ABSTRACT

The Dayton Peace Agreement ended the violence in Bosnia–Herzegovina, however, it also solidified antagonistic political identities leading to the creation of two social contracts: an ‘elite social contract’ involving primarily political elites of the main ethnic groups and an ‘everyday social contract’ involving ordinary citizens trying to manage a complex social and economic environment. The first social contract is hegemonic, however, alternative, non-nationalist views are slowly emerging. Grassroots groups, the surviving remnants of inter-ethnic coexistence, the integrating pull of market forces and the presence of a large diaspora all constitute resources for the creation of a resilient national social contract.  相似文献

ABSTRACT

‘Divided’ cities – places of extreme exclusion and polarization – are sites where the paradox of both fragmentary and cosmopolitan capacity of the city comes to the fore. This article asks: What practices-in-landscape consolidate, construct and deconstruct the impression of a divided city? Drawing insights from the post-conflict Mostar, Bosnia and Herzegovina, the main argument I put forward is that urban infrastructures are a crucial medium through which social divisions and cohesions are performed and rearticulated on the ground. The article attends to the everyday of youth in Mostar turning to the politics of landscape as ways of life in the city.  相似文献

ABSTRACT

Incremental democratic decline is evident in Bosnia and Herzegovina (BiH), but measures of democracy conceal an uneven subnational distribution of autocratization. So far there has been limited research on the drivers and constraints to subnational autocratization. This paper aims to contribute to the literature on power-sharing by exploring instances of illiberal politics enacted by parties in government at the subnational level in BiH. Evidence is gathered through semi-structured interviews and analysis of three specific cases of illiberal politics. We find that the political contest in BiH is purposefully contained within ethnic and subnational boundaries and constrained through several layers of institutionalized multilevel and ethnic checks and balances. The main drivers of subnational autocratization are opportunities that arise from the institutional framework established during early democratization and postwar structures that blend executive dominance with economic power and informal party networks, and occasionally from an individual actor’s perceptions of threat. Democratization in BiH will need to address subnational politics and deep-rooted power structures if it is to be successful.  相似文献

Bosnia and Herzegovina (BiH) became an independent nation state in 1992 and abolished the death penalty six years later. Little is known about how Bosnians view the death penalty. This study addresses this gap in the literature. Utilizing self-reported survey data collected from 440 university students enrolled at the University of Sarajevo in 2009, we assess the degree of support for the death penalty and what factors predict this support among university students in BiH. Drawing from the broader punitivity literature, the following correlates are considered: individual characteristics (e.g. age and sex), individual experiences (e.g. fear of crime and prior victimization) and philosophical attitudes pertaining to punishment (e.g. deterrence, retribution, modernity and indifference). Among the students surveyed, roughly half (52.7%) were in support of the death penalty. Results from a series of multivariate statistical analyses reveals that only philosophical attitudes predict death penalty support after controlling for important individual characteristics and experiences. Theoretical and practical implications of these findings are discussed.  相似文献

ABSTRACT

The incorporation of socioeconomic concerns into transitional justice has traditionally, as a result of prevailing liberal notions about dealing with the past, been both conceptually and practically difficult. This article demonstrates and accounts for these difficulties through the case of Bosnia and Herzegovina, a country which has been characterized by a complex transition process and a far-reaching international intervention, encompassing transitional justice and peacebuilding as well as political and economic reforms. Examining the limits of international intervention in Bosnia and the marginalization of socioeconomic justice issues, the article analyses the events surrounding the protests that broke out in February 2014, and the ensuing international engagement with the protest movement. Faced with a broad-based civic movement calling for socioeconomic justice, the international community struggled to understand its claims as justice issues, framing them instead as problems to be tackled through reforms aimed at completing Bosnia’s transition towards a market economy. The operation of peacebuilding and transitional justice within the limits of neoliberal transformation is thus instrumental in explaining how and why socioeconomic justice issues become marginalized, as well as accounting for the expression of popular discontent where justice becomes an object of contestation and external intervention.  相似文献

This paper describes the evolution of drug consumption in Bosnia and Herzegovina, the current scope of this problem, and the legislative and institutional response to drug issues. The analysis of the legal and institutional framework for controlling illicit drugs in Bosnia and Herzegovina reveals that Bosnian drug policy is repressive in its nature, that implementation gap is evident in the field of drugs, as well as lack of institutional capacities in this area. It is argued that the Bosnian government, despite international pressure, has failed to undertake comprehensive measures in this field, which directly affects the effectiveness and efficiency of Bosnian drug policy, and that it is better for post-war Bosnia and Herzegovina to present another obstacle for prosperity.  相似文献

As the post-war Bosnia and Herzegovina has turned its interest towards a European Union membership, it has entered an accession process requiring it, among other things, to reform its public administration system. The European Union's involvement within the reform has been placed under critique, as it has been claimed to have placed Bosnia and Herzegovina's sovereignty at risk by presenting contradicting behaviors leading to a sovereignty paradox. By examining the European Union's role in Bosnia and Herzegovina, and its possible relations to a sovereignty paradox in the process, the article finds sovereignty paradox indicators to exist along its processes.  相似文献

Abstract

Drawing from the literature on conflict regulation and other plural society theories, this paper provides a framework of analysis to explore the dynamics involved in the external statebuilding process in Bosnia and Herzegovina (BiH). The analysis is based on a three-level framework whereby patterns of conflict regulation are analyzed at the inter- and intra-ethnic levels, as well as what this article terms the ‘supra-national’ ethnic level, where interactions between domestic and external actors are considered. In order to explore these issues empirically, this paper examines the process of constitutional reform in BiH over the course of 2005–6, drawing from personal interviews. The paper concludes that, while the assistance provided by external actors has proven substantial, the neglect of intra-ethnic dynamics and other related considerations have often rendered external actors’ efforts at shaping the statebuilding process in BiH ineffective.  相似文献

The disintegration of the former Yugoslavia posed challenges for the universal concept of the Yugoslav Muslim nation for which several development paths were imaginable under the new circumstances. The concept of Bosniakdom, which was initially developed to address the Muslims of Bosnia and Herzegovina, gradually grew to become a new and coherent national program to include all the Muslims of former Yugoslavia, primarily due to its new pan-Bosniak orientation. The present article traces the conceptual history of the national ideas of Muslimdom versus Bosniakdom within the former Yugoslav states, as well as the conceptual and institutional history of the pan-Bosniak idea and movement during the 1990s and 2000s. It does this by emphasizing the decisive role the Official Muslim Community in Bosnia and Herzegovina played in their development and divulgence. This article claims that, contrary to some expectations, the strategy of internationalization and universalization of the hitherto territorial concept of Bosniakdom toward Muslims in neighboring countries during the second half of 1990s and 2000s was closely linked to the idea of the construction of the Bosniak national state. It also proposes that the evolution of Bosniakdom into pan-Bosniakdom during that time primarily followed concerns related to that goal.  相似文献

ABSTRACT

This article scrutinises everyday practices of French gendarmes who were sent as international police in UN and NATO missions in Bosnia and Kosovo. Drawing on qualitative material, it argues that their encounters on the ground largely shaped their practices. Rather than melting into the internationalised peacebuilding milieu, gendarmes endeavoured to serve and survey, that is, to establish relationships with civilian populations as a means to collect security-related intelligence for their national government. The sociology of peacebuilding encounters on the ground thus unveils Peaceland’s social divides and invites to take into account the historicity of the peacebuilders’ societies.  相似文献
