Cultural Penetration and Punctuated Policy Change: Explaining the Evolution of U.S. Energy Policy

Punctuated equilibrium theory (PET) suggests that the policy process is characterized by long periods of incremental change and short periods of punctuated change. The impetus for the latter is usually a focusing event that breaks open policy monopolies, allowing for major changes in legislative decision making. While a burgeoning body of literature, a shortcoming in the PET literature is that it has yet to explain why focusing events and subsequent breakdowns in policy monopolies sometimes fail to result in punctuated policy. We integrate theories on cultural change with punctuated equilibrium to explain why focusing events do not always result in the dramatic policy changes that we might expect. Specifically, we use the context of national energy policy and the lexical database, Google Ngram Viewer, to trace punctuating energy‐related events and the occurrence or lack thereof subsequent policy change from 1952 to 2000.     

The Day I Will Never Forget: an interview with Kim Longinotto

The documentary filmmaker Kim Longinotto talks to Catherine Fowler about her latest film The Day I Will Never Forget (2003) about female genital mutilation (FGM) in Africa. Longinotto’s films have consistently interrogated our understanding of womens’ place in the world, and her latest film is no exception. She discusses how she found her subjects: Fardohsa, a midwife who has been campaigning against FGM, a group of girls who have (successfully) taken their parents to court in order to prevent FGM being practised, and Fouzia, a girl of nine who reads a poem that she wrote the day after she was circumcised, asking her mother to explain why she put her daughter through such a painful experience. Longinotto also discusses the ethical issues raised by her filming of a circumcision of two sisters, and the wider issues that her film engages: the powerless position of women in African societies, the confusion of religion and culture in discussions of FGM, and the impact of saying ‘no’ to this practice.     

The public and the private in architecture: A feminist critique

Hanna Arendt's discussion of public and private derives more or less intact from Aristotle and forms a principal philosophical basis for mainstream architectural theory exemplified in the writings of Kenneth Frampton. An eminent architectural historian, teacher, and critic, Frampton proposes that the discipline of architecture is in crisis today because of an unprecedented enphasis on ‘the life-bound values of animal laborans,’ and because ‘it is largely divested of culturally valid institutions for its embodiment,’ which institutions, he suggests, find their archetypes in the agora of the ancient polis. The author criticizes Frampton's position from the perspective of feminist philosophy, based on Elshtain and Pitkin, and advocates some reformulation of the traditional hierarchical relationship between the two domains. The last section of the article locates architectural work within this feminist perspective: in programme, precedents, and formal expression. ‘The Ethical Polity’ provides a potential vehicle for architectural exploration predicated on the restructuring of public and private.

In commenting on the ANOP survey, I have not attempted to investigate its validity. The results are taken at face value as representative of the populace as a whole.     

Oxycodone intoxication in an infant: accidental or intentional exposure?

A case is presented of a 10 month old male who went into cardiac arrest at a local store. The infant subsequently expired and was autopsied at the Office of the Chief Medical Examiner, State of Maryland. The only remarkable finding was the detection of oxycodone in the postmortem specimens; the blood and liver oxycodone concentrations were 0.6 mg/L and 1.6 mg/kg, respectively. Oxycodone was identified and quantitated by gas chromatography-nitrogen-phosphorus detection and confirmed by full scan electron ionization gas chromatography-mass spectrometry. The medical examiner ruled that the cause of death was oxycodone intoxication, and the manner of death was homicide. The key toxicologic question in this case was whether or not it was reasonable for the infant to be exposed to oxycodone exclusively through breast milk or through an alternate source. It was concluded that, at best, there were serious concerns about the likelihood of drug exposure through consumption of breast milk.     

HLA DQ alpha typing of forensic specimens by amplification restriction fragment polymorphism (ARFP) analysis.

The alleles present at the HLA DQ alpha locus may be typed by either allele specific oligonucleotide (ASO) probing or by restriction mapping, referred to here as amplification restriction fragment polymorphism (ARFP) analysis. ASO typing relies upon hybridization principles, whereas ARFP typing relies upon restriction site analysis. Dot-blot ASO typings which are of doubtful interpretation may be directly checked by ARFP analysis. Aliquots of the PCR products amplified using the commercial Amplitype HLA DQ alpha system are digested with suitable restriction endonucleases. Electrophoresis, blotting and detection of biotin-labelled restriction fragments provides a sensitive and robust typing method suited to forensic analysis.     

Patience as a Political Virtue: Delayed Gratification and Turnout

A number of scholars have demonstrated that voter turnout is influenced by the costs of processing information and going to the polls, and the policy benefits associated with the outcome of the election. However, no one has yet noted that the costs of voting are paid on or before Election Day, while policy benefits may not materialize until several days, months, or even years later. Since the costs of voting must be borne before the benefits are realized, people who are more patient should be more willing to vote. We use a “choice game” from experimental economics to estimate individual discount factors which are used to measure patience. We then show that patience significantly increases voter turnout.

Connecting the Congress: A Study of Cosponsorship Networks

e-mail: jhfowler{at}ucdavis.edu Using large-scale network analysis I map the cosponsorship networksof all 280,000 pieces of legislation proposed in the U.S. Houseand Senate from 1973 to 2004. In these networks, a directionallink can be drawn from each cosponsor of a piece of legislationto its sponsor. I use a number of statistics to describe thesenetworks such as the quantity of legislation sponsored and cosponsoredby each legislator, the number of legislators cosponsoring eachpiece of legislation, the total number of legislators who havecosponsored bills written by a given legislator, and networkmeasures of closeness, betweenness, and eigenvector centrality.I then introduce a new measure I call "connectedness" whichuses information about the frequency of cosponsorship and thenumber of cosponsors on each bill to make inferences about thesocial distance between legislators. Connectedness predictswhich members will pass more amendments on the floor, a measurethat is commonly used as a proxy for legislative influence.It also predicts roll call vote choice even after controllingfor ideology and partisanship.     

Fatal dog maulings associated with infant swings

We present three cases of fatal dog maulings of infants placed in mobile infant swings, a phenomenon not previously described in the literature. In each case, the victim was left in a mobile swing, unsupervised by an adult, and the attacking dog was a family pet. Case 1 involved an 18-day-old male infant attacked by a pit bull; Case 2 involved a 3-month-old male infant attacked by a Chow Chow and/or a Dachshund, and Case 3 involved an 18-day-old female infant attacked by a Labrador-pit bull mix. These cases not only underscore the importance of not leaving young children unattended in the presence of pet dogs, but also raise the possibility that mobile swings may trigger a predatory response in dogs and thus may represent an additional risk factor for dog attack.
