This article contributes to the conceptualisation of evidence‐based policy through providing a framework of the key factors that influence research utilisation, including those that shape the quality of evidence provided. We apply this framework to an analysis of public policy to regulate the remuneration of freight truck drivers to improve workplace safety in their industry. Recent policymaking concerning the regulation of truck drivers’ remuneration in Australia provides an opportunity to examine the quality and utilisation of research evidence by external evidence providers in opposing political contexts. This article suggests the need for informed and vigilant scrutiny of the contributions of evidence providers to government policymaking, particularly in the case of wicked policy problems about which there are sustained ideological differences that underpin problematisation, research interpretation, and conceivable policy solutions.  相似文献

This paper responds to recent calls for more theoretically driven advancements of the Multiple Streams Approach (MSA). It does so by bringing networks theorizing into dialogue with the MSA; highlighting the inclusionary and exclusionary power of networks for determining problem frames and issue recognition. Subsequently, the paper argues that the addition of networks provides a clearer articulation of the role of institutions in steering problem stream processes, which have often been neglected within the MSA at the expense of a focus on agency. The paper puts forward two propositions. The first is that an issue is more likely to be recognised as a problem if it is considered compatible with the ‘appreciative system’ of the network's dominant coalition. The second proposition is that the more organisations a network consists of and the more varied these organisations are, the more likely it is that the dominant coalition alters a condition’s category if there are changes in the problem stream. These propositions are explored through a comparative analysis of recognition of quality of life as a problem in two local level transport sector networks in the UK. Support for these propositions in the findings suggest that the introduction of networks into the MSA can reduce ambiguity and therefore fortuity in relation to problem recognition; second, that the power of the policy entrepreneur can be facilitated or constrained by the institutional context; and third, that comparing multiple issues and their interactions is important for further advancement of the MSA.  相似文献

ABSTRACT

This article describes the everyday humanitarianism of refugees resettled in Australia who form small voluntary organizations to help “their people” displaced elsewhere in the world. The people involved in refugee diaspora organizations (RDOs) are animated by forces that reflect their distinct history, positionality, and relationship to the “suffering others” they help. What the everyday humanitarianism of RDOs suggests is that we live in a world of many-humanitarianisms, where there are different possibilities to care and connect to strangers in need. While “humanitarianism” has become synonymous with a set of dominant practices and actors, there is need for other actors – including refugee diaspora humanitarians – to be given space within both humanitarianism discourse and practice.  相似文献

SUMMARY

Despite a decade or two of researching negotiation, little more is known about it than before. Since the research methods available in communication science are varied and powerful and there is no lack of information or crucial data, the major impediments to progress must be the inability to formulate the most pertinent questions and to construct the most useful integration of information. Comprehension of negotiation depends on the methods used to accumulate this knowledge, that is observation and theory building. As in the case of other human behavioural research methodology, negotiation methodology has problems concerning theoretical assumptions providing the frame for theory development, the theories forming the basis for the selection or development of research methods and the methods determining the data observed. Methodological problems unique to negotiation research are the complexity of the phenomenon, the multi-disciplinarity, the lack of time resulting from the crisis-nature of negotiation and the present lack of methods to measure relationships between variables.  相似文献

ABSTRACT

This article examines the role of India’s states in shaping the implementation and framing of social policy within India’s federal system. Since the 2000s, the central government has overseen a substantial expansion of social welfare policies partly through a new push toward rights-based social provision. Yet, it is India’s states that are both responsible for an increasing proportion of total public expenditure on social welfare provision as well as determining the nature and effectiveness of that provision across space. Drawing on a comparative research program across pairs of Indian states, three critical factors explaining how state-level political environments shape social policy are identified: the role of policy legacies in shaping policy frames; the role of social coalitions underpinning political party competition; and the role of political leaders in strengthening state capacity to achieve program goals.  相似文献

This paper presents findings from empirical research exploring recent developments in healthcare rationing in the UK, and how far these were influenced by the National Health Service (NHS) internal market. Results suggest explicit rationing has continued to spread, but the focus has shifted from exclusions of whole treatments from NHS provision towards a reconciliation of implicit and explicit approaches. There is growing interest in explicit criteria to guide decision making, within which clinicians exercise discretion in indi-vidual cases. The market contributed to the growth in explicit rationing, notably by decoupling healthcare purchasers (health authorities and GP fundholders) and providers (hospital and community health services) from their previously shared responsibility to manage resources. However, other factors have been influential, especially concern to control rising expenditure. Having originally prompted more explicit decisions (especially exclusions), resource pressures are now rekindling interest in fixed provider budgets and implicit clinical decision making. The paper concludes by considering the implications for rationing of proposals to abolish the NHS internal market.  相似文献

Various aspects of the judicial process have been hypothesized as damaging to sexual harassment plaintiffs, though limited research has been conducted that actually examines this hypothesis. We examined data from a large sample of women who participated in a class action lawsuit alleging workplace sexual harassment and discrimination (n?=?1218) and another sample of similarly situated women who opted out of litigation (n?=?465, non-litigants). We then followed the litigants for 5 years. This study takes an initial look at some of the variables theorized to play a role in the psychological outcomes of both harassment and subsequent litigation. Both the severity of harassment and participation/persistence in the litigation process were related to psychological outcomes at each of three assessments across a 5-year period; the frequency and severity of harassment, as well as plaintiffs’ cognitive appraisals of their situation, appeared to have the strongest relationship to psychological harm. Results of multivariate analysis of covariance (MANCOVA) revealed that participation and persistence in litigation played a consistent role in psychological outcomes across time, over and above the impact of harassment itself. However, litigation did not appear to be the cause of psychological outcomes as posttraumatic stress disorder (PTSD) symptomatology, in particular, was the result of the original harassment experience.  相似文献

We address the problem of managing emergencies in complex environments and examine the concepts of total quality management (TQM) as a means of increasing organisational capacity to reduce and/or respond to threatening events. The TQM approach initiates and integrates improvement in three fundamental areas of organisational design and operation: technical, organisational, and cultural. We apply this approach to the interactive environment of hazardous materials management and present an “action plan” for introducing TQM into community planning for risk reduction and response, focusing on the technical, organisational, and cultural components of the process. We present evidence of increased performance in reducing hazardous materials risk from field reports of communities that have adopted TQM practices. Finally, we conclude that TQM serves as a generative means of revitalising, renewing, and enabling community engagement in hazardous materials management.  相似文献
