| 摘 要： | 学习型政府是“以人为本”、“以学习为基础”、“以强化公共服务”为特征的民主政府,而构建学习型政府则正是对学习型政府中的“人本价值”、“学习价值”、“服务价值”和民主价值的追求和索取。因此,要实现学习型政府的公共价值,就必须提出科学合理的对策和建议,以加快构建学习型政府的实践进程。

| Abstract: | The studyoriented government is a kind of democratic government that has the fist of people,regards study as foundation and has the characteristic of strengthening the public service.The construction of studyonented government is just to pursuit and ask for the value of the fist of people,the value of studying,the value of serving and the value of democracy.Therefore,in order to accelerates the practice process of studyoriented government and realize the public value of studying government,that the scientific and rational countermeasures and suggestions must be put forward. |
