The capacity of police departments to solve crimes and apprehend offenders is low for many types of crime, particularly crimes of profit. This article reviews a variety of studies of police apprehension and hypothesizes that an important determinant of the ability of the police to apprehend criminals is information. The complete absence of information for many types of crime places fairly clear upper bounds on the ability of the police to effect solutions.To discover whether these boundaries are high or low we analyzed data from the 1973 National Crime Panel about the types and amount of information potentially available to police through victim reports and patrol activities. The evidence suggests that if the police rely on information made readily available to them, they will never do much better than they are doing now. On the other hand, there appears to be more information available to bystanders and passing patrols than currently is being used, which suggests that surveillance strategies and improved police methods for eliciting, recording, and analyzing information supplied by victims and witnesses might increase the probability of solving crimes and making arrests. In light of this we review a few possibly helpful innovations suggested in the literature on police productivity and procedure. 相似文献

Seismologists have reported that a majority of recent earthquakes in Oklahoma have been triggered by the activities of oil and gas companies. Despite this fact, there is evidence of strong opposition toward earthquake mitigation policy. In this article, we argue that how individuals define issues affect their policy choice. Furthermore, we incorporate the concept of venue shopping from the literature on macro theories of the policy process to investigate the effect of problem definition in shaping individual venue preference for policy choice. Using unique survey data, we find that problem definition, particularly issue causality and issue image, is strongly related to individual support for earthquake mitigation policy. However, a more nuanced relationship between individual problem definition and venue preference is observed. Our findings contribute to scholarly endeavors to understand the politics of problem definition at an individual level, which may be the precursor of understanding policy choices at the institutional level. 相似文献

This paper analyzes sources of error in the two major methods we use to measure crime in America—official police statistics and victimization surveys. The two produce quite different pictures of the volume and distribution of crime, but it is not clear that this is because victim-based statistics are “accurate.” Each measurement procedure has its characteristic errors, some of which it shares with the other. Comparisons of official and survey data on crime are helpful in revealing the dimensions of these error terms, and they point out the analyses which must be conducted if we are to specify their exact proportions. 相似文献
