Prefects are considered important actors in the formation of different public policies in Turkey. While prefects and sub-prefects are empowered by means of new policies, their roles are also altered during the process of strengthening local governments. This alteration process represents the spirit of the state reform in its broadest range, that is, the conflict between the central and the local. Another new public policy for Turkey is metropolization. The administrative structure of Turkey has been dramatically changed by the introduction of the new Metropolitan Municipality Law (Law No. 6360, 2012). Representing a major change, this law added 14 more metropolitan municipalities to the already existing 16, and abolished Special Provincial Administrations within the metropolitan municipalities. This study aims to explain the reforms made on a metropolitan level together with the transformation of the government, the central–local conflict, and the prefects’ role in these reform and transformation processes in Turkey.  相似文献

The article explores the mothering work of a group of Kurdish women in London as enactments of citizenship. Rather than focusing on their integration, it foregrounds the migrant mothers' ability to disrupt hegemonic citizenship narratives and bring into being new political subjects. They co-construct diasporic citizenship, through their mothering work, producing their children's cultural identifications as both British and Kurdish. These identifications are contingent, involving intra-ethnic contestations of legitimate Kurdish culture. Kurdish migrant mothers' cultural work is not simply about making nation state citizens. By giving meaning to cultural continuity and change, the mothers reference multiple levels of belonging (local, national and diasporic) which challenge state boundaries. The article shows that although mothers play a key role in constructing their children's cultural identities and their articulation in ethnic and national terms, they also contest the meaning of ethnic minority cultural practices and group boundaries, potentially disrupting hegemonic narratives of good citizenship as ethno-national.  相似文献

This article suggests reframing the study of migrant women's mothering from a question of integration to an engagement with citizenship. Drawing on research with Polish migrants to the UK, it illustrates how migrant mothers and children construct complex belongings, referencing local, national (UK and Polish), transnational and supra-national levels of belonging. Migrant mothers' sense of ethnic distinctness goes hand in hand with universalistic discourses of belonging. The notion of competent mothering is a key aspect constituting the migrant mothers' narratives of ‘good citizenship’. Their narratives challenge the devaluing of their mothering practices as migrants, negotiating not only national but also class and racialized identities so that the figure of the well-educated Polish child symbolizes legitimate mobility and belonging. The article concludes by developing elements of a research agenda on migrant women's mothering as a citizenship practice.  相似文献

This study explores the effects of the 2008 global economic crisis on the labor allocation and productivity in Luxembourg. The analysis is based on firm-level data from manufacturing and non-financial service sectors and finds a dramatic productivity slowdown after 2008. The study reveals that the cleansing effect of recession did not function effectively which would otherwise improve the efficiency in the labor allocation and counterbalance the productivity slowdown. The firm entry and job creation rates are lower in the post-crisis period, but the job destruction is not significantly altered by the crisis. The findings call attention for the strict employment protection legislation that possibly plays a role in preventing reallocation towards more efficient establishments. Relaxing the employment protection legislation simultaneously with facilitating the entry and growth of young firms is expected to promote creative destruction, improve allocative efficiency and speed up the post-crisis recovery.  相似文献

The present study focuses on improving recycling behavior in Turkey with a social marketing program. It is centered on behavior change and social marketing strategies that can address recycling behavior. The social marketing program developed herein outlines segmentation, targeting, product, price, place, and promotional strategies recommended based on theoretical elements across disciplines. This research is the first to develop a social marketing program for recycling behavior in a developing country at the household level. Furthermore, it is the first study in which behavioral change was ensured through marketing strategies. This article provides a framework that can be employed in developing social marketing programs. In this study, qualitative data collection tools and quantitative measurement data were used based on the action research design. Although there are studies in the literature that argue that women and those with undergraduate/graduate education show more recycling behavior than others, the results of the participant-level research in Turkey showed that there was no significant difference in recycling behavior based on the demographic characteristics of the participants. On the other hand, it has been found that the awareness levels of the people have changed in correspondence with the implementation-oriented efforts of the municipalities on recycling. However, there is a lack of recycling behavior due to the lack of necessary infrastructure and information in all regions in Turkey. One of the most important results obtained in this social marketing program study was that regional and cultural differences had a role in shaping the recycling behavior. This requires different strategies in implementing the program in different provinces, based on the culture and availability of recycling infrastructure. This article provides an example of a social marketing program to improve recycling behavior. It hopes to inspire significantly more work in this area to make behavior change for the better.  相似文献

Rising middle powers play increasingly active international roles, yet so far we lack systematic analyses of their aspirations and impact on global economic governance. This paper addresses this gap. I argue that the role that rising middle powers assume in global economic governance depends on the degree of alignment of their regulatory preferences with those of established powers, and on the strength of their regulatory institutions. If their preferences are aligned and they develop high regulatory capacity in an issue area, they will aspire to promote existing global rules in their own region. They will engage in regional rule-promotion because of growing economic ties to their region, and also because their regulatory agencies are socialized into these rules within transgovernmental networks. I explore these arguments empirically through case studies of two rising middle powers, Turkey and Mexico, in the global governance of competition law and policy.  相似文献
