Regions can be considered as “regional innovation systems,” but the question of whether and to what extent technology transfer is taking place at this or other (e.g., national and global) levels remains empirical. The theme issue contains a number of case studies of “regional innovation systems” within the European Union. Other papers elaborate on the pros and cons of the systemic approach to the technology transfer processes involved, or make comparisons across regions. In this introduction, the editors discuss the relations between regional policies, technology and innovation policies, and the integration of these different aspects into (potentially regional) systems of innovation. Under what conditions can “technology transfer” be considered as a mechanism of integration at the regional level?  相似文献

To date, there has been little persuasive validation of Elazar'sconcept of political subcultures as it applies to mass publics.This study represents an attempt to establish an agenda forfuture research utilizing this popular formulation of the relationshipbetween the citizen and government. A statewide sample of 805residents of Illinois was given agree-disagree statements representingElazar's individualistic, moralistic, and traditionalistic subcultures.The data are used to explore three basic research questions:Do individuals discriminate themselves along the political subculturedimensions suggested by Elazar? Can region of residence, religion,or ethnicity be used as surrogates for individual level politicalculture? And, can political culture, measured directly at theindividual level, add significant independent explanation ofpolitical behavior and opinions beyond that of socioeconomiccharacteristics?  相似文献

This article attempts to measure the direct costs that the terrorist attacks of 3/11 had on the economy of the region of Madrid. The evaluation has been made applying conservative criteria, and the results obtained have to be considered as minimum. The result indicates that the terrorist attacks caused a loss of nearly 212 million euros to the regional economy of Madrid, equivalent to 0.16 percent of the regional GDP (0.03 of the national GDP). This confirms that the immediate economic dimension of a terrorist attack such as the one of 3/11—apart from human catastrophic consequences—is relatively low.  相似文献

This article proposes a new of field of research in social sciences education: Historical Memory Education (HME). Despite the large amount of educational experiences following the end of violent conflicts and totalitarian regimes during the twentieth century, historical memory has not been recognized as a field in educational research. From a review of research and experiences worldwide, the authors identify a new field in education research that cannot be reduced to peace education, bullying prevention, or history education, but that takes elements from all these fields, as well as from local pedagogical experiences, to face the challenge of healing the wounds of longstanding violent conflicts. This article organizes prior research in a comprehensive framework that describes the levels, pedagogical principles, and spaces of HME.  相似文献

The purpose of this paper is to present a methodology which outlines the kinds of real-life moral dilemmas adolescents spontaneously present in open-ended semiclinical interviews. A coding procedure is introduced which delineates three aspects of these moral dilemmas, conflicts, context, and content, and an analysis is done of the category labeled context. One hundred forty-eight adolescents from two school settings were interviewed. The results show that the majority of both boys and girls in these samples describe moral conflicts in the context of a relationship, particularly involving friends. However, boys are more likely than girls to focus on the the self as the context of the moral dilemma with no other relational context present and significantly more girls than boys focus on relationships rather than self.The authors thank the Dodge, Klingenstein and Kendall Foundations for funding these studies.Her Ed.D. is from Harvard University, M.Ed. from Boston University, and A.B. from Ohio University. This study uses the CPS 1972–1976 election panel to examine the construct validity of three traditional measures of belief system sophistication: level of conceptualization, attitudinal consistency, and attitudinal stability. The analysis reveals that these measures tap two distinct characteristics that are virtually unrelated to one another. As expected, level of conceptualization proves to be a valid but modestly reliable indicator of ideological sophistication. However, the consistency and stability measures are found to tap a structural or configurational property of belief systems that apparently has nothing to do with ideological sophistication. These findings strongly recommend against the use of attitudinal consistency and stability measures in future studies of political sophistication. They also call for a major reappraisal of prior attitudinal consistency and stability research.This is a revised version of a paper delivered at the Annual Meeting of the American Political Science Association, 1985, New Orleans.  相似文献

The political changes of the late 1970s early 1980s opened up a process of devolution and decentralization in Spain which reached very important levels in historical regions such as the Basque Country and Catalonia. In the R&D policy realm, Basque government policies had an important impact in the emergence of a regional R&D system from stratch in a short period of time. The industry-oriented Basque model was also rather innovative in the Spanish context of the 1980s, which was dominated by public, basic science-oriented national research councils. In this paper we analyze the process of configuration of regional R&D policies in the Basque Country by looking at the interplay between structural factors, actors, interests, ideas, and institutions. We also look at the main achievements and shortcomings of those policies.  相似文献

The Regional Innovation Paradox: Innovation Policy and Industrial Policy   总被引:3,自引:0,他引:3  
This paper explores the regional innovation paradox and its policy implications. The regional innovation paradox refers to the apparent contradiction between the comparatively greater need to spend on innovation in lagging regions and their relatively lower capacity to absorb public funds earmarked for the promotion of innovation and to invest in innovation related activities compared to more advanced regions. Empirical analysis of the nature of the paradox shows that there are strong complementarities between business, education and government spending on R&D and that technology/innovation policy and industrial policies tend to work in opposite directions. Our analysis suggests that resolution of the paradox requires policies that: (i) increase the innovation capacity of regions by working both on the demand and the supply side of the system to increase both private and public sector investment in innovation activity; and (ii) integrate technology policy and industrial policy by encouraging expenditure on innovation activity within mainstream industrial policy programmes. The penultimate section of the paper outlines and assesses policy initiatives/experiments along these lines and suggests how they might be developed in the future.  相似文献

Two questions are considered: to what extent do children's levels of political knowledge and news media use change during an election campaign? To what extent are levels of political knowledge related to levels and types of news media use? The hypothesis that news media use at one point in time is related to subsequent levels of political knowledge is tested using crosslagged partial correlation analysis. The patterns of political knowledge and news media use in January (prior to the 1976 primaries), late May and early June, and after the general election among a panel of high school students are examined. The means indicate a small increase in news media use and a more substantial increase in political knowledge. A greater increase occurs in political knowledge about campaign and election relevant institutions and processes than about other types of political institutions and processes. Limited support is provided for the hypothesized lagged influence of news media use; the impact varies with the political interest of the student and the type of news media used.  相似文献
