| Abstract: | The Decision on Strengthening the Governing Capability of the CPC by the Central Committee of the Communist Party of China adopted by the Fourth Plenary Session of the 16th CPC Central Committee shows the new understanding of the law on governance by the CPC, which mainly shows in the four aspects: the new understanding of the state function and the capability of the ruling party; in the new view of building up the governing capability of the CPC; in new requirements for building a evaluation system of scientific governing capability and in the purpose of exercising state power according to science, democracy and law. |
