Abstract: This paper turns the scholarly spotlight onto an overlooked aspect of the Ontario municipal system by exploring the issue of county government reform in four selected communities in southern Ontario. Various proposals for county government reform have been advanced by the provincial government during the last quarter-century; here we consider the “common sense” approach to municipal government reform adopted by the Harris government after its election in 1995. We analyse how four counties have responded to this concerted and forceful attempt to bring about major county restructuring. The study has two major objectives. First, it illustrates the forces that have at once advanced and constrained county government reform in recent years; second, it attempts to explain major differences in the manner in which individual counties have responded to the Harris government's drive for reform. Finally, the paper concludes with some reflections on the viability of rural government in Ontario in the light of the substance and process of county government reform. Sommaire: Cet article examine un aspect négligé du système municipal ontarien en explorant la question de la réforme des gouvernements de comté dans quatre communautés choisies du sud de l'Ontario. Le gouvernement provincial a fait diverses propositions de réforme du gouvemement de comté au cours du demier quart de siècle; ici, nous examinons l'approche basée sur le « ban sens » adoptée par le gouvernement Harris en ce qui concerne les gouvernements municipaux, après son élection en 1995, et nous analysons la manière dont quatre comtés ont réagi à cette tentative concertée et vigoureuse de déclencher une forte restructuration au niveau du comté. Cette étude a deux grands objectifs. Premièrement, elle illustre les forces qui ont à la fois promu et retenu la réforme des gouvernements de comté au cours de ces dernières annèes; deuxièmement, elle essaie d'expliquer les principaux écarts dans la façon dont chaque comté a réagi aux efforts de réforme du gouvemement Harris. This study reports on the effectiveness of a year-long field experiment involving training in transformational and transactional leadership in the public and private sectors. Using before and after training assessments by employees of several hundred Danish leaders, the analysis shows that transformational leadership training is associated with increases in behaviors linked to both transformational leadership and the use of verbal rewards, but only for public sector organizations. There is no impact in private sector organizations. Transactional leadership training appears to be equally effective in stimulating the use of pecuniary rewards in both public and private organizations.  相似文献

Public Administration research in Denmark has a relatively short history. It was first initiated in the 1970s and was developed from public law. However, from an initial homogeneity it has become increasingly pluralistic in its approach due to three factors: a strong orientation towards the study of institutional reform in the public sector, inspiration from the international literature and the specific institutional set up of the academic community that divides it into separate schools. It is possible to distinguish three trends in today's Danish Public Administration research. These trends are inspired by historical institutionalism, rational choice institutionalism and sociological institutionalism, respectively. What is needed in the future is an increased dialogue between these trends. The purpose of the dialogue should not be to reach for a new homogeneity but to increase the critical debate among different schools in order to increase the general quality of public administration research in Denmark.  相似文献

Leadership is a matter of both intentions and perceptions, which do not necessarily always match. Because employees’ motivation and commitment are only affected by leadership if they notice it, employee‐perceived leadership is expected to have a stronger correlation with organizational performance than leader‐intended leadership. This expectation is tested for transformational and transactional leadership, as both types of practices are expected to increase performance. Using a sample of 1,621 teachers and 79 Danish high school principals, the authors find that leader‐intended and employee‐perceived transformational and transactional leadership are only weakly correlated and that only employee‐perceived leadership practices (both transformational and transactional) are significantly related to objectively measured school performance. The results show that it is important to distinguish between intended and perceived leadership and that leaders should be aware of how their practices are perceived.  相似文献

Haplotype frequencies for 11 Y-STR markers (DYS19, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS385, DYS437, DYS438 and DYS439) in a Romani population (n=63) from Slovakia, Jats of Haryana (n=84) and Jat Sikhs (n=80) from India were determined. The Slovakian Romani, the Haryana and Sikh populations were endogamous based on their unique haplotype ratio and haplotype diversity values, although the Sikh population appeared to be more diverse. AMOVA revealed non-significant differences between the Romanies and significant differences with non-Romani populations. The Macedonian Romani population differed from all Romani populations examined. Frequent haplotypes observed in Romani populations were sporadic in northwest Indian populations. Thirteen out of 316 populations worldwide were found to share the six most frequent haplotypes of the Slovakian Romanies when the screening conditions were narrowed based on the population size to be over 40, the occurrence of the haplotypes was more than one and the sum frequencies of the most frequent haplotypes was at least 0.02. The most common haplotypes were also observed in other Romani groups. When searching with two Indian (Malbar and Malaysian Indian) most frequent haplotypes under the same conditions matches could be detected in all Romani populations except for the Macedonian Romanies. The search with the Jat Sikhs and Jats of Haryana most frequent haplotypes resulted no matches in Romani populations.  相似文献

Poisoning can occur with chronic accumulation of a drug due to reduced metabolic capacity; conversely, under‐treatment may occur due to an increased metabolic rate. Over half of all drugs are metabolized by the cytochrome P450 3A complex (CYP3A). The activity of CYP3A can be assessed by the urinary ratio of 6β‐hydroxycortisol to cortisol. The aim of this study was to determine the usefulness of this ratio as a postmortem marker for determining whether altered CYP3A enzyme activity occurred prior to death. In a series of 244 postmortem cases, this ratio ranged from 0.014 to 78.6 (median 3.50). The median was significantly higher (5.14) in a subgroup of 28 cases that exhibited the presence of CYP3A‐inducing drugs. In cirrhosis, the median ratio was 1.69. This pointed to a reduced metabolic capacity of CYP3A. Thus, the ratio may constitute a rough indicator of the CYP3A metabolic capacity, which could be of value in special cases.  相似文献

This study investigates how an institutional exogenous change interacts with professional norms in relation to behavior in public organizations. We test how a new grading scale introduced in 2007 changed grade point averages and pass rates at two university departments. Data consist of register data on grading between 2004 and 2010. We find that the new grading scale both increased grade point averages and pass rates and halted the negative time trend in these variables. These effects are even greater for exams with an external examiner. The main conclusion is that grading systems affect grading both immediately and over time.  相似文献

Recently, authors Vandergeest and Peluso have discussed the process of territorialization in Siam/Thailand, where the state has gradually expanded its control over natural resources through its legal machinery and associated classifications of the natural environment. While Vandergeest and Peluso focus on the process of territorialization from the perspective of the Thai State, this article examines the same process from the perspective of nongovernmental organizations and forest--dwelling farmers. Of particular interest is a project launched by the Northern Farmer's Network to “ordain” 50 million trees in community forests throughout Northern Thailand in 1996 to celebrate the fiftieth anniversary of the king's accession to the throne. This essentially Buddhist ceremony has since been conducted in numerous Buddhist as well as non-Buddhist rural communities. The authors argue that these communities apply the tree ordination ceremony as a tool to counter the territorialization of the Thai state by reasserting local identities and environmental responsibilities. By invoking Buddhist symbols and the honor of the king, the rural groups–many of which fear eviction from forested areas classified as national parks–identify themselves positively with modern Thai society in order to contest their public depiction as “enemies of the nation.” This article analyzes the process of territorialization and counter-territorialization in Thai society by discussing classifications and associated landscapes in the environmental debate in Thailand. Furthermore, the tree ordination project undertaken by the Northern Farmers' Network is analyzed based on cases from the Mae Chaem district in Chiang Mai Province.  相似文献
