This article analyses how federalism matters for the policy‐designing process and the resulting policies in the field of Assisted Reproductive Technology through the comparison of four countries, Switzerland, Germany, Belgium and Canada. It reconstructs from an actor‐centred perspective how federalism interacts with other country and policy‐field specific characteristics and empirically assesses how this interaction influenced the final policies. By focusing on Assisted Reproductive Technology, the article examines the potential influence of federalism on public policies beyond the standard discussion of the comparative political economy of federalism.  相似文献

The issue of the impact of tax competition between the cantons has been quite present in the public discussion, especially in relation with the reform of the Swiss system of financial equalization. The connection between the degree of direct democratic rights and the intensity of tax competition ana‐lysed by Feld (1997) seems to be particularly interesting for political science. Differently to the approach of Feld (1997) this research note examines it with regard to the tax policies in the cantons. In addition, a less criticized way to measure the institutions of direct democracy is used and the research period is extended. The analysis shows that there is a trade‐off between the exit‐ and the voice‐option. In other words: those cantons that have well developed direct democratic institutions, are less affected by the pressure of tax competition. As a consequence of the perceived influence, their citizens do less probably move to an other canton as a reaction to a heavy tax burden.  相似文献

Indian federalism has been credited in the literature on comparative federalism for having successfully resolved many of its ethnic conflicts (in a country of immense ethnic diversity) since 1956 by conceding varied forms of statehood. In most cases, the resolution of ethnic conflict has entailed self-determination for ethno-nationalist groups. There are however cases when the experiment has failed and the institutional arrangements for recognition of ethnic self-determination have given birth to more conflicts and persistent violence. In this article, we argue that the Bodoland Territorial Authority (created in 2003) in Assam is a failed case of multinational federalism in India. We argue that the case of Bodoland illustrates the limits of territorial management when groups are intermixed and highlight the need for power sharing in government and/or non-territorial representation as a better method for managing ethnic conflict in such cases.  相似文献

Following an ambiguous constitutional compromise for democratization, the territorial decentralization of the Spanish state developed by means of political party competition, exchanges, and bargaining. Hence, the so-called state of autonomies was characterized as “non-institutional federalism” [Colomer, Josep M. 1998. “The Spanish ‘State of Autonomies’: Non-institutional Federalism.” West European Politics 21 (4): 40–52]. In the most recent period, competition and instability have intensified. New developments include, on one side, attempts at recentralizating the state and, on the other side, demands and mobilizations for Catexit, that is, the independence of Catalonia from Spain, which resulted in sustained inter-territorial conflict. This article addresses these recent changes with a focus on the relations between the Spanish and the Catalan governments. The political changes were analyzed as a result of opportunities and incentives offered by a loose institutional framework and the subsequent competitive strategies of extreme party leaders.  相似文献

The Akali Dal is the best organised political party in Punjab and has ruled over Punjab for a longer period than any other political party since the creation of the Punjabi-speaking state in 1966. It articulates aspirations of Punjabi regional nationalism along with trying to protect the interests of the Sikhs as a religious minority in India and abroad. As a part of shaping Punjab's economic future, it deals with the pressures of Indian and global capitalism. This paper is an attempt to track the multi-faceted pressures of class, religion and nationalism in the way Akali Dal negotiates its politics in Indian federalism.  相似文献

In 2011, the leaders of the nations that share Queen Elizabeth as their head of state agreed to change the rules governing the inheritance of the throne. The federal nature of the Canadian and Australian Crowns raises the question of whether Canadian provinces and Australian states should be involved in the process for modifying the rules of succession. Australia's federal government has decided to include its states in the process, whereas Canada's did not. This article will assess what the differences between these two approaches reveal about the political cultures and leaders of these nations. The issues discussed include relations between the civil service and elected politicians, the contested social memory of the British Empire, and the relationship between neoliberalism and cooperative federalism.  相似文献

In the present article, we empirically analyse a series of competing hypothesis that try to account for the considerable disparity in the tax burden between Swiss cantons. Three hypotheses focus on differences in spending levels: The first explains differences in the tax burden with differences in citizens' demand for government services. The second emphasizes the differences in efficiency between cantonal administrations, whereas the third insists on the more or less easy access to cantonal instruments of direct democracy. However, when confronted to the data, none of these three expenditure‐based hypotheses are confirmed by our cross‐sectional estimations. On the contrary, our regressions lend support to the hypotheses which highlights the differences in tax revenues between cantons. These results suggest that it is not differences in government spending which account for the disparity in cantonal tax levels, but differences in the cantonal endowment with resources. This indicates that some financial equalization on the cantonal level might strengthen the equity of Switzerland's tax system.  相似文献

Two of the three large countries on the North American continent—the United States and Canada—share a number of similarities that often make it difficult for the untrained observer to differentiate between the two nations. On the surface, the two are structured similarly as federal systems that, by definition, exhibit shared power between the national government and provincial or state political entities.Although there are other important social and economic characteristics of the two countries that help explain differences in policy processes and outcomes, it is the contention of this article that one gets the clearest sense of what Elazar has called thinking federal by utilizing an analytical approach that joins questions related to federalism with some conceptual frameworks of the public policy field. Two frameworks undergird the argument in this article—the Lowi typology of different types of policies and Deil Wright's typology of different models that describe the American inter-governmental system.In both countries, policies must be sensitive to the greater interdependencies between units of government as well as to linkages between policy areas. The mechanisms or instrumentalities for dealing with policy issues are intrinsically complex. It is also clear that the intergovernmental networks that exist in both the U.S. and Canada are composed of an array of actors. The differing political structures of the systems do impact the types of intergovernmental policies that have emerged in the two countries. The executive dominance so imbedded in Canadian governments has contributed to their ability to adopt and implement certain controversial redistributive policies, such as a national health insurance program. By contrast, the fragmentation of the U.S. system makes redistributive policies more difficult.  相似文献

Subnational governments devote a significant share of their financial resources to help municipalities provide local public services to their citizens. Compared to the large number of studies on national governments, little effort has been devoted to the influence of distributive politics on the use of intergovernmental grants by subnational governments. To fill this gap, this study uses a data set covering the period 2001–2011 to verify to what extent the Québec government used conditional grants to municipalities for electoral purposes. The results of this study show that the allocation of grants to municipalities is not exempt from electoral politics as municipalities located in districts held by governing parties or in high electoral competition districts receive more grants than other municipalities. However, the influence of electoral politics decreases substantially when the management of intergovernmental grants is under tight scrutiny by the opposition parties, mass media and the population. These findings suggest that distributive politics can be conceptualised as a political agency problem whose prevalence is seriously constrained by the improvement of the transparency of public policies management.  相似文献
