| 摘 要： | 在公共政策中，一旦界定了政策问题，明确了政策目标，选择和设计何种政策工具便对政策目标的顺利实现具有决定性的影响，从而成为政策过程中的一个具有关键意义的环节。近些年政策工具的研究焦点从以工具主义的类型分析和对过程的构建考量转移到更多地关注政策工具的评价和选择机制。对政策工具选择影响因素以及政策工具采用以后的评价机制的探讨，对于完善政策工具研究的理论框架具有实际的参考和指导意义。
