| 摘 要： | 某市公安局近期推出了“飞车抢劫拒捕者,当场击毙”的新举措,这一举措可以震慑犯罪分子,却有严重的弊端:超越职权,曲解了现行法规,易导致警察滥用枪支,是对罪犯人权的漠视,可能误伤无辜,给社会公众的安全带来威胁等等。整治飞车抢劫、抢夺案件,应当采取综合治理措施。

| Abstract: | A new measure of 'shooting dead the arrest resistant of plundering through driving a vehicle on the spot' was adopted by a provincial capital city.The measure can frighten criminals but it has serious defects: exceeding authority;distorting present laws and regulations;leading to abusing of guns easily;ignoring criminals' human rights;probably hurting the innocent and bringing about threat to public security.Synthetic measures should be taken to deal with cases of plundering through driving a vehicle. |
