| 摘 要： | 行政审批制度改革及其体制重建是一项复杂的系统工程,是一个长期的、循序渐进的过程,需要有稳定、持续的改革理念的价值指引和支撑。行政机关只有深刻认知、真正确立起权力有限、行政公开、诚实信用、正当程序、便民、高效、公共服务、责任政府等基本行政价值理念并以之为改革的理论指南,行政审批制度改革才有可能取得预期的目标。
