The three volumes on human rights reviewed here constitute the first wave of in-depth case studies of human rights from a constructivist approach in international relations. By acknowledging the theoretical contributions of these works, identifying their shortcomings and engaging in critiques of the authors' conceptions of identity and norms, this article provides direction for future studies on human rights through the constructivist framework.

In recent years, propensity score matching (PSM) has gained attention as a potential method for estimating the impact of public policy programs in the absence of experimental evaluations. In this study, we evaluate the usefulness of PSM for estimating the impact of a program change in an educational context (Tennessee's Student Teacher Achievement Ratio Project [Project STAR]). Because Tennessee's Project STAR experiment involved an effective random assignment procedure, the experimental results from this policy intervention can be used as a benchmark, to which we compare the impact estimates produced using propensity score matching methods. We use several different methods to assess these nonexperimental estimates of the impact of the program. We try to determine “how close is close enough,” putting greatest emphasis on the question: Would the nonexperimental estimate have led to the wrong decision when compared to the experimental estimate of the program? We find that propensity score methods perform poorly with respect to measuring the impact of a reduction in class size on achievement test scores. We conclude that further research is needed before policymakers rely on PSM as an evaluation tool. © 2007 by the Association for Public Policy Analysis and Management  相似文献

Time spent in freely chosen leisure activities offers a distinct developmental context that can support positive youth development; however this potential for growth depends in part on adolescent interest and engagement in their free time activities. Research indicates that many adolescents report experiencing boredom, instead of interest, in their free time. This study utilized longitudinal data from 354 rural middle school students to investigate how parenting practices and adolescent motivational styles influence adolescents’ experience of interest in their free time. Findings indicated that adolescent self-regulated motivation and parental knowledge related to the free time context were positively associated with experiences of interest, while adolescent amotivation and parental control were negatively associated with interest in free time. The effect of parental knowledge and parental control on adolescents’ experiences of interest was mediated by adolescent motivational styles. These results were similar across grade level and gender. Implications for interventions promoting positive youth development are discussed.

No self-report measure of attachment is well validated for middle-childhood. This study examined the validity and factor structure of the People in My Life (PIML) measure in 320 urban, fifth and sixth graders. Validity analyses consisted of correlational analyses between PIML subscales and the Child Behavior Checklist, Delinquency Rating Scale for Self and Others, Heath Resources Inventory, and Reynolds Child Depression Scale. Validity correlations were consistent with a-priori hypotheses. Confirmatory factor analyses consisted of comparison of model fit indices between seven models. Two models fit the data well and both models were consistent with the traditionally used PIML scoring protocol. Moreover, both models were consistent with the Inventory of Parent and Peer Attachment (IPPA), on which the PIML is modeled, as well as the theoretical underpinnings of attachment in childhood. The PIML and IPPA provide instruments for obtaining a continuous self-report measure of attachment from middle-childhood through adulthood.

The danger posed by “weapons of mass destruction” (WMD) was the Bush administration's chief justification for invading Iraq. Amid the din of the chorus that ceaselessly repeated this phrase in 2002–2003, hardly anyone stopped to ask: what is “WMD” anyway? Is it not a mutable social construct rather than a timeless, self-evident concept? Guided by Nietzsche's view of the truth as a “mobile army of metaphors [and] metonyms… which have been enhanced, transposed, and embellished poetically and rhetorically,” we present a history of the metonym WMD. We describe how it was coined by the Archbishop of Canterbury in 1937, and subsequently how its meaning was “transposed” and “enhanced” throughout Cold War arms negotiations, in the aftermath of the Iraqi invasion of Kuwait, and in US domestic law. We also discuss how, in the run-up to the Iraq war, “WMD” did not merely describe an Iraqi threat; it was rather “embellished poetically and rhetorically” in ways that produced and inflated the threat.  相似文献
