In the early 1970s, Grand Canyon National Park intended to designate its land to “Wilderness,” including the controversial Colorado River corridor. However, by the end of the 1970s the potential for Wilderness designation was off the table, and would never seriously return for genuine consideration. Using Schattschneider's model of conflict, we explain how the organization of this conflict privileges the “causal story” of Wilderness opponents, and therefore why the canyon is not designated. It is our contention that members of Congress will not stand forward to support Wilderness designations without simultaneously providing benefits for extractive land use because (1) congressional representatives are more penalized for supporting than opposing Wilderness designations, (2) Wilderness advocacy groups do not pressure congressional delegates as firmly as opposition groups, and (3) key local congressional members are not likely to see Wilderness as a salient issue worth the risk of negative exposure. If these findings hold, the implication is that we may have reached the end of significant Wilderness designations in highly visible areas, unless critical aspects in land use conflict change.  相似文献

Abstract. Does management by objectives stifle organizational innovation in the public sector? The authors explore this possibility by describing five common characteristics of mbo and then contrasting them with four characteristics of innovative organizations. The comparison suggests that mbo -pressures lead to organizational stress that is often resolved by the creation of two working environments; one for the pursuit of innovative objectives, and one for the pursuit of regular objectives. This could lead to dysfunctionalism in the form of abandoned objectives-objectives that might have been achieved if mbo were not used. The authors conclude with four implications for public-sector managers: (1) the practice of including innovation objectives along with traditional objectives in the same set of objectives is questionable; (2) broader objectives, perhaps pointing in the general direction of the innovations sought, might be more productive in some cases than specific objectives; (3) possible incompatibility between mbo and innovation might be lessened if innovative ventures are pursued in ad hoc organizational structures; and (4) management by objectives and innovation are not necessarily compatible.  相似文献

Regional security and regional order in East Asia are shaped profoundly by the United States, the People's Republic of China, and U.S.-China relations. The COVID-19 crisis accelerated a negative trajectory in the relationship between Washington and Beijing. As with so many issues, here, too, the situation in the time of COVID is much like the status quo ante, only more so. The pandemic-related and pandemic-exacerbated problems in U.S.-China relations pose challenges for security and stability in East Asia. During the 2008 Ghanaian election, the threat of violence in northern Ghana, due to an unresolved chieftaincy dispute in the Dagbon Traditional Area, brought the city of Tamale to the brink of widespread conflict. The dispute divided communities on the basis of religion, familial ties, and partisan affiliation. With high stakes, even higher tensions, and party supporters on both sides organized and armed. This article blends interviews and observations in order to explore what occurred during the election and, more importantly, what did not. While the end result diffused the mounting tensions, the underlying factors that brought the community so close to the brink remain. Moving forward, underdevelopment and conflict in the north must be addressed in order to ensure peace and stability in the Dagomba Kingdom and throughout the country.  相似文献

Anyone within range of Western television during the 1960s to the 1980s was likely a fan of Jacques Cousteau's famous "underwater adventures" launched from the Calypso research vessel, which roamed the seven seas.
Not surprisingly, as an explorer immersed in the natural environment, Cousteau became a radical ecologist in his later life as the costs of industrialization and consumerism began to take their toll.
