access to cultural programs for people with limited disposable income. Although the arts industry is increasingly emphasizing the importance of expanding cultural access for all, we know little about what drives individual nonprofit organizations’ strategies. This article draws on benefits theory and resource dependence theory to explore the relationships between different types of revenue and the extent to which performing arts nonprofits offer free access. The authors use a unique data set compiled by DataArts to test how various types of revenue influence accessibility to the arts and find that performing arts nonprofits receiving grants from local governments, foundations, and corporations offer more free access. The article concludes with a discussion of study implications and an application of benefits theory to other types of nonprofits.  相似文献

The great uprising of 1857 in India was once discussed predominantly in terms of the debate, military mutiny or war of independence. Twenty years ago S.B. Chaudhuri pointed to something of the complexity and range of the rising in his ‘Civil Rebellion in the Indian Mutinies 1857–59’ (1957). Some recent writers have seen in the events of the period a classic example of a peasant war. Now, in a new book, ‘The Peasant and the Raj. Studies in Agrarian Society and Peasant Rebellion in Colonial India’ (Cambridge 1978), E. T. Stokes concludes that ‘1857, like 1848 in Europe, remains a date to conjure with’ (p. 139). Stokes's judgements on the rebellion and its context bid fair to becoming the new orthodoxy. Like all orthodoxies they have a good deal of force in them. At the same time they are loaded with implications, some of them perhaps not fully foreseen, that bear careful examination.  相似文献

The role of communication in public administration has been emphasized over time in public administration theory. Nonetheless, communication—with the exception of political communication—has been neglected in scholarship. Garnett's performance predicament posits the difficulty of showing linkages between communication and performance. This paper explores the role that communication plays in achieving organizational performance through a review of research that bears on communication's direct and indirect influences on performance. The primary thrust is communication's indirect role in achieving performance by mediating or moderating the effects of organizational culture on performance, thereby adding another perspective on the culture–performance relationship. Adapting the typology of Zammuto and Krakower, two types of organizational culture—rule-oriented culture and mission-oriented culture—are examined to explore how the relationship between organizational culture and organizational performance is influenced by communication. The analysis supports the claim that communication acts as a meta-mechanism for shaping and imparting culture in mission-oriented organizational cultures, thereby influencing performance. In particular, task orientation, feedback, and upward communication have positive effects on perceived organizational performance in mission-oriented organizations but potentially negative effects on performance in rule-oriented cultures.  相似文献

This paper investigates, leveraging a simple two‐stage game with incomplete information, the motivation behind announcing unreasonable commitments in the manifesto by candidates and political parties. I analyse the expected communication pattern in an environment where legal costs are not imposed for broken promises and psychological costs related to lying are not incurred by candidates. I demonstrate that there is an absence of separation between a high‐type candidate and a low‐type candidate regarding the degree to which they indulge in “cheap talk.” This paper also analyses the introduction of a penalty for broken promises and establishes that an imposition of penalty has the potential to improve the behaviour of political parties by inducing separation.  相似文献

This article considers the role of new middle powers in the climate change debate. We focus on the issue of “green growth.” We argue that new middle powers such as South Korea are increasingly proactive in promoting this green growth agenda and, as a result, challenging conventional realist and liberal approaches and expectations to new middle powers. This diplomacy is aiming to bridge states, great and small, by leading to strategic breakthroughs in the current climate change negotiation deadlock. The article discusses South Korea’s green growth initiative and identifies how this initiative affects South Korea’s middle power role in the global environmental debate with respect to its inclusion in the Environment Integrity Group and its initiative the Global Green Growth Institute (GGGI).  相似文献

This article challenges the terms on which donor agencies evaluate development success, drawing on a particular case to make its point. It describes the resettlement of 60,000 people squatting along the railway tracks in Mumbai, a process planned and carried out by a federation of the railway dwellers themselves, with support from the NGO SPARC (the Society for the Promotion of Area Resource Centres). The article argues that this effort, which met donor criteria for a successful project, was the tip of an iceberg. Without an appreciation of the years of learning and innovation that preceded it, and the underpinning of principles and relationships built up over many years, this achievement cannot be adequately assessed or understood – and certainly not replicated. Yet in the world of formal assessment and evaluation, there tends to be a lack of interest in the deeper learning about social change that makes such success stories possible.  相似文献

Public administration scholarship on race and gender is motivated by normative concerns about social equity, and dominated by work on bureaucracy and its representativeness. Despite decades of research on race and gender in public administration, there has been limited engagement with racializing and gendering processes. Relatedly, scant attention is paid to other disciplines that center on race and gender in theorizing. The purpose of this review is to explore public administration scholarship on race and gender in the context of allied social science disciplines, reveal limits of current approaches in public administration, and articulate strategies for enhancing understanding of race and gender in public administration scholarship. We use bibliometric and content analysis methods to map the intellectual structure of social science scholarship on race and gender, highlight public administration's place in this structure, and compare public administration scholarship on race and gender with other social science disciplines.  相似文献
