In this article, Atsushi Kusano, Professor of Policy Management at Keio University, Tokyo, discusses the challenges facing the Japanese government as it continues its active promotion of official development assistance (ODA). The government is being exposed to competing pressures from the domestic and international communities. In response to these pressures, Professor Kusano argues that the Japanese government should improve the transparency of its ODA program, think strategically and set clear priorities for assistance, and incr ease public understanding and support. However, the future of Japan's ODA program, he says, depends not only on the efforts of the Japanese government, but also on the positive action by the people of Japan and by developing countries themselves.  相似文献

Many scholars argue that economic interdependence and more extensive economic ties between countries decreases the risk of violent conflict between them. However, despite considerable research on the “capitalist peace” at the macro or dyadic level, there has been less attention to its possible individual-level microfoundations or underpinnings. We argue that public perceptions about economic ties with other states and the costs of conflict should influence the expected constraints on the use of force for leaders. Actual high interdependence and potential economic costs may not suffice to create political constraints on the use of force if people are unaware of the degree of interdependence or fail to understand the benefits of trade and the likely economic costs of disruptive conflict. We examine the linkages between individual perceptions about economic interdependence and their views on conflict and peace through a survey experiment, where we ask respondents in Japan about approval for belligerent actions in a territorial dispute with China and varying information about economic ties. Our findings indicate that greater knowledge and information about economic interdependence affects attitudes about territorial disputes and increases support for peaceful solutions with China.  相似文献

Abstract. This article presents a definitional and historical summary of 'civil society' as a western concept, and then traces how it was used in Japanese political theory and practice. 'Civil society' discourse became a familiar term amongst post–war Japanese historians and social scientists in the period 1945–1970, and thus preceded the recent international proliferation of 'civil society' literature in the 'west' from the 1970s onwards. 'Civil society' discourse was politicised in practice in Japan in the 1950s and 1960s, principally in opposition movements wanting to encourage political participation by ordinary citizens. While some 'civil society' discourse in Japan was based on an idealisation of 'western' ideas and practice, it is also the case that the individualism and democratisation implied in 'civil society' discourse has been very differently understood in 'western' countries and very unevenly instituted in their political practice. A simple East–West frame makes significant similarities between Japanese ideas and practice and 'western' concepts and politics disappear, and additionally causes significant differences within the 'west' regarding individualism and democratisation to become invisible.  相似文献

Using data obtained from a series of nation-wide market surveys in Uganda, this article attempts to document and assess the domestic rice market at all stages in the post-harvest marketing chain from the farm gate to metropolitan area retail outlets. The criteria used are quantities marketed, prices, marketing margins, marketing costs and net returns to traders. The results show that the regional rice markets are integrated into the national market and that on average little surplus is left for rice traders at all market stages if marketing costs are accounted for. The spontaneously developed indigenous crop market works reasonably well.  相似文献

The transformation of the International Whaling Commission (IWC) into a preservationist regime met with extremely fierce opposition from the prowhaling countries and created an unprecedented and famous polarization of the IWC parties into pro and antiwhaling camps, which can be observed even today. In such a bipolar and harsh process, it would be typically argued that scientific advice would be powerless because it would become subject to heightened scrutiny from both camps resulting in endless technical debate. Our case shows that, on the contrary, the advisory scientists learned to successfully develop a scientific management procedure that was accepted by both the pro and antiwhaling camps. The objective of this paper is to explain this process and examine to what extent collective learning in the assessment process affected the political effectiveness of the management procedure and, more broadly thereby, to contribute to the groundwork of analyzing how the scientists participating in the scientific assessments collectively learn. With a view to cross‐fertilization between institutionalism and science and technology study (STS) approaches, we develop an analytical framework and apply it to the international whaling regime to examine the usefulness of it and provide some general lessons to be learned for making learning assessments more effective. The framework was capable of showing that path dependency and paradigm shift were among the key factors of the scientific assessment's increased effectiveness. Overall, the cross‐fertilization between institutionalism and STS appears to be a fruitful way forward for the next generation of scientific assessment studies.  相似文献
