Data Protection: An Opening Door?

Swedish public law has incorporated a general rule of public access to documents, and to information in the wider sense, since the Freedom of the Press Act of 1766. On the Community level, the relationship between Regulation (EC) 45/2001 on data protection and Regulation (EC) 1049/2001 on public access to documents exemplifies the tension between the public's interest in scrutinising the administration carried on in its name, and the integrity of the individual. However, a similar tension exists between Sweden's Personal Data Act of 1998, implementing Directive 95/46, and the Freedom of the Press Act. A misuse model of data protection law, by seeking to concentrate on serious rather than technical infringements of privacy, might serve to ease the tension. 骨折鉴定中MSCT及图像后处理的诊断与应用

目的探讨多层螺旋CT(MSCT)及其图像后处理功能在骨折法医鉴定中的诊断与应用价值。方法对366例法医鉴定者行薄层扫描并进行表面遮盖成像(SSD),透明化X线模拟投影(see-through)和多平面重建(MPR)处理。对所得图像进行诊断和分型。结果准确诊断并对134例鼻骨、98例眼眶和21例颅骨骨折进行分型。正确显示36例肋骨骨折、4例肩胛骨骨折、24例脊柱骨折和27例四肢骨及关节骨折。利用透明化X线模拟投影等技术鉴别陈旧性骨折18例。结论MSCT及图像后处理在骨折法医鉴定中具有重要实用价值,可为伤害等级鉴定提供有力的法医学依据。     

转型时期看守所“80后”在押人员监管问题的规律与治理对策

“80后”在押人员呈逐年上升趋势，已成为违反监规和监管事故的主体。针对看守所“80后”在押人员违反监管的问题，研究“80后”在押人员关押情况、违反监管行为产生的原因和违反监规及监管事故发生的规律，并围绕确保监所安全中心工作，提出以落实监所保障机制为基础、规范监管执法为关键、建立科学防控体系为保证、化解在押人员贫富矛盾为根本的治理对策。     

2001年海上丝路研究在中国(上)

2001年中国对海上丝路的研究蓬勃发展,先后在昆明、宁波、湛江和广州召开了4次有关的学术研讨会。本文试对这4次学术研讨会,略作评述。

"90"后大学生的思想道德行为在生活方式上存在发展滞后的生活能力,标新立异的生活态度,贪恋当下的享受快乐;在行为方式上存在自我中心的行为取向,我行我素的行为特征,理性务实的行为作风;在思想理念上存在浓厚的民主理念,率性的自由精神,剧烈的价值冲突。对此应将思想政治教育与制度管理相结合、人文关怀与心理教育相结合、素质教育与能力培养相结合、挫折教育与激励教育相结合,以帮助其健康成长。     

Economic globalisation,the perceived room to manoeuvre of national governments,and electoral participation: Evidence from the 2001 British General Election

Recent macro-level research argues that economic globalisation negatively affects electoral turnout by constraining the leeway of national governments and thereby rendering elections less meaningful to voters. This article analyses the link between perceptions of the national government's room to manoeuvre and turnout on the individual level. Drawing on the 2001 British General Election, it is shown that citizens who believe that economic globalisation leaves the national government with less influence on the economy are less likely to report to have voted. Further findings also support the proposed theoretical model according to which room to manoeuvre perceptions affect turnout via views on the importance of elections and matter specifically for citizens that tend towards the left side of the left-right scale.     

Why George W. Bush Is a Unilateralist and How It Will Affect the 2004 Presidential Election

ABSTRACT

U.S. President George W. Bush has had a stormy relationship with Europe. Bush campaigned on a theme of putting America's interests first and eschewing multilateralism when necessary. Since taking office, Bush has been true to his campaign pledges. Bush's style and substance have caused many in Europe to regard him as a “buffoon” at best and a dangerous cowboy at worst. What the Europeans do not seem to understand is that, for better or worse, George W. Bush's view of the world is held by a substantial portion of the American people, and even when the U.S. had a more Euro-friendly leader in President Bill Clinton, America's policies were often at odds with those preferred by its allies in Europe. This is due to a fundamental difference that has developed between Europe and the United States over the last century. Today, no matter who occupies the White House, American foreign policy is likely to be in conflict with Europe's. Far from being a liability, this difference is likely to be a political asset to George W. Bush in the 2004 presidential election.     

“90后”大学生恋爱心理及矫正研究——以西安2000例“90后”大学生恋爱心理调查为例

恋爱是大学校园中持续被关注的热点话题,与前几代大学生相比,“90后”大学生表现出具有鲜明时代烙印的特点。通过对2000例‘90后”大学生的恋爱心理进行问卷调查,从恋爱现状、恋爱观、恋爱对象选择、恋爱行为、性心理及其行为等方面总结了其行为和心理表现,并在此结果上分析这一群体的心理特征,找出影响其特征的因素,旨在总结“90后”大学生的恋爱心理,对存在的问题提出矫正方法,寻求自我改变提升的方式。
