| 摘 要： | 治安调解作为一种重要的诉讼外纠纷解决机制，是解决民间纠纷、化解人民内部矛盾的有效方式，在公安执法中发挥着重要作用。但在具体调解过程中，民警大多对治安调解的基本价值取向问题缺乏认识，因而廓清治安调解的基本价值取向就显得极其必要。

| Abstract: | As an important settlement mechanism for litigation dispute, the public order conciliation is an effective method to solve the civil dispute and melt the contradictions among the people, playing an influential role in the law enforcement of the police. But in the process of a specific mediation, the police mostly lack understanding of the basic value orientation of the public order conciliation. Thus, it seems essential to have a clear understanding of it. |
