As the Soviet Union disintegrated and eventually dissolved in 1991, many of its peoples, both so-called titular nationalities and national minorities, put forth demands for independence or, at the very least, self-rule for territories that were said to represent the national patrimony. Among the many peoples who put forward such demands were Carpatho-Rusyns, who, together with fellow citizens of other national backgrounds, demanded autonomy or self-rule for the region (oblast) of Transcarpathia in far western Ukraine. This essay examines from a historical perspective the question of autonomy or self-rule for Carpatho-Rusyns and for all or part of the territory they inhabit, historic Carpathian Rus’. The autonomy question in Carpathian Rus’ is hardly new, but one that goes as far back as 1848.  相似文献

This article discusses the volunteer movement in Ukraine. After the 2013–2014 Revolution of Dignity and the subsequent military confrontation with Russia, the volunteer movement became an influential and trusted actor capable of mobilizing a large number of supporters and a significant amount of resources. Donations made to volunteer initiatives represent in Ukraine a percentage of the country's GDP similar to that seen in some Western countries. However, compared with volunteerism in developed countries, volunteer initiatives in Ukraine have several distinct features: a mostly informal character; their reliance on a hard core of committed and active leaders; and connections with the nationalist movement understood here as an actor aiming to attain and maintain the identity of the Ukrainian nation-state in the making. The article explores the intersection between warfare, nation-building, state-building and democratization using Ukraine as a case in point. Data from two sources inform the analysis: a series of in-depth qualitative interviews with leaders of the volunteer movement (N?=?22) and results of a survey conducted on a representative sample (N?=?2040).  相似文献

Sir Jeremy Greenstock, formerly British permanent representative to the UN, who has had long experience of dealing with Russia in the context of diplomacy, considers whether the current moment of Russian dominance in Syria and the Middle East, combined with the recent general disengagement of the western powers in the region, could be considered as marking the beginning of a general period of Russian hegemony in the Middle East. The article takes into account the global geopolitical situation, the recent history of Russia and the Middle East, the consequences of western intervention in Iraq, and the motivations of the Russian government particularly in view of its recent engagement in Ukraine.  相似文献

This paper analyzes literary, visual, and street art works of writers and artists from Eastern Ukraine produced during 2014. Two Donetsk artists, Serhii Zakharov and Anzhela Dzherikh, and two Luhansk writers, Serhii Zhadan and Olena Stepova, play with the myth of the proletarian Donbas, on the one hand, and debunk the popular perception of Donbas people as being in consent with the politics of the self-proclaimed Donetsk and Luhansk People’s Republics, on the other. They explore familiar tropes and images of Donbas and use guerrilla tactics (shock effects, provocativeness, and deception) to initiate public reaction to the war. Their works are united by their search for a shared communication space and direct access to the audience on occupied territories. These artists challenge the accepted perception of Donbas as a free but uncivilized space and participate in the creation of a new Donbas text. The interaction between politics, art, and activism makes their voices and vision powerful and infectious and can help achieve civic consolidation in Donbas.  相似文献

This article analyzes the status of difficult historic events in Ukrainian collective memory. Difficult elements of collective memory are defined as those which divide society on basic matters, such as identity and national cohesion, and events which are being actively forgotten because of the role of Ukrainians as perpetrators. Three such issues were analyzed: World War II and the role of the Ukrainian Insurgent Army (UPA), the Holocaust, and the ethnic purge of Poles in Volhynia and Eastern Galicia in 1943–1945. Utilizing data from quantitative and qualitative studies, the author showcases the significance of these issues for contemporary Ukrainian identity and Ukraine’s relations with its neighbors. In particular, the evaluation of World War II and the role of the UPA in Ukrainian history polarizes Ukrainian society to a great degree. At the same time, this element of national history is used to construct a common, anti-Russian identity. The difficulty of relating to the memory of the Holocaust and the ethnic purge in Volhynia is of a different character. These events are problematic for Ukrainian collective memory because they demand a painful settling of accounts with the past. At present, only Ukrainian elites are willing to work on these subjects, and only to a limited degree, while the common consciousness either denies or ignores them altogether.  相似文献

Research on election integrity has noted the important role of election administration in facilitating free and fair practices. However, limited research has assessed how the staffing of polling station level election commissions may influence voting. Using extensive personnel and election data from Ukraine, this article investigates how partisanship and liberal registration rules permit major parties to “stack” election commissions with sympathetic officials. The empirical analysis demonstrates that the placement of representatives from major parties, or affiliated parties, in leadership positions on polling station commissions is associated with improved election outcomes.  相似文献

What effects does a revolution have on the stability or change of a hybrid regime? Has the Ukraine's regime changed since the 2014 revolution? To answer these questions I examine the changes in formal and informal institutions and the quantitative and qualitative composition of elites after the change of power in Ukraine in 2014. I argue that despite greater than in the post-orange period quantitative renewal of elites, qualitative change has not occurred. Meanwhile, the old operational code, or modus operandi, of elites' political culture, composed of clientelism, secretive deals and quota based nominations to government positions continues to operate. The lack of elites' renewal and the dominance of informal rules over formal procedures – two factors that keep the institutional core of Ukraine's hybrid regime unchanged.  相似文献

While the literature on the autocratic regimes has been rapidly growing in the last years, there still exists a research gap in this field: which impact do autocratic regimes have on the regime transition in the neighbouring countries? The literature on autocracies has demonstrated that autocratic political leaders tend to support each other. This article argues that the external influence of an autocracy may be more complex. The article analyses the case of Russia's international standing in relation to the trial of Yulia Tymoshenko. Using detailed process tracing, it has been shown that in terms of the Russian position, pragmatic goals may undermine ideological goals. Thus, while the main objective of Russia is to ensure the stability of gas contracts, the unintended consequences of its actions undermine the consolidation of autocratic regime in Ukraine. The article builds on the literature on regime transition, autocracy, and international relations.  相似文献

The ongoing health crisis in the Ukraine has persisted for 48 years with a clear division of gender-based outcomes as seen in the decline of male life expectancy and stagnation of female longevity. The purpose of this paper is to investigate differences in self-rated health and system barriers to health care applicable to gender and its intersections because of the differing negative health outcomes for men and women. Intersectionality theory provides an analytic framework for interpreting our results. Utilizing a nationwide sample of the Ukrainian population (N = 1908), we found that low socioeconomic status (SES) women rate their health worse than men generally and any other socioeconomic group. Yet women also face the greatest barriers to health care until older ages when the ailments of men cause them to likewise face the obstacles. In reviewing the barrier to health care scale, one barrier—that of health care services being too expensive—dominated the responses with some 52.5 percent of the sample reporting it. Consequently, the greatest problem in Ukraine with respect to health reform reported by the population is the out-of-pocket costs for care in a system that is officially free. These costs, constituting some 40 percent of all national health expenditures, affect women and the aged the most.  相似文献

Revolutionary protests in Ukraine in winter 2014 resulted in the annexation of Crimea by Russia, and an anti-terrorist operation launched by Kiev in eastern Ukraine. What was a totally internal manifestation of displeasure with governmental policy transformed into an international security crisis. While Kiev considers it a Russian–Ukrainian conflict, Moscow perceives it as a Russian–West confrontation, claiming that the crisis was provoked by NATO’s desire to enlarge into the region where Russia’s vital interests lie. The article analyses the sources of the current Ukrainian–Russian conflict and looks into Russia’s place in post-crisis Ukraine. As history has shown, even those states which used to fight each other for centuries managed not only to find peace but to establish constructive relationships. Still, with the shift from material to ideological confrontation, there are fewer and fewer options for compromise.  相似文献
