The changing environment of the postal sector over the last decade has increased the urgency for governments worldwide to re-examine regulations governing how their public postal administrations operate. The need to increase service efficiency and quality is a critical strategic focus, given the increasing technological competition, rising operational costs, and changing customers' needs and expectations. There are many success stories, particularly from developed countries, highlighting improved service quality following corporatization of their public postal administration. This particular study revealed that reforms of the Solomon Islands postal service have had some positive influence on the level of customer satisfaction.  相似文献

Abstract

New Zealand’s governmental and non-governmental agencies, academic commentators and media have long framed the country as uniquely and favourably positioned on cultural grounds to be a strategic diplomatic actor in the South Pacific. Justifications for the framing stem from two linked complexes: the history of New Zealand’s colonial and post-colonial involvement in a number of Polynesian territories in the Pacific; and the related history of relations between settlers and indigenes in New Zealand itself. These different strands of the argument have increasingly been brought together by the growth in numbers of New Zealand-born and domiciled Pacific Islanders. They, along with Maori, have been recruited into the diplomatic service and overtly contribute to the use of Polynesian encounter rituals in New Zealand’s diplomatic outreach. Such histories are used to justify New Zealand’s role in the Pacific in its relations with other external powers, especially in diplomatic jostling with Australia. The claims to special insight and cultural capital are subjected to critical scrutiny.  相似文献

Abstract

From 1998 to 2003, the Solomon Islands found itself in the grip of ‘the Tensions’, a violent civil conflict that left some 200 people dead, more than 20,000 displaced, and countless others subjected to torture, rape, fear and intimidation. In the aftermath of the conflict, two dominant approaches to post-conflict justice emerged. The first, implemented by the Regional Assistance Mission to the Solomon Islands (RAMSI), favoured a ‘rule of law’ approach according to which large numbers of militants on both sides were arrested and processed through the criminal justice system resulting, in many cases, in the imposition of lengthy period of imprisonment. The second, ‘reconciliation’ approach, favoured local, grassroots, traditional and indigenous justice processes and were routinely implements by community groups, women's organisations and the churches. This article demonstrates that in the absence of a formally planned transitional justice process, these two approaches to post-conflict justice have come into serious tension with proponents of each accusing the other of hampering their justice efforts. It examines those tensions and analyses the extent to which the Solomon Islands’ Truth and Reconciliation Commission, designed in part to provide a bridge between the rule of law and reconciliation approaches, has been able to quell this new set of tensions.  相似文献

Abstract

This essay analyses Australian-led statebuilding efforts in Solomon Islands, through the Regional Assistance Mission to Solomon Islands (RAMSI). RAMSI has often been offered as a successful example of statebuilding worthy of international consideration. Here, some of the limitations of the RAMSI mission and its progress in rebuilding the ‘failed’ South Pacific state will be carefully assessed. Despite significant short-term statebuilding successes in restoring security and stabilizing the economy, RAMSI faces long-term challenges centred on the complex politics of political community-building. As an example of ‘best practice’ statebuilding, RAMSI highlights the complexities involved with the two-level game of international intervention: the (conflicting) challenge of reconciling the need to respect sovereign sensitivities with the need to undertake robust political engagement.  相似文献

Women’s political under-representation is a concern for both emerging and established democracies. In Solomon Islands, only four women were elected to Parliament in the 40 years from independence in 1978 to 2018. This article analyses the barriers to success for female candidates in Solomon Islands elections, focusing on the impact of informal institutions related to kinship, clientelism and leadership. It argues that in a context such as Solomon Islands, an emerging democracy with a weakly institutionalised party system, informal institutions play a highly influential, and highly gendered, role.  相似文献

Abstract

This article gives an overview of the involvement of Australia, New Zealand and Fiji in peacekeeping operations with attention to motives, experience and ‘lessons learnt’. Australia and New Zealand have been strongly influenced by regional considerations and an understanding of good international citizenship. Fiji’s contribution has been determined less by regional considerations and more by its position as a small developing country whose peacekeeping activities bring economic benefits, although it could be argued that by providing a basis for extending military forces they have contributed indirectly to political instability. Police contributions have been increasingly important to Australia and New Zealand and they have advocated a stronger role for police in other situations around the world.  相似文献

In 2012, the Solomon Islands truth and reconciliation commission (TRC) submitted its Final Report to the Solomon Islands Government. The Report detailed the underlying and proximate causes of the conflict, provided a record of the injustices perpetrated during its course, and presented a set of recommendations designed both to address the underlying sources of tension in Solomon Islands society and to guard against future hostilities. In the time that has since elapsed, however, successive Solomon Islands Governments have failed to uphold their obligations to publish the report and implement its recommendations. This article examines the reasons for this implementation gap and considers its ingoing ramifications for transitional justice and reconciliation in the Solomon Islands. It argues that the implementation gap can be attributed to a fundamental lack of political will, provoked by the TRC's decision to ‘name names,’ combined with the extremely limited economic capacity of the state. What is more, it also demonstrates that the failure to implement key recommendations has meant that the underlying causes of the conflict remain without adequate redress and that the legitimacy of the TRC and the Solomon Islands’ broader reconciliation process has been brought into serious question.  相似文献

This article discusses women and peace-building in Solomon Islands and the effect of law, theory and practical circumstances on their role. It looks at the place of Solomon Islands women in society historically, with particular reference to war and peace. It then analyses their current status from a legal perspective, looking at the existing Constitution, the proposed Federal Constitution, and relevant aspects of international law. It questions whether gender equity provisions are sufficient to promote participation at a practical level. The article also disputes the effectiveness of various international, regional, and local initiatives, designed to enhance the status of women. The article discusses the application of some of the theories relating to women and peace-building to the circumstances of Solomon Islands. It concludes by looking to the future and discussing means of consolidating women’s position, and increasing their involvement in leadership and decision-making.
