ABSTRACT

This introductory article revisits cross-border shadow exchanges in a comparative perspective and reflects on their theoretical implications. It explores the diversities and complexities of shadow operations and critically examines the concept of informality that is commonly used to describe such non-state-sanctioned practices. It further underlines the key role played by checkpoint politics in border governance. Border checkpoints serve both as a state institution in regulating border crossings as well as a political site where material and power exchanges among state and non-state actors are negotiated. Such negotiation of selective passage through state-controlled gateways is often predicated upon the skilful manipulation of time and space by experienced traders and brokers.  相似文献

The radical political and economic reforms sweeping through former socialist countries during the last several decades have facilitated economic growth and urbanization. During this period of market reform and urbanization, citizen participation is greatly needed yet easily lost to other priorities. We employ stakeholder theory to examine whether citizen participation differs between large and small cities and between the poor and non‐poor people in Vietnam. Using data from a sample of citizens in five centrally managed cities, we found that citizens in large cities and citizens that belong to “unofficially poor” groups participate less. For policy makers, this implies that citizen participation should be of central importance in the management of current cities' expansions. In addition, the categorization of “poor households” needs to be closely monitored to minimize the risk of de facto poor households being excluded from the group. Abstract

Workers pay membership dues to professional associations, which mark their identification with a particular field. Professional associations invite additional voluntary contributions for new or expanded programs, but most members do not make these additional gifts. We advance and test a conceptual model of the forces that might interrupt an otherwise committed or engaged member’s decision to make such a voluntary contribution. We conclude that giving decisions can be displaced by member beliefs that their dues and fees are sufficient or that their disposable income is committed to other obligations. We also conclude that giving decisions intersect with weak association strategy, such as a failure to solicit gifts in ways that are informative or useful to prospective donors.  相似文献

We study the economic value of both embodied technological change and Research and Development (R&D) investment as proxies for the inputs of innovative activities conducted by Vietnamese firms. Our main focus is on the profitability of young innovative companies (YICs), private innovative companies (PICs), and small and young companies (SYCs). In particular, we test whether YICs could prove successful in fostering economic development through their technological change activities. Results show that (a) although YICs are more R&D intensive and innovative than PICs and SYCs, in general they do not produce equivalent performance; however those specific YICs focusing on technological change potentially outperform their counterparts, and (b) PICs are more capable than the other types of firms in translating their innovative effort to higher profitability.  相似文献

Human resource is the key driving force of research and development of a nation. Japan and Korea are two examples of how appropriate strategies in developing human resources have been transferred into remarkable achievements in R&D. In recent years, Vietnam has observed significant shift in investment for R&D. Thus, the lessons of Japan and Korea could provide Vietnam with valuable strategies for further development in human resources in R&D, particularly in vision of R&D development, policy flexibility, increased investment on R&D development and human resources, key R&D organization formation and increased international cooperation in S&T.  相似文献

International relations are social actions, and their expression is behavior of the states. According to French sociologist Pierre Bourdieu, the basis for any social action is habitus and capital (Bourdieu 1982). For Bourdieu, social action is not created in a vacuum but always takes place under certain social conditions. Different social conditions create different spheres that Bourdieu called action fields. The problem is that each field has its own rules, logic and goals. Bourdieu also uses the metaphor of game to explain the concept of field. Like the fields each game has also its own rules and logic. In order to participate in the game players are required to have some knowledge of game, and capacity, skills, and last but not least the interests to play game. The field of the Asia-Pacific region in the beginning of twenty-first century and especially during recent years is one of “center court” of the whole world involving all big players like the US, China, Japan, Russia and India. Their presence with their own behavior and different abilities, interests make this field more interesting, but at the same time more complicated and unpredictable. This article explores the different phases of Vietnam's foreign policy since reform in 1986 and joining ASEAN and adoption of “Resolution No. 8 (section IX) on the Strategy for Fatherland Defence in the New Context” in 1995.  相似文献

The prisoner's dilemma and stag hunt games, as well as the apparent benefits of collaboration, have motivated governments to promote more frequent and effective collaboration through a variety of policy approaches. Sometimes, multiple kinds of policies are applied concurrently, and yet little is understood about how these policies might interact with each other. This study uses a simulation approach to examine one such case, when policies focused on increasing collaboration competence interact with those that motivate parties to collaborate based on payoff and non‐payoff incentives. Theoretically, our findings suggest seven testable hypotheses for future, rigorous research. Practically, our initial findings suggest that increasing competency generally improves the performance of incentive‐based policies, but not always. Exhortation policies can go too far and may be more prone to doing so when the target population's competency is higher. This means that decision makers are more at risk of applying too much exhortation effort, especially if they are also concurrently applying a competency‐building approach. © 2011 by the Association for Public Policy Analysis and Management.  相似文献
