Public Service Motivation Scholarship in Africa: A Systematic Review and Research Agenda

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.     

开发吉林省农村人才资源的对策建议

建设社会主义新农村,关键在人才,特别是农村实用人才。针对吉林省农业人才匮乏,特别是实用人才匮乏的实际情况,本文在分析农村人才开发的现状及存在问题的基础上,提出了符合吉林省农业发展规律和开发农村人才资源的总体思路及对策措施,以期加快其新农村建设的步伐。     

2004年俄罗斯油气工业的现状、问题与前景

2004年是俄罗斯油气工业快速发展的一年,石油和天然气的产量、出口量及加工量都保持了强劲的增长势头。但是,尽管2004年俄罗斯油气工业的整体形势比较令人满意,可油气资源基地的滞后发展和出口管线问题在一定程度上制约了俄罗斯油气产量的增长。因此,寻找、勘探、开发新油气田,加快油气运输基础设施建设的步伐是俄罗斯油气工业未来的发展方向。     

Competitive Liberalization,Competitive Imperialism,and Intellectual Property

Aggressive pursuit of free trade agreements (FTAs) and customs unions (CUs) by major and minor trading powers alike challenges the conventional wisdom in favor of such pursuit – competitive liberalization. An equally plausible explanation for an active bilateral and regional trade agreement policy, one which effectively de-emphasizes multilateralism, may be competitive imperialism. The protection and enforcement of intellectual property rights is one area in which new provisions, going beyond multilateral rules, are being negotiated and written into FTAs and CUs. Such provisions may yield insights into which characterization of bilateralism and regionalism – competitive liberalization or competitive imperialism – is more apt. 法律援助的性质及其发展趋势

社会援助是为贫、弱者提供免费、减费法律服务的一种救助。法律援助是政府的责任,以社会法律援助作为补充。从发展趋势上看,法律援助应从法律救助逐步过渡到兼有救助和福利双重性质的制度,并应不断扩大援助范围、增加援助内容、科学划定援助标准。     

西方国家民事诉讼审前准备程序概况与评析

西方国家民事诉讼的发展趋势由偏重开庭审理转为审前准备程序并重 ,体现出法官的职权行使受当事人权利的约束等一些共同特征。审前准备程序的价值在于为当事人拥有积极行使诉讼权利的空间和手段 ,提高诉讼参与性 ,保障诉讼的民主性、公正性和公开性提供基础条件。     

俄印关系的发展及其特点

苏联解体后,俄印关系经历了三个阶段:从一度降温到关系改善,再到建立战略伙伴关系。这是两国不断调整各自的对外政策以适应冷战后国际形势发展的结果。俄印关系的主要特点是:不再含有军事同盟性质;防务合作是重点;合作领域扩大。

在部队青年干部思想道德教育中贯彻“三个代表”的要求,关键在于坚持和谐发展观,只有坚持和谐发展观、协调发展的思想,才能把传统的部队青年干部思想教育理念转变到以人为本的素质教育理念上来,也才能实现部队青年干部思想道德教育在教育内容和教育方法上的创新,使部队青年干部思想道德教育和谐、健康的发展。     

论公安校园文化的综合设置

大学校园文化是高校长期形成的、表现出特定人文内涵的客观精神和生成环境,是主导文化之外的文化活动与现象。它主要包含以校园环境布局、建筑雕塑等有形内容为主体的物质文化和以学风、校风、学术气氛、学校社团活动等精神层面内容为主体的精神文化两方面内容。由于公安校园文化在情操的陶冶、作风的培养、知识能力的提高、创新意识的强化等诸多方面都有积极的促进作用,因而,必须就校园物质景观、学风建设、校园文化活动的开展等方面,对校园文化建设进行综合设置,使其在公安教育和人才培养方面产生更大的合力。
