Building shared power: the Trans-Arabian Pipeline and the technopolitics of anti-sectarian labor mobilization in Lebanon, 1950–1964

ABSTRACT

This article examines anti-sectarianism and the technopolitics of labor mobilization at the facilities of the Trans-Arabian Pipeline (Tapline) company in Lebanon between 1950 and 1964. It argues that although Tapline helped sustain a Lebanese elite strategy of cross-sectarian power-sharing, it also unintentionally fostered specifically anti-sectarian labor mobilization. Pursuing a line of inquiry into the technopolitics of worker mobilization around oil infrastructure opened by Timothy Mitchell’s Carbon Democracy, this article specifically examines how Lebanese Tapline workers construed their actions, and did so in anti-sectarian terms. It also proposes that similar studies of labor and the technopolitics of infrastructure could offer productive avenues for inquiry into the origins of anti-sectarian politics in Lebanon.     

Evaluating Bioinformatic Pipeline Performance for Forensic Microbiome Analysis*,†,‡

Microbial communities have potential evidential utility for forensic applications. However, bioinformatic analysis of high-throughput sequencing data varies widely among laboratories. These differences can potentially affect microbial community composition and downstream analyses. To illustrate the importance of standardizing methodology, we compared analyses of postmortem microbiome samples using several bioinformatic pipelines, varying minimum library size or minimum number of sequences per sample, and sample size. Using the same input sequence data, we found that three open-source bioinformatic pipelines, MG-RAST, mothur, and QIIME2, had significant differences in relative abundance, alpha-diversity, and beta-diversity, despite the same input data. Increasing minimum library size and sample size increased the number of low-abundant and infrequent taxa detected. Our results show that bioinformatic pipeline and parameter choice affect results in important ways. Given the growing potential application of forensic microbiology to the criminal justice system, continued research on standardizing computational methodology will be important for downstream applications.     

Turkmenistan and the virtual politics of Eurasian energy: the case of the TAPI pipeline project

In December 2015, leaders from Central and South Asia took part in the ground-breaking ceremony for the Turkmenistan-Afghanistan-Pakistan-India (TAPI) natural gas pipeline project. Sixteen months later, a confusing information flow continues to obfuscate external assessments of the project’s development: official rhetoric notwithstanding, there is no certainty on the details of project financing, while the pipeline route has yet to be determined. To illuminate this obscure implementation path, this article regards TAPI as a virtual pipeline, an infrastructure project that wields invaluable influence only when it is employed as a foreign policy tool or permeates domestic discourses of progress framed by the elites of the four consortium partners. The constituent elements of TAPI virtuality are discussed here through a dedicated focus on the process of energy policy-making of Turkmenistan – the sole supplier of gas for the pipeline project and the consortium’s key stakeholder.

Τhe energy parameters of the Russian–Ukrainian–EU impasse: dependencies,sanctions and the rise of ‘Turkish Stream’

The overwhelming dependency of Ukraine on Russian energy and the lack of any short-to-medium term diversification of European Union (EU) oil and gas supplies away from Moscow dictate a cooperative approach vis-à-vis Russia in dealing with the Ukrainian crisis. The EU is unable to impose any more severe sanctions on Russia’s energy industry without provoking a major negative impact on its own troubled economy. The continuation of the current confrontational friction in EU–Russian energy relations will most likely consolidate Russia’s decision to seek the elimination of its gas transit dependence on Ukraine after 2020. Such a target will be very difficult to attain by the end of this decade, even if Russia will be able to partly replace the now abandoned South Stream project with Turkish Stream.     

Kazakhstan＇s energy policy： Its evolution and tendencies

As a young sovereign state, Kazakhstan tries to conduct policy that makes it an equal partner among other countries of the world community. Rich deposits of oil and natural gas in the country and the Caspian Sea attract the interests of energy consuming states. At the same time, the landlocked position and weak infrastructure lead a more active foreign policy based on the energy factor. This paper is an attempt to study the development of energy policy of Kazakhstan focusing on the country＇s relations with Russia, China, the USA and the European Union. The complex geopolitical environment and relatively small, young economy of Kazakhstan emerge as the main reasons for conducting multi-vector and balanced foreign policy. The author defines peculiarities and tendencies of possible future developments with respect to Kazakhstan＇s place in the energy sphere.
