Local Governments' Fiscal Responses to Welfare Reform

The devolution of the social safety net means that local governments must increasingly respond to the needs of their citizens, particularly those who are coming off the welfare rolls and making the transition to work. Based on our findings from a statewide, randomized experiment, this article describes how welfare reforms have affected the well-being of current and former welfare recipients. We look specifically at how those leaving welfare in Indiana are using the township trustee system, the state's general assistance program providing poor relief, to meet basic needs, as well as how the trustees have responded to welfare reform.     

The Penal Voluntary Sector in England and Wales: Adaptation to Unsettlement and Austerity

This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society.     

Roads of change: political transition and state formation in Nepal’s agrarian districts

This paper explores the political field that has opened up in the wake of the recent civil war in Nepal. We focus on cultural-political developments in agrarian districts, where some of the most intriguing openings, and indeed the most pernicious closures, can be witnessed (as opposed to the national-state restructuring that commands more media and popular attention). Our research asks what spaces open up in the emerging political field at the district scale to entrench or transform dominant cultural codes and sedimented histories of socio-economic inequality. Preliminary research identifies specific sectors of local governance that have emerged as significant sites of struggle over the shape and meaning of ‘democracy’, namely forest management and infrastructure development. The primary contribution of the paper lies in specifying an analytical approach to the study of ‘post-conflict’ governance at the local scale via three conceptual terrains of inquiry – governance and planning, political subjectivity, and cultural politics. The ultimate objective is to develop a framework for assessing the conditions of possibility for a democratic restructuring of economy and society to accompany the official political institutions of liberal democracy.     

Cicely Hamilton's warriors: dramatic reinventions of militancy in the British women's suffrage movement

The campaigns for women's enfranchisement in Britain have been associated with public spectacle, metropolitan activity and sensational acts of militant law-breaking. The circumstances of the development, adaptation and performance of Cicely Hamilton's play, A Pageant of Great Women, provide an insight into the dynamics of local suffrage activism. This forgotten play reached several thousand spectators at a time all over Britain, promoting the activity of women's history-making as much as women's suffrage. It normalised the idea of women's achievements, and the cross-dressing warriors especially, drawn from several countries, unsettled a dominant anglocentric perspective, normalising militancy as national heroism.     

Woman abuse in university and college dating relationships: The contribution of the ideology of familial patriarchy

Several theorists contend that male university/college students who physically, sexually, and psychologically abuse their female dating partners are more likely than men who are not abusive to adhere to the ideology of familial patriarchy. These scholars also argue that men who hold familial patriarchal attitudes and beliefs, and who are supported by their male peers, are most likely to victimize their dating partners. This research provides quantitative data from a national representative sample of Canadian male undergraduate students that support these hypotheses. Cultural Stressors and Mental Health Symptoms Among Mexican Americans: A Prospective Study Examining the Impact of the Family and Neighborhood Context

Studies of stress consistently have linked individuals’ experiences of stress to maladjustment, but limited attention has been given to cultural stressors commonly experienced by minority individuals. To address this, the current study examined the links between cultural stressors and prospective changes in mental health symptoms in a sample of 710 (49 % female) Mexican American youth. In addition, the moderating role of both family and neighborhood cohesion was examined. In-home interviews were completed with youth, mothers (required) and fathers (optional) to collect data on youth’s experiences of cultural stressors (discrimination and language hassles) and internalizing/externalizing behavior, and mothers’ report of family cohesion and mothers’ and fathers’ report of neighborhood cohesion. Analyses revealed that youth’s experiences of discrimination and language hassles at 5th grade were related positively to increases in internalizing symptoms at 7th grade. Additionally, youths who reported higher levels of language hassles in 5th grade experienced increases in externalizing symptoms across the 2-year span. Both family and neighborhood cohesion emerged as significant moderating factors but their impact was conditional on youth’s gender and nativity. Limitations and future implications are discussed.     

Using "Shocks and Rumors" to Teach Adaptive Thinking

The business landscape is constantly changing. Moreover, because of globalization, increased competition, and instant communication, the rate of change is accelerating. A student who has practiced only static scenarios is ill prepared to recognize, process, or adapt to changing negotiation issues and interests. Thus, negotiation instructors must change our practices to prepare students to succeed in the increasingly dynamic negotiation situations they will face by utilizing simulations that are also dynamic. This article reviews research on adaptive thinking, applies it to negotiation training, and provides examples of dynamic simulations that require students to adapt. Finally, it offers advice on how to make existing cases dynamic by using "shocks and rumors."
