The evidence of regional authoritarian clustering across different world regions goes together with the finding that after the end of the bipolar world regional patterns of interaction became more important. Especially in the 2000s a process of revitalisation of regional organisations and even the creation of new regional organisations took place. Interestingly, these newly founded organisations consist predominantly of authoritarian regimes. Due to the emergence and resilience of authoritarianism in the world, the question arises: To what extent do regional organisations (ROs) play a role in this phenomenon? We argue that authoritarian protagonists which we call authoritarian gravity centres (AGCs) constitute a force of attraction for countries in geopolitical proximity – and use ROs as a transmission belt and a learning room for disseminating autocratic elements. In a cross-regional comparison, based on extensive field work, we provide empirical analysis on two AGCs (Saudi Arabia and Venezuela) within their respective ROs Gulf Cooperation Council (GCC), Bolivarian Alliance for the Peoples of Our America (ALBA-TCP) and tackle the questions of why and how autocracies decide to move forward multilaterally within the RO.  相似文献

Natural resource management policies like the Pacific salmon harvest policy developed by New York State often did not anticipate the extent of social, economic, and ethical concerns that would be generated, largely because the agency concentrated on biological considerations. The number of concerned stakeholders grew in proportion to both the success and failure of the initial policy. Had all participants been equally willing to recognize both the successes and the failures, development of a revised policy through group negotiations may have been possible, resulting in a cooperative mode of decision making. Instead, institutional mechanisms based on legislated process were ultimately the approach chosen for policy revision.  相似文献

The differences between male and female adolescents' emotional reactions to their most recent occasion of sexual intercourse were examined. The sample included 932 sexually active Australian secondary school students who completed a self-report questionnaire concerning their sexual behavior. The majority of young people reported that they felt happy or good following their most recent occasion of sex. Females were more likely than males to report negative emotions such as feeling bad and used, but there was no difference between the percentage of males and the percentage of females who reported feeling guilty. Girls were more likely to feel bad, used, or guilty last time if they were drunk/high or had sex with someone who was not a steady partner. Boys who had sex with someone other than a steady partner last time were more likely to feel guilty. Peer and parental influences were also associated with feelings of guilt. Girls who were more confident that they could talk to one of their parents/guardians about sex, and boys who believed that most of their peers were sexually active, were less likely to have felt guilty.Received B.A. (Hons) from University of Queensland. Student teachers were asked to respond to profiles of various styles of dealing with adolescent identity issues. Student teachers responded most favorably to the profile indicating adolescent exploration of occupational and ideological alternatives (Moratorium) and least favorably to an apparent nonconcern with adolescent issues (Diffuse). Commitment to plans and beliefs with closedness to alternatives (Foreclosure) received intermediate evaluations. Consistent with Eriksonian notions, but at variance with empirical findings, the Moratorium style was rated highest in psychological health. Student teachers preferred the Moratorium-style individual as prospective students; the Diffuse-style one the least. The rationale of this article is grounded in the liberal tradition. It places the individual at the center of concern, and attempts to fortify the individual's basic right to health care. Attention is focused on the writings of Daniel Callahan, arguing that his approach is too cold and detached, and that age should not serve as the decisive criterion. The criticism of his views on older patients and on patients in post-coma unawareness (PCU) stems from two different lines of reasoning: the medical and the moral-contractual. From the medical perspective, while age is an important variable in determining a patient's medical condition, there are other--no less important--factors that influence one's health. From the moral-contractual line of reasoning, liberal society should not desert its citizens at the time they need its help most. The age criterion is too simple, too general, too sweeping. It provides too convenient an answer to a tough and troubling question. Similarly, the argument with regard to PCU patients should be qualified, taking into account the age of the patient, the cause of the condition, and the length of time in state of unawareness.  相似文献

Degradation of human DNA extracted from forensic stains is, in most cases, the result of a natural process due to the exposure of the stain samples to the environment. Experiences with degraded DNA from casework samples show that every sample may exhibit different properties in this respect, and that it is difficult to systematically assess the performance of routinely used typing systems for the analysis of degraded DNA samples. Using a batch of artificially degraded DNA with an average fragment size of approx. 200 bp a collaborative exercise was carried out among 38 forensic laboratories from 17 European countries. The results were assessed according to correct allele detection, peak height and balance as well as the occurrence of artefacts. A number of common problems were identified based on these results such as strong peak imbalance in heterozygous genotypes for the larger short tandem repeat (STR) fragments after increased PCR cycle numbers, artefact signals and allelic drop-out. Based on the observations, strategies are discussed to overcome these problems. The strategies include careful balancing of the amount of template DNA and the PCR cycle numbers, the reaction volume and the amount of Taq polymerase. Furthermore, a careful evaluation of the results of the fragment analysis and of automated allele calling is necessary to identify the correct alleles and avoid artefacts.  相似文献

Role-playing simulations are frequently claimed to be effective pedagogical tools in the teaching of international relations (IR); however, there is a surprising lack of empirical evidence on their classroom utility. The assessment of simulations remains mostly anecdotal, and some recent research has found little to no statistically significant improvements in quantitative measures of academic performance among students who participated in them [for example, International Studies Perspectives (2006), vol. 7, pp. 395; International Studies Perspectives (2008), vol. 9, pp. 75–89]. Scant research has been conducted on how role-playing simulations might affect students' perceptions of the instructor's teaching. This paper investigates whether a simulation had statistically significant effect on students' exam scores in an IR course or on student teaching evaluation scores.  相似文献

According to judicial precedents, administrators informed by their expertise can speak on issues of public concern under First Amendment protections. In one sense, they could dissent by working against their employers in an attempt to direct issues of public concern through an educational function. The power to act like a statesman in raising such issues allows administrators to lead from behind and in front, as long as certain judicial thresholds are met. However, the U.S. Supreme Court recently moved to tighten the scope of such activity. This article assesses how an ethic of dissent has been translated into a constitutional perspective that at first was moderately constrained and later became very restricted. While the move to limit an ethic of dissent provides necessary constraints, it also may have weakened administrators’ ability to perform necessary statesmanship acts rooted in guerrilla government to achieve the common good.  相似文献
