Abstract This paper investigates the hypothesis that coalition behaviour in West European parliamentary systems is conditioned by the existence of 'policy horizons' that delimit the extent to which parties can compromise on policy positions in order to participate in government. The first part of the paper demonstrates that policy horizons are implied by certain conceptions of party utility and that their existence would entail important constraints on the coalition game; in particular, they would produce equilibrium outcomes in some situations where voting cycles would normally be expected and they would tend to confine possible outcomes to central locations in the policy space in the absence of equilibria. The paper then develops a method of estimating policy horizons empirically in order to show that they account to a substantial extent for both the size and party composition of governing coalitions in these systems. 相似文献

During the early 1930s the private trading banks came under sustained attack from sections of the Australian Labor Party and the Country Party, and from supporters of Major C.H. Douglas. Repeated calls for bank nationalisation or “socialisation of credit” or “social credit” heightened tensions within the banks and conservative political circles. In response, the banks secretly funded a nationwide campaign in support of the Lyons government in the lead‐up to the 1934 federal election. While the campaign was successful, the outcome resulted in the establishment of a Royal Commission to investigate the banking sector. The Royal Commission's recommendations and the Lyons government's proposed banking legislation were about providing greater government control of the sector. Opposition from the Bank of New South Wales and its supporters during the late 1930s helped forestall the legislation. The onset of war and, in 1941, initiatives from the federal Curtin Labor government and the National Security (Wartime Banking Control) Regulations ended what was a decade‐long struggle waged by the trading banks against greater government control of the banking sector. 相似文献

This paper critically appraises the core philosophies of the three Concertación governments with respect to agrarian change and rural restructuring in Chile since 1990. It identifies common ideological ground in the successive administrations' perspectives on the nature and role of agriculture in the wider economy, arguing that a 'neoliberal inheritance>> has pervaded each. In drawing on primary and secondary data from the non-traditional fruit export sector the paper challenges the concept of reconversión as a panacea for rural under-development and grower failure. Given the simultaneously regionalising and globalising context which frames the Chilean transition, the paper highlights the tough choices that face policy makers at the current time. Developmental dilemmas are increasing in the sector, given the stated desire of the Concertación governments to move beyond pure, efficiency-driven, neoliberalism towards the incorporation of equity and sustainability goals. After ten years of democratic transition it is timely to ask if policy shows any signs of moving beyond reconversión . 相似文献

This article traces the effects of globalisation on an export-oriented ‘hotspot’ in Chile's non-traditional agricultural export sector. Drawing on evidence from fieldwork carried out in 1994 and in 2004/5, the analysis examines the impact of neoliberal policy over the past two decades. Although the fruit export sector is seen as a key success story of the Chilean economy, and is an area to which small producers are often encouraged to ‘reconvert’, it is argued here that the outcome has been land re-concentration, marginalisation and proletarianisation. Small farmers become increasingly locked into dependent relationships with larger landowners and agribusiness, whilst others form a rural proletariat that serves these concerns. Whilst some commentators have labelled this process ‘semi’ or ‘neo’ feudalism, this article maintains that we are witnessing a deepening fragmentation of the peasantry driven by the continued development of capitalism. The gains of the earlier land reform period are being eroded as rural Chile differentiates and depeasantisation unfolds. 相似文献
