This study examines the long‐term effects of the 1% General‐purpose Local Option Sales Tax (LOST) on the level of property tax in Georgia counties with a pooled interrupted time‐series analysis. The LOST has been earmarked for property tax relief in Georgia counties since 1976, but debates remain on whether the proceeds have been used as additional revenues. We find that the adoption of LOST brought short‐term property tax relief but not long‐term property tax reduction. The result suggests that long‐term property tax relief would not be realized by earmarked revenue without careful policy design to safeguard fungibility.  相似文献

Graduation and Deepening: An Ambitious Post-2012 Climate Policy Scenario   总被引:2,自引:0,他引:2  
In the second commitment period 2013–2017, the Kyoto Protocol structure is strengthened considerably. The current Annex B countries agree to reduction targets averaging 23% reductions from 1990 level. This induces non-Annex B countries to take up emissions targets according to a multi-tiered graduation system. Graduation is undertaken according to thresholds defined by per capita GDP and emissions. Compared to the current Annex B, coverage of emissions by absolute caps would increase by about 25%; large low-income countries such as India and China do not graduate. Therefore, large emitters above 50 million t. p.a. can utilise a policy-based Clean Development Mechanism. Sinks of all types – terrestrial, marine and geological can be used. To achieve this policy scenario, voter pressure due to extreme meteorological events and a coordination of all progressive forces in the international climate negotiations are necessary. Moreover, a judicious combination of carrots and sticks has to be developed to entice Non-Annex B countries to graduate.  相似文献

Korean intelligence services under the new civilian government continue to be deeply involved in the nation's domestic politics, to operate frequently outside the law, and to abuse peoples' rights in the conduct of investigations. The Korean people and members of the ruling class are demanding a revamping of Korean intelligence services. Reform of the intelligence services is long over due. The expenditures incurred for intelligence organizations should be reduced. The intelligence organizations' primary functions should be readjusted because military threats have diminished.

The purpose of this article is to investigate particular problems associated with the Agency for National Security Planning (NSP). The paper describes the Korean intelligence community and discusses the origins, functions, and characteristics of the central Korean intelligence organization. The causes of the NSP's problems are addressed. Finally, suggestions are offered on the basis of the specific problems discussed to reform the Korean intelligence services. While open and direct research could not be conducted on this issue because of NSP's policy to operate secretly, it is still possible on the basis of public sources to evaluate problems of the NSP and to offer suggestions for NSP's reorganization.  相似文献

Abstract.  Are globalisation and regional integration producing a postnational identity among a wide variety of publics? Using the World Values Surveys (WVS), this article shows that there is a global pattern in public attitudes toward supranational identity: the younger the respondent, the more supranational. Yet a life-cycle effect, as opposed to a generational one, underlies this pattern. A multilevel analysis confirms this age effect on supranational identification in 43 countries covered in the recent wave of the WVS, but provides little support for the idea that a country's integration into the global economy and world society promotes supranational attachments among mass publics, especially youths. Regional integration and globalisation appear either complementary or contradictory to this identity shift, depending upon how ordinary citizens perceive their country's involvement in the processes of regional integration and globalisation, respectively.  相似文献

As scholars have observed, government agencies have ambiguous goals. Very few large sample empirical studies, however, have tested such assertions and analysed variations among organizations in the characteristics of their goals. Researchers have developed concepts of organizational goal ambiguity, including 'evaluative goal ambiguity', and 'priority goal ambiguity', and found that these goal ambiguity variables related meaningfully to financial publicness (the degree of government funding versus prices or user charges), regulatory responsibility, and other variables. This study analyses the influence of the external political environment (external political authorities and processes) on goal ambiguity in government agencies; many researchers have analysed external influences on government bureaucracies, but very few have examined the effects on the characteristics of the organizations, such as their goals. This analysis of 115 US federal agencies indicates that higher 'political salience' to Congress, the president, and the media, relates to higher levels of goal ambiguity. A newly developed analytical framework for the analysis includes components for external environmental influences, organizational characteristics, and managerial influences, with new variables that represent components of the framework. Higher levels of political salience relate to higher levels of both types of goal ambiguity; components of the framework, however, relate differently to evaluative goal ambiguity than to priority goal ambiguity. The results contribute evidence of the viability of the goal ambiguity variables and the political environment variables. The results also show the value of bringing together concepts from organization theory and political science to study the effects of political environments on characteristics of government agencies.  相似文献
