This paper reflects upon the USA’s war against terror and how it has been reflected in recent attempts to change German law. The author highlights the differences between war and crime, between police law and ius belli and pleads that this differentiation be respected in the formulation of policy. He charts the recent debate about the role of the armed forces in Germany especially in relation to potential missions within the country, particularly in accordance with the aviation protection act, which was found to breach the constitution. The paper highlights the issues as to why this was the case and ends with an account of the anti-terrorist measures undertaken by the EU.  相似文献

The subject of this article is the changing balance between Russia's positive and negative interests in the Conference on/Organisation for Security and Cooperation in Europe (CSCE/OSCE) as these have evolved in relation to Western policies on the OSCE and European security relations in general. Parallel to the decline of positive Russian interests in the CSCE/OSCE, an increase in negative attitudes can be observed, most of which concern the OSCE's activities in post-Soviet countries. While the Soviet Union was traditionally a reliable supporter of the CSCE, the Russian Federation, which initially pursued the same policy, has lost most of its sense of ownership in the OSCE. This change in Russian attitudes is critical for the Organisation's future, for an OSCE without active Russian participation would lose much of its raison d'être.  相似文献

In this paper, crucial aspects of technology transfer are considered from the perspective of a small open economy with a predominantly small and medium-sized enterprise structure. The paper uses empirical data from an investigation which prepared the ground for developing a model for the active support of technology transfer in Austria. Experience from technology transfer strategies in other European countries was introduced and integrated in the formulation of policy proposals. These proposals are valid for a broad range of different technologies, while taking into account the possibilities and limitations of technology transfer policy in small open economies.  相似文献
