Foundations of Relating: Theory and Evidence on the Formation of Street‐Level Bureaucrats’ Workplace Networks 下载免费PDF全文
Despite the importance of peers in forming role expectations, fostering group identity, and facilitating job learning, limited theory and empirical evidence exist on the antecedents of street‐level peer relationships. To address this gap, the authors draw on social capital and social exchange theories to develop hypotheses about the micro‐social foundations of street‐level bureaucrats’ peer selection. The hypotheses are tested using a rich data set from an intraorganizational network of teachers in a large urban school implementing a reform that strongly promoted frontline innovation. Both structural and instrumental considerations, such as seeking peers possessing characteristics and resources valued by the reform, figure prominently in the work relations of street‐level bureaucrats. These results imply that the introduction of improvement initiatives requiring frontline participation, in addition to altering work practices, may also alter social networks within the frontline of an organization in a manner that favors some frontline workers over others. 相似文献

There has been a general resistance to resistance studies in public administration (PA) research. Although previous research has documented instances of selective policy implementation by PA practitioners that put minority groups at a comparative disadvantage, we still have a limited understanding of the different ways in which these groups contest discriminatory administrative practices especially within non‐western developing countries. To address this gap, in this article, I discuss the various strategic responses the Khawaja Sira—a genderqueer group of Pakistan—employ in their interactions with the frontline police workers to contest their hyper‐surveillance and moral policing. The discussion illustrates that while Khawaja Sira mostly rely on individual acts of contestation in their interactions with police officers, the emerging leadership of the Khawaja Sira is enabling emergence of new forms of resistance based on social capital and collective protests. In addition to contributing to the limited literature on citizen perspectives and LGBT issues in PA research, the theoretical framework of resistance presented here can serve as a good template to analyze citizen responses to discriminatory frontline practice in other sociopolitical contexts as well. 相似文献

Collaborative governance has emerged recently as an alternative to the traditional sector-based, single-actor approaches for addressing complex governance challenges. However, previous research has given little attention to collaborative governance within international policy contexts. To address this gap, an integrative collaborative governance framework is used to analyze product development partnerships (PDPs) that seek to develop vaccines to prevent the spread of devastating diseases within the developing world. The analysis indicates that PDPs are helping address acute governance challenges and are emblematic of the increasing importance of nonprofit organizations in collaborative governance regimes. Implications for research on collaborative governance are also discussed. 相似文献

School districts are spending millions on tutoring outside regular school day hours for economically and academically disadvantaged students in need of extra academic assistance. Under No Child Left Behind (NCLB), parents of children in persistently low‐performing schools were allowed to choose their child's tutoring provider, and together with school districts, they were also primarily responsible for holding providers in the private market accountable for performance. We present results from a multisite, mixed‐method longitudinal study of the impact of out‐of‐school time (OST) tutoring on student reading and mathematics achievement that link provider attributes and policy and program administration variables to tutoring program effectiveness. We find that many students are not getting enough hours of high‐quality, differentiated instruction to produce significant gains in their learning, in part because of high hourly rates charged by providers for tutoring. We identify strategies and policy levers that school districts can use to improve OST tutoring policy design and launch improved programs as waivers from NCLB are granted. 相似文献

The purpose of this research is to explore the impact of occupational stress on job performance of police employees. We theorized and tested the role of career satisfaction in the relationship between occupational stress and job performance as an underlying psychological mechanism. Primary data have been collected from 271 police employees working at AJ&K Pakistan. Results of this research study have shown that occupational stress is negatively related to career satisfaction, in‐role performance, and extra‐role performance of police employees. Moreover, career satisfaction mediates the relationships between occupational stress and in‐role and extra‐role performance of police employees. This research study has called researchers' and policy makers' attention towards an important issue of occupational stress in the police profession. The research will play an important role in compelling the top management, authorities, policy makers, and government officials of police to ponder over the issues of occupational stress aimed at enhancing the job performance including in‐role and extra‐role performance of police employees. 相似文献
