ABSTRACT

This article assembles a picture of Yemen’s 2013–14 National Dialogue Conference (NDC) by collecting perspectives from local civil society organizations (CSOs), which are contrasted to the views of international commentators. Despite all efforts by internal parties as well as the international community, the dialogue failed to avert war, which broke out shortly after. Through interviews with 50 CSOs, we reconstructed the reasons for failure, as well as paying attention to the observed strengths of the dialogue. Half of the consulted organizations were directly involved in the NDC, either as an invited participant or in a brokerage role. The other half concerns outside observers. We identify aspects on which the opinion of the CSOs converge, but also highlight striking divergences depending on insider/outsider status. In contrast to the view espoused in the international literature, the CSOs overall feel that, in spite of all its procedural and substantive flaws, the NDC was a significant junction in the long road towards peace and stability and laid important groundwork for future dialogues.  相似文献

ABSTRACT

This article explores the role of official travel activities by politicians to post-/conflict spaces in German foreign policymaking. Starting from the observation that official travel justifications stress the value of authentic insights and unfiltered information, while journeys in practice are meticulously planned and staged, it asks what kind of knowing is possible, how actors make sense of the staged nature of field trips, and how multiple performances create and/or undermine notions of authenticity and first-hand expertise. The article shows that official on-site visits are composed of multiple conscious performances by all actors involved, but that these performances do not undermine the notions of authenticity and expertise. On the contrary, knowledge authenticity—or truth claims on the basis of authentic insights—and related expert authority are produced through travel-as-performance. The emphasis policymakers put on on-site presence and (the performance of) localized knowledge contradicts intervention literature’s generalized finding of a prioritization of technocratic over localized knowledge. The article draws on politics and performance scholarship and authenticity theories in tourism studies to make sense of a wealth of empirical material on the claims, practice and functions of German MPs’ journeys to post-/conflict spaces as part of broader political struggles over policy knowledge.  相似文献

This article looks critically at the new global youth, peace and security agenda, that has been marked by the passage of United Nations Security Council Resolution 2250 in December 2015. It argues that this agenda needs to be situated within the broader context of the securitisation of development, and that the increasing interest in youth as a security subject and actor is shaped by three overlapping sets of global security concerns: the concept of the youth bulge is a euphemism for the problem of growing surplus populations worldwide; the ideal of youth as peacebuilders is a model for eliciting youth support for the current global social and economic order; and the spectre of globally networked youth being radicalised by extremist groups has legitimated joint state and private sector projects that are taking an increasingly active role intervening in the online lives of young people around the world. The article draws on an analysis of a collection of core documents that form the heart of the global youth and security agenda; and it argues for the need for greater critical reflexivity in considering the growing attention being paid to youth as a social category in global development and policy discourse.  相似文献

There is a palpable sense of humility within the United Nations and other international institutions regarding peacebuilding. Rather than seeking to implement the liberal peace, they now pursue the more modest goal of ‘good enough’ outcomes. This shift reflects a growing consensus in the critical literature that space needs to be provided for the local agency that will ultimately determine the outcomes of peacebuilding. At first blush this emphasis on local agency is positive; it offers an important correction to the technocratic and generally top-down nature of liberal peacebuilding. But, is the ‘good enough’ approach to peacebuilding good enough? What are the pitfalls and potential of the local turn? This article uses a case study of Timor-Leste to answer these questions. It finds that the local turn can help lend legitimacy to the state and increase opportunities for political participation and the delivery of public goods at the local level. However, the emerging evidence from Timor-Leste also highlights the pitfalls of the local turn. Most significantly, the state can transfer responsibility for public goods provision to the local level in order to lessen the burden on the state and to divert attention from ineffective or illegitimate central institutions.  相似文献

Peace education provides for the development of knowledge, skills, and dispositions appropriate to effective peacebuilding. Therefore, the development of curriculum in degree programs which builds bridges by which students in conflict resolution/peace studies classrooms may cross over to the field of conflict transformation and peacebuilding may properly be thought of as within the sphere of peace education. This paper describes an emerging theory of change in the context of the peace education offered by a graduate and undergraduate program of conflict resolution. It is argued that employability exists at the nexus of student skills and attributes, and the demands of a labor market which a partnership between experienced practitioners and academics has a responsibility to inform and shape through outreach, education, practice, evaluation, research, and publication.  相似文献

Recent literature on Japanese foreign policy has focused on analysing the implications of Prime Minister Shinzo Abe's security legislation reform for the bilateral security alliance relationship with the US amidst a rising China and the right to collective self-defence. Its impact on Japan's multilateral security policy, in particular, peacebuilding, has so far received little attention. In what ways and to what extent does Japan play a peacebuilding role under this change? This article examines key implications of the security legislation reform, along with the renewal of Japan's Official Development Assistance charter, for its peacebuilding efforts. By taking Mindanao, the Philippines, as a case study, it argues that Abe focuses on taking a foreign aid-centred approach while showing little interest in sending Japanese Self-Defence Force. This article provides a counter-narrative to the claim that Japan is taking a more assertive approach to international security. Abe is more risk-averse as far as his approach to peacebuilding is concerned.  相似文献

UK policies embrace the ideas of security–development nexus, but most scholarship on its engagement builds upon African cases. This paper examines the drivers, nature and implications of UK involvement with an Asian country, Nepal. The UK’s position as the largest bilateral contributor and major peace and security donor among at least 21 others makes examination of its Nepal involvement imperative. This paper uses the grounded theory method and interpretivist analytical approach to create interactions between published and field information. Although the UK’s persistent engagement and programme-based approach helped peacefully manage transition, this paper contends, institutional changes have been shallow and winning confidence remains strenuous.  相似文献

Extensive fieldwork in Liberia revealed that security agents and civilians alike all talked of community policing, yet they had different visions, understandings and legitimizations of the idea in mind. These ranged from community meetings to vigilante groups, and were divergent in whether they were orientated towards a Weberian-state model or the community as a primary security provider. This variation was not simply an example of hybrid policing, but revealed a multi-scalar adaption process across and between international, national and local actors and (geographical) scales. Theories on hybridity are insufficient to analyse such implementation processes since the scholarship heuristically still favours binary and essentialized actors and ‘pure’ starting points or blueprints.  相似文献

This article provides a development co-operation perspective on the challenges facing Libya during its post-Qadhafi transition. Four key areas for international co-operation are outlined: peace, reconciliation and justice; governance and public administration; economic diversification; and migration. While concrete initiatives in all of these areas depend on Libya’s domestic security situation, they need to be part of a long-term, holistic strategy for one of the most fragile and conflict-affected countries in North Africa. Assuming that Libya’s domestic power-brokers decide that a modern, prosperous country is what they want, patient and committed international support can help turn Libya into a success story.  相似文献
