Regime change is closely connected to elite change. although classical theories of elite rule would predict considerable elite continuity. The basic question is how the downfall of communist regimes and introduction of democracy have affected elite patterns in the three Baltic states. The data indicate a combination of continuity and change: circulation of indigenous elites has taken place, while Russians are excluded from power in important state institutions. Elite continuity is explained by lack of "alternative elites" and a need for competent leaders in the state building process. Elite change is explained by ethnic cleavages which raise the issue of indigenous control over power positions.  相似文献

A curious ownership structure is found in Northern Europe—foundations that own and operate business companies. The foundations are non-profit entities, they have no members and no owners, and they cannot be dissolved. In many cases, these entities control more than 50% of the votes in successful international companies. Obviously, this structure completely blocks the market for corporate control, but it also violates other basic principles of agency theory and corporate finance. Nevertheless, we present evidence that a sample of foundation-owned companies listed on the Copenhagen Stock Exchange are at least as efficient as other listed companies in terms of risk adjusted stock returns, accounting returns and Tobins Q. Thus, they question whether profit-seeking ownership is a necessary condition for competitive enterprise.JEL Classification: D23, G34, L31  相似文献

In this article we examine how post-industrial Britain and Denmark undertake vocational training for low-skilled retail workers. Specifically, we evaluate whether leaders in training skilled industrial workers are also doing the best job with low-skilled service workers. While Danish retail is increasingly becoming a haven for low-skilled workers, British workers are gaining in skills levels with the transition to services even in the retail sector. While some suggest that social democratic countries have sacrificed the political interests of low-skilled workers in order to protect core manufacturing workers, we find no evidence of this. Rather, the high expectations of vocational training in Denmark have forged barriers to the easy admission of low-skilled service workers, while the British system provides more entry points for vocational training at different levels. The structures of coordination that had narrowed the gap between white-collar and blue-collar manufacturing workers during the industrial age are creating new cleavages in the post-industrial economy.  相似文献

Public sector employees are expected to perform well in a work environment that is characterized by a variety of challenges. This Symposium aims to shed light on how environmental changes impact the shared identity, attitudes and behaviour of public sector employees; how public sector employees take charge of continuous change and deal with challenges in their work environment; and how organizations can help employees to tackle such work‐related challenges. We identify four specific gaps in literature—some methodological and some more substantive in nature—and explain how this Symposium helps to address these gaps.  相似文献

Inter-rater reliability is a prominent topic within inspection services. We address inter-rater reliability as a problem beyond the technical concern for improving regulatory instruments. We combine theories on professionalism and identity theory to deal with an issue overlooked in much of the literature on regulation and inter-rater reliability: the potentially diverging ways inspectors perceive their professional role. Studying veterinary inspectors in the Dutch food safety services, our focus is on how we can empirically differentiate between different role identities and how these identities diverge from ideal-typical expectations the organization holds of its inspectors.  相似文献

The purpose of this study is to examine domestic violence shelter workers' perceptions of child maltreatment reporting. A sample of 82 professionals from domestic violence shelters across the United States participated in a survey focusing on a variety of different types of reports and the frequency of both positive and negative outcomes arising from these reports. Possible outcomes included in the study are damage to the relationship between the worker and the battered woman, disempowerment of the battered woman, discouragement from seeking further help, protection of the child, further traumatization of the child, further disruption to the family, and damage to the woman's likelihood of maintaining custody. Significant differences in perceived impact are found based on identity of abuser (spousal batterer vs. battered woman) and nature of report (child as witness to domestic violence vs. child as victim of abuse). These results point to the complexity of perceptions regarding the impact of reporting.  相似文献

Private organizations play a growing role in governing global issues alongside traditional public actors such as states, international organizations, and subnational governments. What do we know about how private authority and public policy interact? What are the implications of answering this question for understanding support for, and effects of, policy development generally? The purpose of this article is to reflect on these questions by introducing, and reviewing, a special issue that challenges explicit claims, and implicit methodologies, that treat private and public governance realms as distinct and/or static. We do so by advancing a theoretical and conceptual framework with which to explore how the contributions to this special issue enhance an understanding about governance interactions across a range of empirical, sectoral, and regional domains. We specifically introduce the concept of governance spheres to capture the proliferation of issue domains denoted by highly fluid interactions across public and private governance boundaries.  相似文献

Abstract

In the present experiment the effects of physical effort on police officers' aggression and perception in simulates shooting incidents were investigated. Based upon Kahneman's (1973) variable-allocation capacity model it was hypothesized that physical effort will result in a decease in aggression towards aggressive offenders. Based upon Kahneman's model and Easterbrook's (1959) Cue-Utilization-Hypothesis it was further expected that this decrease in aggression will be caused by an incorrect judgement of the aggression of aggressive offenders (and not by an impaired perception). The findings confirmed these hypotheses.  相似文献
