在一国两制的背景下,香港、澳门与内地之间的制度差异如何影响粤港澳大湾区的发展?学界对此仍关注不足。论文基于制度主义理论,构建了"制度差异-张力-制度创新"的理论框架,以深圳前海自贸区的工程建设管理制度改革为案例,分析了制度差异推动改革创新的机制。研究发现,不同的制度逻辑形塑行动主体的认知与行为,因此多元制度在互动中能够产生张力,进而激发行为主体的能动性,促使其反思、设计新的制度、采取改革行动,最终促成制度创新。中国内地与港澳的制度在"一国两制"方针下得以多元共存,制度差异在粤港澳密切互动中产生的张力是大湾区改革的创新源泉,使大湾区在国家改革与发展大局中发挥重要作用。  相似文献

我国高等院校党史教材和国内诸多史书论著,普遍认定“毛泽东思想两个建议”的史实。通过对《毛泽东思想概论》、《彭德怀自述》等有关“两个建议”史实不同版本的比较论证分析,可得出“中央革命根据地第五次反‘围剿’战役后期的两个战略性建议,不是毛泽东提出来的”史实结论,否定国内史学界近半个世纪以来所认定的普遍观点。  相似文献

以当今英美法系和大陆法系具有代表性几个国家的司法鉴定制度为样本,从比较宏观的角度分析了两大法系司法鉴定制度的异同。通过比较与分析,归纳出了两者之间的异同点及各自的优劣势,得出的结论是:现代司法鉴定制度的发展趋势是混合型鉴定模式,同时亦指出了其对我国司法鉴定制度改革的启示。  相似文献

This paper addresses B. F. Skinner's utopian vision for enhancing social justice and human well‐being as it was introduced in his 1948 novel, Walden Two. In the first part, we address the historical, intellectual, and social context that situates the book in the utopian genre, the critiques of its premises and practices, and the fate of intentional communities patterned on the book. In the second part, we review practices in Skinner's book that advance social justice and human well‐being under the themes of health, wealth, and wisdom, and then focus on contemporary practices that are the legacy of his vision. His vision was neither the a priori truth of a particular premise about human behavior or a necessary practice (blueprint) for an intentional community but rather the use of empirical methods to discover premises and practices that work to advance the health, wealth, and wisdom of individuals and survival of the culture.  相似文献

This article examines patterns of women’s cabinet representation across all presidential democracies in East and Southeast Asia since democratization. It demonstrates how the choice of female ministers differs across career backgrounds in presidential systems and further examines why young presidential systems in Asia are conducive to women’s access to ministerial power through professional career tracks. We argue that despite women’s successful performance in national legislative elections, women have been restricted to access the power resources necessary to target other political goals, such as cabinet positions, whereas democratic transition has provided broader avenues for women to emerge as professionals outside party politics. By analyzing original data on female ministers in East and Southeast Asia, the study finds that the share of women among professional ministers has increased over time, but women’s share among political ministers has not changed significantly. Additionally, the different qualifications of female politicians and professionals also make them eligible for appointment to different types of policy areas in terms of prestige and gender. Our analysis suggests that women’s cabinet representation has improved overall since democratic transition in Asia, but this improvement disguises contrasting outcomes in women’s cabinet status according to their career backgrounds.  相似文献

Ever since the early years of the Federal Republic, the German debate about political parties and the party system has been almost obsessed with the theme of crisis. Contrary to what seems to be the dominant view from within Germany, this article argues that, by and large, the German party system has performed well. In order to guarantee a further successful functioning of the enlarged European Union a Federal European Constitution is proposed. Six basic elements of a future European federal constitution are developed: the European commission should be turned into a European government and the European legislation should consist of a two chamber system with full responsibility over all federal items. Three further key elements are the subsidiarity principle, federalism and the secession right, which are best suited to limiting the domain of the central European authority to which certain tasks are given, such as defense, foreign and environmental policy. Another important feature is direct democracy, which provides the possibility for European voters to participate actively in political decision making, to break political and interest group cartels, and to prevent an unwanted shifting of responsibilities from EU member states to the European federal level.  相似文献
