Do local governments learn from their successful peers when designing public policies? In spite of extensive research on policy diffusion and learning, there is still a lack of studies on how success relates to learning patterns. We address this deficiency by examining which other governments local administrative units draw lessons from. More precisely, we investigate whether public managers learn from the experiences of local governments whose citizens are satisfied with government services. Using a large dyadic dataset on all Swedish municipalities from 2010, we find that senior public managers in local administrations learn from similar local governments and from neighbours. But we also find clear evidence that they learn from local governments whose citizens are pleased with local public services. This article explores the neglected relationship between conservatism as political theory and conservatism as political practice using the example of recent immigration to Europe. A cursory glance at how European politicians have responded to migration challenges suggests that they roughly divide into an open‐arm, leftist ‘liberal’ camp and a right‐wing ‘conservative’ one. The situation, however, is more complex. This article engages with the resources of conservative theory to argue that there are many distinct conservative theoretical positions for any one policy point. Using contemporary migration patterns as a case study, the findings suggest that Conservative parties have not borrowed much from conservative theory in its variety of incarnations. In fact, conservative theory can buttress a course of action that is generous toward migrants and at odds with the claims of right‐wing populist movements. What is the relationship between electoral institutions and the internal organization of legislatures? Existing research on the U.S. Congress suggests that electoral incentives shaped by the candidate‐centered nature of congressional elections explain the emergence of strong committees in that legislature. Exploring the issue from a comparative perspective, it is argued that the impact of ballot structure on committee system structure is dependent on how legislators cultivate personal votes. Committees will be stronger when legislators supply fiscal legislative particularism (pork), but weaker when legislators cultivate support by delivering extra‐legislative constituency service. The Scottish National Party (SNP) won control of Scotland's devolved government in the 2007 election yet opinion polls show no majority for its objective of independence in Europe. While the party is adept at exploiting short‐term political opportunity structures in the wider British context, as well as appealing to the ‘opinion electorate’, it appears less successful at persuading a majority of Scottish voters to agree with its core ideology. This article examines the extent to which changing approaches to performance management have had an impact on a range of agencies responsible for local economic development programmes in Britain. It explores the possibility that the effectiveness of public programmes could be more sharply highlighted and incorporated in the performance review of organizations. It demonstrates that major improvements have occurred but that overall the planning and management of local economic development remains largely incremental. While the FMI (Financial Management Initiative) has led to greater understanding of the extent to which corporate and programme accountability can be achieved in public agencies, it is not clear that sufficient momentum has been achieved for future changes to be self-generating. In this paper we propose answers to the research question: how does power shape the construction of legitimacy in the context of public organizations? We suggest that while organizational structures of dominancy will be embedded, not all structures of dominancy align with those that are normatively presented as legitimate and authoritative. Such situations make the creation and sustenance of legitimacy problematic for organizational action. This paper advances our understanding of the relation between power, rationality and legitimacy by showing how structures of domination recursively constitute, and are constituted by, legitimacy that may not be authoritative. We show, empirically, how these relations prevented a police organization from reforming by breaking the recursive patterns of domination and legitimization. Theoretically, we argue that understanding organizational change must be connected to issues of power and legitimacy. 相似文献
